Yesterday, Deputy Prime Minister Lawrence Wong announced that the Government will provide families in highly subsidised public rental housing on the Community Link (ComLink) programme with additional support, which will be tied to specific action plans jointly developed between these families and their family coaches. 

Low-income families with children will receive more support, which could include helping them to save up to buy their own homes or to stay employed. This is to “ensure that no family in Singapore gets trapped in a permanent underclass”, DPM Wong said.

DPM Wong said the Government has been studying the issue and engaging many groups to tackle the issues of income inequality and social mobility as part of the Forward Singapore exercise to refresh the nation’s social compact.

"We know that more still needs to be done. We see early signs that social stratification is becoming more entrenched," said DPM Wong. "In other words, the Government wants to do more. But we want to do it in a way that empowers these families too… That’s why the Government has been tilting our policies in favour of the lower-income groups, and we will continue to do so,” he said.

“We want to ensure that no family in Singapore gets trapped in a permanent underclass. That means we have to do more to help – not just the parents, but also ensure their children have access to full and fair opportunities early in life."

The Government will train ComLink officers to take up this role of family coach to motivate and work more closely with each family to work to achieve their goal. "They will ... play a stronger role to work with every family to determine the customised support each family needs. This will ensure ComLink families receive the right support at the right time," said DPM Wong.

"We can consider a higher quantum of support or even longer-term support to families that make progress in areas like staying employed, saving to buy a home or ensuring their children attend preschool regularly," he added, "family coaches will be able to use this additional support to encourage and motivate the families to work towards success."

DPM Wong urged the public and companies to get involved in the effort, such as contributing their time to befriend ComLink families or donating money to support programmes that help these families.

My feedback: 

1) As a GRL and also someone on the ground, I think more could be done to get families out of this trap, starting from government itself– my suggestion here is that, government as a start should work to have minimum % of employment of contractors via Govt contractors to hire low-income workers as part of their contract tender specifications whenever possible. This itself would drastically improve the % of employment opportunities for low-income families. 

2) Food and supermarket vouchers – similar to a CDA Account, we should setup like a “bank” account for low income families where they can access top up from schemes and assistance. Digitizing our process will also allow for faster relief for low-income families. Of course this itself comes with their own set of challenges, but US has implemented the EBT card system for many years now. <This message was edited>

Offering scheme for voluntary unemployment insurance should also be made available for folks who would like to subscribe to it using their CPF funds for up to a certain number of months. Of course this should be a last resort, but the government should offer a scheme where citizens contribute to for unemployment insurance instead of giving handouts, this way folks can be assured that there is some money to tide over in the event of retrenchment or extreme unemployment

As much as we want to care about foreign affairs, there are domestic issues that we have to resolve. 2. Firstly, we must ensure a tight social compact whereby the  strata of the high income group to low income group should not be too elongated and should be more compact.


3. More help can be granted to the lower income group to assist the family move up the social ladder in terms of providing education, train in skillset and landed jobs that provides good income - not only for the parents but also for their children.


4. This is to ensure lower income group not in their whole life depends on the State for financial assistance - but build a means to stand on their own feet and do well to emerge from the lower income group else:-

a. It will strain our country fiscal budget.

b. Taxpayers got to pay more tax to finance the welfare.

c. We are straddle with a large underclass group - that will cause social tension.


5. Secondly, we must ensure a welfare state mentality must not take root because:-

a. Singapore has no natural resources and we depend entirely on our human capital to build wealth.

b. Hence, training people with the education and skillset to fish rather than be given fish all the time is imperative.

Perhaps another aspect of this is more towards non-financial issue which over time, became a financial issue being added into the issues. On top of ComLink, we should work across agencies with HDB to offer more subsidies for buying new flats for families to get out of the poverty cycle – I hear on an interview yesterday on CNA / 938 news that one family interviewed would like to get their own home instead of staying in a rental flat all the time as they want more space for their family. New flat subsidies based on income tier would help encourage home ownership for low-income families. 

I’m going to repeat my suggestion from this morning  - my suggestion here is that, government as a start should work to have minimum % of employment of contractors via Govt contractors to hire low-income workers as part of their contract tender specifications whenever possible. 20/10/23, 3:16 pm - +E.H: personally i can attest to that as my mum bought a 3 room flat from HDB via WIS about 17 years back after staying in HDB rental for 1 room flat, for $97,500. We wasn't picky and wanted a place of our own - even if it meant us moving out of a HDB rental flat. 

With CPF OA balances, my mum ended not paying a single cent out of pocket for her 3 room flat in Potong Pasir. <This message was edited>

There's always a push to get low income group to own their house.

The eligibility criteria is to get a job and a stable income to pay for the house with hefty subsidies.

The size of the house is relative to their income earned.

But they got to own their house rather than pay a monthly rental - and the house don't belong to them.

As far as I know, such flats requires very little or no renovation.

It comes with embedded cupboard in the bedroom, embedded kitchen cabinet.

I was also told that the toilet is well design.

I happen to peek at the design, and I thought it was a condo, until I was told that they are flats meant for rental upgraders.

I was told that it was quite well design by the interior designer.

I thought it look like a condo.

Residents will only need to bring in their furniture and appliances from their rental flat to the new house.

Very little additional cost needed.

The concept of "Rent to Own" works like this; you rent a flats for the first 5 years or the first 10 years, you will receive a statement of accounts showing your paid rental and the amount should you opt to buy the flats and if you are thinking to buy, the monthly instalments all calculated on various loan period in the statement of accounts.

For longer rental beyond 10 years, the rental shall increased by 10-20% on a case by case basis, and rental review of rental shall be every three years and incremental rental shall be applied and the cap rental ceiling at a pre-determined amount. 

On the other hand, should you choose to buy between 5th to 10th year, you will receive a discount on the offered price with the 5th year enjoying the best discount....

It will help if you can do some survey and let us know specifically what kind of help the poor needs. A lot of times we just give them money and sometimes that’s not the best way to help them. Also, giving them money sometimes means making the middle income poorer.

Some ways I thought of helping them are in the area of 

- food

- electricity and water 

- childcare

- education

- taxes (GST, property tax, carbon tax, water tax etc)

- partial or complete debt write-off

We do not need a more EQUAL society in terms of wealth. There will always be a huge gap between the rich and the poor. Most of the middle income in the years ahead are going to become low-income. With AI and robotics, many are going to need some form of UBI in the medium-term to long-term future. What we need is a compassionate society where the rich willingly and generously help the poor. Hence, instead of taxing the middle income further, I suggest the G engage with the rich and raise funds from them.

In addition to helping the poor, you might wish to pay attention to the middle-income with huge expenses eg those supporting children and elderly parents, esp those saddled with huge medical bills.

Would have been better if they could have shared it this was effective in their pilot runs? How would they know if this would effective since the rest of the initiatives are already existing. 

I would have liked to know what are the specific problems that these families have and how the family coach is going to address them. Perhaps it would be better to fix the root of such problems such as parents being in jail, blended families as parents divorced and remarried etc.

How about a new funds named "United" whereby companies-country-individuals are encouraged to 'chip-in' token sum based on headcount and it will be on a monthly basis (3-6-1 contribution metrics)? 

This contribution is deductible under the individual or corporate tax.

This funds is to provide financial helps to any displaced workers and their dependents during retrenchment, during reskilling or in-between finding a job. The direct cash credited into affected workers bank accounts within 30 days. 

For workers who don't utilise this funds other than for reskilling, by age of 60 years shall receive a bonus for staying employed and not drawing down on the allocated unity funds; this bonus shall be credited into the CPF RA accounts. The number of utilisation of the funds shall be determined, the bonus amount,  it needs deeper discussions.

The growth of the United Funds will be managed by MOF that will use its savvy investment knowledge to sustain a good returns on the principles of prudence and perpetuity.
