Parliament on Feb 7 discussed the question of Singapore’s national reserves and how much should be spent from them to meet today’s needs.

In response, Prime Minister Lee Hsien Loong said that this compact of protecting the reserves has been forged across generations of Singaporeans, and had also been upheld across both sides of the House. “We must not erode the patrimony, this family treasure, which we have inherited from our forefathers, nor should we burden future generations with debt nor mortgage their future,”he added.

💬 *What are your views on the debate on our national reserves? How can Singaporeans safeguard our future?*

Key issues raised from the debate:

📌 _*Reserves are a strategic asset, and it is against our national interest to reveal the full size of the reserves*_

In response to suggestions to reveal the full size of Singapore's reserves, Minister Indranee noted that there is already publicly available information on the reserves from the Monetary Authority of Singapore (MAS), Temasek and GIC. However, she added that the reserves are a strategic asset and hence all the information about them should not be disclosed.

📌 _*Reserves are not accumulating faster than necessary*_

Minister Indranee said that if Singapore were truly over-accumulating its reserves, the Net Investment Returns Contribution (NIRC) would be growing at a much faster rate than the gross domestic product (GDP). However, the NIRC has remained stable at about 3.5 per cent of GDP.

📌 _*The NIRC’s 50-50 formula balances current and future needs of Singaporeans*_

Minister Indranee said the current formula strikes a balance between Singapore’s current and future needs by spending 50 per cent of the investment returns while putting the remaining 50 per cent into the reserves to grow for the future.

PM Lee added that the reserves helped Singapore protect lives and livelihoods during the Covid-19 pandemic, and that the pandemic was far from being the worst thing that can happen to Singapore.

📌 _*Reserves monies invested in endowment and trust funds do contribute towards current needs of Singaporeans*_

Minister Indranee said that the monies that the Government put in funds are not just for the far unknown future, but resources set aside to meet funding commitments that are benefiting Singaporeans today. This includes packages such as the GST Vouchers Fund, Merdeka Generation, Pioneer Generation Packages, and funding long-term projects like the development of Terminal 5 and other aviation facilities.

📌 _*Reserves accumulation does not come at the expense of CPF savings*_

Minister Indranee said there is no assurance that GIC’s returns will exceed CPF interest rates in the shorter term, and there have been years where GIC’s returns fall below CPF interest rates, but the Government does not cut CPF interest rates.

Where GIC has earned returns higher than CPF interest rates, this is used to cover for the many years of low interest rates, and when GIC earns returns below CPF rates.

📌 _*Putting proceeds from land sales into reserves a stable and sustainable stream of revenue for Government*_

Minister Indranee said that there are several pitfalls to this suggestion. 

First, land sales are affected by property cycles, which are volatile and difficult to predict. This would mean government revenues could fluctuate with the market, making it more difficult for the Government to plan for the long term.

Second, when the Government relies on land sales to fund spending, it could develop a vested interest in keeping land prices high to maximise revenues.

Minister Indranee argued that by accruing land sales proceeds to the reserves, investing them and using 50 per cent of the investment returns through the NIRC, the Government is spending from land sales proceeds, but indirectly rather than directly.

I'm a cyclist (but not advance one) who basically cycle to work and for groceries. I'm also a victim of other pmds and cyclist who nearly knock onto me n impatient beeping me for slow movement. I death dare at them n even tell them off..can't u wait..

My suggestion:

If want to discriminate or catch those inconsiderate ones, punish those ppls who make the offence by clocking the community hrs or volunteer by catching the speedy pmds or cyclist.

Of cos, everyone play a part.. one needs to look out for dangerous act.

Cos it directly impacts transportation and other expenses. For instance now the transport for schoolbus shoots up almost 70-90%. And how much can the government intervene, and it burdens a lot more when the household has more than 2 kids.

COE prices, fuel prices.... yada yada.. 

Space Rentals keep going higher.. despite lots of empty units. Whyy?? (Maybe some statistics gathered can explain this)

After covid prices of commodities are almost double, why?? (Perhaps statistics can explain this)

I just said that when singapore is going carlite, it should separate roads into two categories: 1 for less cars then a barricade then 1 for bicyces. The current pedestrian pathways are extremely dangerous as many cyclists speed, don't even honk, and not just elderly, children and teens but even others find it difficult to get out of the way. Cyclists, pmds and pedestrians should certainly not be lumped onto pedestrian pathways

2. In fact this topic is very close to my heart - because our stakes, our younger generations and our future generations stake - are heavily contingent on this strategic assets 


3. We must not let anyone take the easy way out to utilitse more NIRC 60% or 70% or all of the NIRC to finance the yearly fiscal budget - because this will systematically deplete all our sovereign funds in the long run - putting our current generation, our younger generation and future descendants into great risk.


4. My private chat groups are comfortable with the current arrangements of using 50% of NIRC to finance the yearly operating fiscal budget and plow back 50% of the other NIRC to the sovereign funds to grow our Capital and earn more income.


5. This formula must be steadfastly enshrine into our Constitution - to ensure no unscrupulous political parties or politicians exploit our hard earned national wealth and fritter it away

These 2 MPs are the main culprits that propose raiding more of our reserves.

GIC then earns a higher return and the government keeps the difference after paying CPF members. In other countries, the retirement fund invests in properly constructed and managed portfolios to earn a decent return that beats inflation and all that benefit is given to its members. 

Only in Singapore, are people told not to take risks in their retirement planning and to put it in risk free CPF to earn a steady return. However the return hardly beats inflation and that is why the average Joe cannot retire on his CPF savings because it has not grown sufficiently. There are many pension funds around the world that earn 6% p.a. over decades for their members.

Furthermore, when the reference is in USD, it is double counted as many currency exchange rates are quoted against USD. So changing SGD to EUR actually requires a trade from SGD to USD and then from USD to EUR. 

Financial speculators do not target countries with sound finances like Singapore. They target those with weak fundamentals. 

This doesn’t get mentioned but Singapore banks are not allowed to lend more than SGD5 million to foreign financial entities i.e speculators. This limits foreign speculators as they can only borrow maximum SGD5 million that they sell in the FX market to buy say the USD. What financial damage can SGD5 million do? Where are the billion dollar financial traders like Soros selling the SGD? It doesn’t exist because they can only sell SGD5 million.

So Minister Indranee’s remarks are selective and outdated. Bordering on misinformation…

If people were old enough to remember the oil crisis in the early 70s - the world went into stagflation and sg was a very young/poor nation then.

Before that my mom could go to the market with $2/=. She could buy $0.30 pork, $0.30 small prawns, most other condiments to cook up a meal are 5c 10c. Not great, just very simple meals. How prices shot up after oil crisis.

According to records, late Dr Goh Keng Swee was busy fending off Malaysia who wanted Sg reserves to be managed centrally by Central Bank of Malaysia before our independence. We have to thank the man who resisted and post independence, we have some reserves. We were still poor by any standards.

We didn't survive the 70s crisis by means of distributing reserves or NIRC, rather, we survived through economic growth and development.

The long and short of my thoughts - focus on growth and development. 

Taking from reserves is an easy way out and a "lazy" proposal.

I hope to hear better proposals from the oppositions

Hence the taxes I pay, my family and extended families and my close friend families from my private chat groups pay for so many years - are to be lock into the national reserves with 50-50 NIRC for the current generation and future generations.

Not to be frivivolously be squandered away by the oppositions and its supporters - more than 50% NIRC.

Steady?

Today steady, tomorrow stability and tomorrow happens to be Today!  Either you are in a steady position in life or later on in an even stable life, it's a game of choice and decision, so important!!"

You think you are lucky or you are mighty? It's only through the pain of multiple failures, we will come to realise the value of success. And success don't just simply appears in front of anyone and success is the sacrifices you laid ahead because of all failures! Just one shining moment of success and there comes challenges which can be fatal and or disruption to put an individual or a society into its own place!l-stucked! That's the rule of success and the valuable lessons of failings!

Our national reserves is like our personal  savings for today and critically for the unknown future! If we have a good saving habit not just money wise but the entire philosophy of needs overriding wants; we are more likely to enjoy in our ageing years better and more robust in weathering unforseen circumstancesnsuch as the cost of livings.

To sum things up, either you spent now and see how your life journeys will turn out to be and letting Society to foot your bills is the biggest mistake any individuals should think of and the counter-measure is simply to be as self-sufficient as one possible could in this mysterious and unknown thing called Life! "Cara a Cara" moments in history!

In 1942 this lucky and charming Shangri-La named by President Roosevelt and later on in 1953 President Eisenhower renamed it to Camp David. Its the place: a one to one meetings for world leaders to settle things in privacy away from the camera and the media, tranquil and relax settings, in hope for a win-win outcome.

During the winter of 1941/42, Roosevelt and Churchill drafted the grand strategies of growth, stability and defence for WW2.

In September 17 of 1978, the Israel - Egypt summit famously called the Camp David Accords. Over twelve days of intense negotiations among the three nations that led to a breakthrough peace treaty of the Egypt-Israel. It was a much serious matter and high stakes meetings of the two and the US. Egyptian President Anwar Sadat and Israeli Prime Minister Menachem Begin; both shared the Nobel Peace Prize of 1978. At last for President Jimmy Carter, he too was awarded the Nobel Peace Prize in 2002. What the world would be if there wasn't a Peaceful agreement? A hot war would have started in the Middle and spread to the West and onto the East of the geography of this world! 

On the fall of 2003, George W Bush had his Camp David moment with Vladimir Putin. The meeting of the two, perhaps it was a chance to size up Putin and other matters in hope for a better bilateral relationship between the US and Russia.

Fast forward today, the conclusion of the"Camp David" Summit have reminded many in the world that one nation's security is best to own the defense force than having to rely on others to provide national security services on their behalf unless the common nemeses are too big to contain!

For South Korea, it has not been an easy solution to accept US offerings to secure the Korean Peninsular since the last Korean War ended in July of 1953. 

Seasonably, came the agreed armistice of the North-South border buffer between the two to prevent future military conflicts. Will this armistice once again be challenged and a possible conflict happens or starts a proxy war similar to what is unfolding in Ukraine?

For Japan, it is known that the larger parts of its territory are under the care of the US. The latest Indo-Pacific military command is over seeing the entire Japanese air, sea and land defences. With the directives of the commanding US army and the orders from the White House; from 1950, simply, Japan cooperated with the US wholeheartedly on its defence and this military collaboration has brought many economic benefits to Japan that resulted in quantum leap into a top ranking developed nation, today! 

Now and again, Japan has tilted towards the US, it's a natural progression for the Japanese for one simple reason that its economic benefits as the famous Mark Twain would say so "History never repeats itself, but it does often rhyme...".

Always have been, all the above are the sake of global stability and national security of Japan and the larger threats from Russia, China and the unpredictability (kooky Kim) of the North Korean regime! 

Why is national defence so important to any nation?

It is the sovereign rights of a nation to self-defense in times of uncertainty and possibility of conflicts within and outside of a nation. Having a competent armed forces will deter conflicts or intentions to escalate into bigger chaos or small wars in a country or in a region.

Sum all together and putting all things away; it's peace and prosperity that matters to the billions of people than wars that killed millions in a shortest timespan!

Japan?

Imbalanced settlement of sovereignty rights after WW2 between Japan and then USSR. Another area of concern is the South China Sea, one of the surrender of the Japanese empire in WW2 was the relinquished of the SCS. During the WW2 years of the intrusions of the Japanese Army into South-East Asia and the larger theatre of fighting in the Pacific ocean; the Japanese used the Spratly, Daoyu, Dongsha and Xisha as their naval bases to berth warships and importantly, safeguard their submarines and the control of the sea and trades route of the SCS. 

One critical thing did not materialised that was the subsequent ownership of these abandoned islands in the middle of the SEC which criss-crossing among Philippines, Malaysia, Brunei and Vietnam. All converging into today's dispute over the SCS with multinational claiming for their own Rights and Sovereignty to the lying islands 

Today China is using the past strategy to control the freedom of navigations in the SCS, just in case one day should there be multi-confrontations happen...
