At the Singapore Economic Policy Forum on 18 October, Deputy Prime Minister (DPM) Lawrence Wong highlighted the issue that Singapore’s economy places too much of a problem on cognitive abilities and does not sufficiently value those engaging in “hands-on and heart work” like technical, service and community care roles. 

In particular, DPM Wong was concerned about a growing divergence between the starting pay for Institute of Technical Education (ITE), polytechnic and university graduates, whereby “the median starting salary for a university graduate is almost twice that of an ITE graduate”.   

๐Ÿ’ฌ What are your views on the current efforts to uplift lower-wage workers? What more can be done for a mindset shift by employers and society, in recognizing those engaging in "hands-on and heart work" ?

Speaking at the forum, DPM Wong said: “We must move away from preconceptions that academic success should be prized above all others. Instead, we must respect those who labour with their hands and hearts, and confer upon them the same status as other paths. We must also give them opportunities to advance in their respective fields, and not pigeonhole them into specific tasks, or hold them back unfairly.”

DPM Wong added that the government is already tackling the divergence in salaries through tightening foreign worker quotas and raising the local qualifying salary, while also uplifting the wages of lower-wage workers through the Progressive Wage Model. The government has also invested more to raise the quality of vocational instruction by levelling up the ITE skills-based curriculum to give students deeper industry relevant skills while also increasing the number of work-study diplomas across sectors to give students a career head start after graduation.  

However, DPM Wong stressed that there needed to be a fundamental mindset shift in society – by employers, and by society. “Some of these shifts will not be easy to attain. But if we work together, I am confident that we can expand the possibilities for fulfilment and success for every generation of Singaporeans,” said Mr Wong.

Just look at the U.S., for instance. Even with minimum wage laws, they could only sense the unfairness when the pandemic struck and realised that these type workers were  were quite essential after all. 

But the main thing is the increasing divide that it creates in society when income disparities begin to also create a ‘classed’ society. The wage gap has to be decreased in order to maintain an egalitarian society.

What is economics? In simple words, to make a meaningful (dignity & respectful) living in one's lifetime.

What is a working/workable environment? It is more than accessing one's business and workplace! Many businesses, bosses and workers are well-aware of this off-site workplace (WFM). Perhaps there are several crucial considerations prior to setting up a productive, an accountable and meaningful off-site working environment! What are the impedements in gaining benefits from an off-site or on-site workplace?

Hard-wired?

Meaningful and tailored digital tools and infrastructures from communication to cloud. How about digital friendly, zerolised carbon footprint, transforming and adaptable skills, are these enablers or are there broken links? Why some people are thinking and weaving within the cocoon of their thoughts, mind blocked and will it affects decision making?

Soft wirings?

Human connectivity and mission driven purposes from daily tasks, to quarterly targets, to annual achievements and so on.

The key is purposeful and quantifiable outcomes whether is positive, negative and the KPI itself. Open the stacked cards and reveal the realities of one's life, each outcome differs human to human, success and/or failure!

The limitations of "different folks different strokes?

What are the existing pools of skilled workers out from schools or trainings and the entire ecosystem of a country education? How about the existing workforce and the workers of tomorrow? Where and what is the size and the allocations (or missed allocations) of the human capital for targeted skills of tomorrow's industrial reset?

Perimeter or Parameter?

Is it nature in actions or is it all along, human actions & interventions or nature first then comes nurture? 

A baker can never become a coder and a scientist cannot possibly turning to be an actor! Are these paths destined, or are these failures and successes, or perhaps are there elements of (unknown) 'naturally' selections that evolve since the birth of mankind?

If a human is make up of any one or two or all three broad bends that is competencies, behaviors and natural abilities (selections - ๅคฉ็”Ÿๆˆ‘ๆ‰ๅฎšๆœ‰็”จ). Perhaps it is more important to further understand & define each individual traits and weaknesses from entreprising, innovative, intellectual, hands-on or in-between two. Each person will have a distinct inclination towards one of these five categories with exceptions for people whom posses two of a kind variables also those whom changed career path during midway of their work-life. What are the criteria and selection tests to pull in a team? These 'screening' tests, is it solely based on academic achievements, or biggest failure, or relevant past successes, or personality or, or sit-down abilities test, or face to face, and combinations of up to three factors? 

One important consideration in hiring is to understand the limitations of any person than thinking about his or her limitless capabilities. Is this prudent (make) or reckless (break) or any exception to consider?

By mixing and matching these weighted variations (limitation & diversity can also inter-connected) including age and nationality into your team to fit your mission, the strategies, risks stratification, and the goals. It is an exceptional team in the making excepts your competitors whom still figuring ways out and do remember to make it a FUN venture! What's quantum entanglement, can this latest finding be applied too?

Using complexity to solve complex problems?

Leaders to Managers to co-workers in sync, it's organic that flows up and down also down and up. 

How's the flow?

A systemic upheaval approach: The strategy, implement and execute are flows of work from daily to the multi-years visions.

It is paramount in this hybrid setup aka off-site works to level the communications and connectivity. Afterall, aren't we dealing with human to human whether internally or externally (micro+macro perspectives)? That's itself is an ecosystem in the making! Will each system succeed or failed?

"What if meaningless replacing the importance of meaningful (ends) and/or a purposeful (resolves) narrative?"

Never do things out of greed or rush all for the sake of scaling bigger & higher and hoping for faster success?

Plan things (business or acquisition) with meanings (purpose), for it will bring you less unintended challenges and pains! Should 'meaningless' problems challenge you, one after the others, people will experience a period of self disillusion and the larger harm to a team or a community or an economy?

So how to move closer to success? A business or any larger entity, making things simpler and workflow less complex! Why so? Does it means simple thinking is the key and not OVER thinking?

By adding or introducing more complexity into an existing complex situation will yield unfavorable outcomes, or to slack or cover up more mistakes under the carpet and roll them over and over, or worse it implodes into pieces! 

It is smarter to dig into the ROOTS of each problem very often to re-investigate the past performances and challenges to uncover the original truth as to why it is recurring over and over in various shapes and forms! 

What's the difference between an experienced worker versus a talented workers with experienced? 

Is experience a basic ingredient to success and a meaningful career or talent is the key attribute in any situations? How about a person's character and attitude in life that will total to the Dynamics of any organisation into a passive, or a pro-active, or a combative culture? 

What's about culture? 

It is a way of doing things normally or the way or the highway, or the 'normal' way of life?

A combative working environment usually is a 'dogs eat dog' and a highly strung individuals competing each other to succeed regardless of ethics or moral! This overly-merited office has common momentum of fast and busy, and no time to waste. Where as in a passive environment, the daily workload compared to the highly strung one is much lowered tone and these workers and managers are in sync to tend to slow the flows of work. The 'exceptional' team perhaps is a pro-active one and a convergence of skills and talents! Why so? It comprises a spectrum of personalities from the slackers to the achievers. Make no mistake, these slackers are productive but they tend to be mellowed and slower thinkers. It is crucial in demanding and/or urgent moments, this organic team will stand steadier than the former two examples. It is about people and mixing (or mismatched) the right amount of different people to sync a COMMON tune not just relying on skills or talents will help or may harm, all these efforts will impact performance and importantly, minimizing costly mistakes and corrections! Aren't all these truth or merely a painting of colorful words?

How about Hopes and Happiness?

Many experts/gurus often laughed at this hopes and happiness concept especially in an office settings? If one worker is unhappy with the other or his/her superior, what's the unintended consequences that this unhappy worker will contribute to this team and fellow workers? Will these unhappiness affect the team dynamics? 

It will distort others to think HARDER if things are actually that wrong! If you are feeling hopeless, wouldn't you start to think, 'what's the point'? Is that what many people are saying lately, aka 'quiet quitters'? Why quit only if one is feeling hopeless? How about salaries, benefits and equitable (or short-change) rewards?

So how to link this two H-H? One, is not to be presumptuous over other people and exercise consideration whenever tough human to human frictions occur, that's what business experts called the sciences of managing people! Will research proven methods work or better still using AI, or the best is yet to be, using human touch to motivate and to move others to work together (in sync)? 

Two, things may work well that is to treat each other honestly, appreciates others efforts and give abit of slack to one another!

Three, to view each human being as an unique piece of mosaic (chip) and humans are never receptive to any changes or having to face up to a new and unfamiliar environment. It needs time to adjust and to adapt to these changes and surroundings in order to fit into the larger space of a bigger motif of purposes and meanings. 

Lastly, how to solve inflation starting from the workplace, sounds complex isn't it?

The 2050 Future, the 4-days work week and more eventful?

Is the world heading into a big mist of metaverse (extraordinary and virtually extremes) where AI marries VR to form AIR? 

This 'AIR' will create your future co-workers, your talk-to buddies, even your lived ones and spouse, all inclusively in this AIR till the day arrives (ends) and please don't let the 'HUMAN TOUCH' fade away!

[0:27 pm, 19/10/2022] +Wai Xin: as an educator in public university, my observation is the foreign students accounts for only about a handful in each undergraduate class. maybe 1-2 at most 4 in a class of 40. and where they do appear, often i can see their drive and hunger.

my take is, the workplace must be willing to change their hiring mindset. and look beyond the paper qualifications. 

unfortunately HR are not hiring managers and may not be well equipped to understand what makes a good candidate other than looking brands on the degree paper. 

hiring managers on the other hand have little time to perform candidate filtering. this resulted in a lot of missed opportunity and frustration. 

furthermore, if we want MNC to hire local skilled talent without paper qualifications, it is difficult for them to answer to stakeholders in home country.

2. They thought that by Brexit, the locals can get jobs from the business.


3. But EU market use to be about $20 trillion GDP.


4. With Brexit after UK pull out of EU market, UK GDP is $3 trillion and EU GDP fall to $17 trillion.


5. UK business is unable to tap the big EU common market - as they no longer enjoy the tariff free EU market - and instead rely on their small domestic market of $3 trillion.


6. As a result, UK trade fall drastically (export fell by 11.7%, import fell by 7.5%) - and less jobs are created ---- which backfire on the UK people who thought that by Brexit, they can keep their jobs in UK to themselves.


7. UK general government gross debt was £2,223.0 billion at the end of March 2021, equivalent to 103.7% of gross domestic product (GDP).


8. UK business not doing well as trade fall, GDP fall (by 2.25% in output loss), less jobs created, UK people poorer, Government debt balloon - Brexit (xenophobic, nationalism) - backfire.

How has Truss - mini-budget that won her PMship backfire 

(that is why Trusseconomic plan fails - to address the high inflation)


1. Truss want to cut tax for rich people - to try to do a "trickle-down" effect on the Economy - as she thought that with big tax cut, rich people will invest and create jobs for UK.

But rich people will only invest when the market is big, business opportunities are abundant. 

After Brexit, business cannot trade easily in EU market and invest easily in EU market - then rich people will just keep their tax cut in their pockets instead of investing and create jobs.

Hence Truss tax cut to pull a "trickle-down" effect fails - and unable to create jobs, pay good salaries to workers - to sustain workers' lives to deal with the high inflation - hence UK market reacted with pessimism - and pounds plummet.


2. Government plan to subsidise energy prices for a few years - that have spike due to Ukraine war.

The problem is, the government debt already run up to $2.2 trillion pounds.

With further tax cut, how will the government able to finance the energy prices for a few years ----- without running into a deep deep public debts?

Failure to ensure financial prudence and maintain a balance fiscal budget - is a sure failure in her economic plan.


3. Brexit - kills the big market access to EU from UK - outcome :- fall in trade, fall in GDP - will result in fall in investment, fall in creating jobs, fall in wealth, fall in government tax revenue.

Hence people referendum (relying on gullible voters) to decide on their fate --- without the knowledge of appreciating how Economics work ----- condemn UK people's economic fate --- by champioining xenophobic, nationalism, closing their economy instead of opening up to foreign talents - thinking that by doing so "locals have all the jobs to themselves" ------ which essentially is "penny wise pound foolish".


4. I hope Singaporeans will not follow the footstep of UK Brexit - and learn from the painful lesson of xenophobic.

Because by closing our doors to foreign talents ---- will hurt us more than save our local jobs and create wealth for our locals.

Being "petty" don't make us "well off".

3. Conversely, I pay $300 to see a heart specialist to ensure my heart is in a perfect condition.

I feel relieved and willing to pay the amount. I believe the specialist is higher than a degree graduate.

So it is not whether about "brain work" or "hand work" or "heart work".

It is about the economic outputs and services that consumers are willing to pay.

The bosses are willing to pay a good salaries to the workers that provided it produce the economic outputs and services - that are valued by consumers and the business.

We do r&d in high tech, IT, AI, etc, in biotechnology, in medical tech, in sustainable high-tech food and agriculture, upgrade our ports into high tech ports and airports, immerse in digital economy, r&d in defence tech building our stealth unmanned frigates, submarines, AI digital armies etc, biotechnology, medical technologies, etc


5. We need global talents - foreign and locals - and cannot stick to the population and economic policies of yester years.

1. To summarise, the intent of today's topic - is to achieve 2 social objectives and goals :-

a. To tackle Income inequality - between the University graduates, Polytechnic graduates and ITE graduates.

b. To address social inequality - between the University graduates, Polytechnic graduates and ITE graduates.


2. I feel that this is a necessary step to ensure :-

a. Social and Economic inclusiveness

b. Social stability and address social grievances

b. Stable and long term governance.


3. However, I will like to highlight that while we try to address and take actions to be socially inclusive - we need to keep the economic principle and market principle in focus.

a. Specifically, the pay in which bossess are willing to pay the diploma holders and ITE graduates to commensurate with University graduates as well as the monies that consumers are willing to pay ---- is very much determine by the economic output and services produce by the diploma graduates and the ITE graduates.

We can't force business or consumers to pay more - just to achieve the social objectives - but with no economic output or services to "hand works" or "heart work" that can match the "brain work" produce by University graduates ---- as this will not be in compliance to the economic principles and free market principles.

Our Economy will become uncompetitive the moment we do that.

Planned Economy - is the good hallmark - that skew the market inefficiently to achieve its lofty objective of common prosperity - and thus doom to fail. Planned Economy hence need to transform to embrace the Market Economy to succeed.


4. Then how should we do to ensure we do not fall into the pitfall of planned economy, embrace market economy - and yet able to achieve the social objectives - of income equality and social equality among the Uni, Poly and ITE graduates?

1. University graduates economic output and services are very clear and tangible :-

a. R&D in AI, IT, hi-tech sustainable food, medical, bio-tech

b. STEM - science, techology, engineering, math - produce many tangible products and services - in various aspects of economic sectors\

c. Finance, accounting, fintech, blockchain, mobile apps for e-commerce

etc etc etc.

These are economic output and services that are worth thousands, millions, billions --- in which bossess are willing to pay a good salaries to the University graduates.


2. Polytechnic graduates --- are similarly trained in STEM and business -- that are quite closely related to University graduates with more hands-on skillsets.

I am not too worried about Polytechnic graduates - because the vast majority after a few years of work move on to take their University degrees through local Universities, SIT and overseas Uni.

Their salaries quickly catch up to match the University graduates.


3. ITE graduates are more hands-on with less academic groundings - and I feel that this group will require more attention.

a. Firstly, ITE academic curriculum must work with the industrial sectors - to identify what are the economic output and services that are badly needed and are willing to pay for "hand works" and "heart works".

The eg I post :-

i. Fixing tap, leak pipes, pumbling works - are badly needed - and consumers and boss are willing to pay good salaries to ITE graduates to do such jobs.

ii. Electricians is also another areas.

iii. Technicians

iv. Healthcare assistants 

v. Bakers and Master chef

etc


b. The moment we positively identified the economic output and services we want - whereby business and consumers are willing to pay --- equivalent to the Uni graduates pay --- then ITE academic curriculum, business, bosses, unions will have to carve out a progressive career pathways - for ITE graduates to do well and excel ---- and the moment they graduates can take on these well-paid jobs.


c. Of course ITE graduates also have the academic pathway to do their diploma and degree if they so wishes.


This will be the best way to achieve the 2 social objectives of tackling income inequality and social status inequality --- while religiously observing the Economic fundamental and market principles ---- without failling into the pitfall of "Planned Economy" that are not well received by the Economy, businessess and the Consumers.

Some countries paid their tradesmen by the hours and waitering ($22/hr?) too! Lawyers charged by the hours and architect earns from % of a project.

How to determine/allocate wages from basic work to various common works? Outdoor or indoor work?

Then comes competitive edge of this nation versus the next one and thereafter!

Quality of work done is one key consideration for productivity. Lastly, if workers are unhappy, how to increase that productivity and what's going to happen to competitive? 

This homerun is hard to pitch...?

Perhaps those many low wage workers to receive 'now and then' monetary helps? Maybe it's already happening for a long time? These many small helpings from affordable rental flats to help from MSF and NGOs. 

So the next time, look around and count how many rentals HDB blocks there are in each vicinity, multiply by 500 people per block to see the totality of helps and helpings to do. 

Often enough, the opposite (opposite side of the bench) would say this and that and more should be done and so on. Talking is the cheapest trade while actions and executing plans are different matter!

Yes, SINGAPORE has grown and Singaporeans are relatively well educated, better lifes and confidently to say that…
