Singapore has long been known for its zero-tolerance policy towards substance abuse. However, in light of recent events, most notably a series of occurrences where national athletes were found to have taken cannabis overseas, questions have been raised about Singapore’s stance on cannabis. 

At a Singapore Anti-Narcotics Association conference on 29 Sept, Home Affairs and Law Minister K. Shanmugam reiterated the government’s stance on cannabis and that the government bases its policies on evidence and science, which clearly shows cannabis use is harmful. 

💬 What are your views on Singapore's stance on drugs consumption such cannabis, and  those who consume them overseas?

Yet, according to a recent survey commissioned by the Sunday Times, slightly over half of the 1000 respondents surveyed believed that Singapore should consider legalizing cannabis for medical purposes. 

Speaking at the conference, Minister Shanmugam said: “If we are not careful, if we are not strict, our country will be awash with drugs. It’s your children and mine who will be affected.”

For example, in Thailand where the cultivation and consumption of cannabis were legalised in June, there have been reports of teenagers hallucinating and harming themselves after smoking cannabis. The Thai authorities have since had to impose stop-gap measures - such as banning cannabis use in schools and banning its sale to children as well as women who are pregnant or breastfeeding - to control the situation.

“I asked IMH to do a literature review in 2015 and they looked at a comprehensive review of the literature that had been published on the use of cannabis. And it was clear from all over the world, research papers done by scientists, that cannabis consumption is associated with irreversible brain damage, shrinkage of the brain, as well as serious mental and psychiatric illnesses,” Minister added.

Acknowledging that there are indeed medical uses for cannabis, Minister Shanmugam said that the government will approve of the use of cannabis if “doctors prescribe it under certain conditions for a patient”. However, Minister Shanmugam also stressed that cannabis prescription “should be a choice of doctors, not pharma companies selling through shops”.

Next year  my son going Nitec West (my choice).  Now they tell me it's gangster environment.   Tried to change location to Central but Nitec red tape policy not flexible.

It is 'cool and chill' (没事) to consume abit of 'this and that' drugs, aka party or lifestyles supplements of fun and relaxation? Are these truly fun and meaningful (eating) habits or 'part of' a person's stressful life? What's the benefits in trying without been caught and or addicted? The key is avoiding something yet it seems to be rather thrilling thing to do it!

"Early, chronic, recreational consumption of cannabis, in particular, is generally found to exert deleterious effects on learning abilities, executive function, working memory, verbal memory and general intelligence," said a 2017 paper by three Singapore researchers.


b. The effect from addiction is scientifically proven beyond reasonable doubt :

A literature review by another team of psychiatrists and researchers from IMH in 2015 found that among those who used cannabis, about one in 10 will develop dependence.

This increases to one in two among those who used cannabis daily.

The team had reviewed more than 500 papers from international medical journals in the US and Europe, as well as other sources of information.

But in general, regular, daily exposure to larger amounts of THC can increase the risk of developing addiction, and other mental health problems such as paranoia, anxiety and psychosis, said Dr Kandasami.


c. We have seen many recent cases of very serious drug induced crimes or suicides :- Just to name 2 :-

a. Double murder - where the son murder his mother and grandmother under the influence of drugs - and go on to hurt residents in his blocks using knife.

b. Halliucination under drug - by being violence and claim bomb in SIA plane.


2. According to the doctors, the use of cannabis for medical purposes is extremely rare in Singapore. The drug is also known as marijuana or weed.

The Straits Times (PUBLISHED OCT 2, 2022, 5:00 AM SGT) has reported that since 2019, two people who suffer from treatment-resistant epilepsy were granted permission to use cannabis-derived medication here.

Hence, drugs such as cannabis, heroin, opium etc - should never be allowed in recreation, over the counter touted as medicinal drugs.

It should be strictly be prescribed by doctors ---- and under very close supervision and surveillance by MOH.


3. Hence our laws on drugs must be draconian - not only locally but also extend to drugs traffick from overseas, or consume in overseas ---- as we do not want our citizens, residents in Singapore - to suffer under the influence of such drugs.

Because it will not only affect the individuals, it will also affect their families, the societies as a whole - as well as the whole Nation workforce.


4. During Qing dynasty in China, opium was introduced as medical drugs from the West. Then it slowly push as recreational drugs.

In a while, the whole China is addicted and very difficult to kick off the habit.

China has to start 2 Opium War --- with the West to stop the flow of Opium into China.

But China with weak people (due to opium addiction), poor weapons, poor resources lost both wars -- and is forced to sign the unjustified treaty with the West.

This is a historical lesson --- that Singapore must not fall into.

5. Singapore must never show weakness in tackling drug trafficking - even the use of capital punishment - and drug consumption (whether consume locally or overseas).


6. However, I am particularly concern about Singaporeans or residents travelling overseas like Thailand or some other Countries that have legalised drugs --- whereby food, tidbits and drinks are laced with drugs --- and Singaporeans and residents unwittingly consume it.

a. Will such minimal consumption cause detrimental to the health of Singaporeans and residents?

b. Understand that our law will not punish such ignorance consumption - but how would Authorities tighten this --- to ensure drug addict don't use this as excuse to travel to these Countries to feed their addiction and cause problems to our Societies?


7. Lastly, I will like to urge the Government to never go weak in dealing with drug trafficking, drug abuse, drug consumption, recreation drug and even using such drugs for medical purpose (which must be under very tight supervision and surveillance) --- as science have proven such drugs cause more harm than good.

Vaping

1. Vaping is a e-cigarette deliver through an electronic delivery device.


2. It consist of addictive ingredient - primarily nicotine (although other substances such as marijuana oil can also be vaped).


3. It may also contain vape juice usually consists of propylene glycol or vegetable glycerin base that contains nicotine, flavoring and other additives and chemicals.

People sometimes mistakenly think that the cloud of vapor that is exhaled when using e-cigarette devices is just a cloud of water droplets, but it actually consists of fine particles. These fine particles may contain toxic organic chemicals that have been linked to cancer.


4. As nicotine is highly addictive, once started will be very difficult to stop.


5. The most common side effects of vaping include:

Addiction to nicotine (unless nicotine-free cartridges are used)

Coughing

Dehydration

Dizziness

Dry nose

Eye irritation

Exacerbation of asthma in people, with pre-existing asthma

Headaches

Nausea

Sensitive teeth

A sore throat/dry throat/throat irritation

Stomach aches

Tongue sensitivity/tongue numbness/loss of taste.

Other side effects, such as a fast heartbeat (tachycardia), high blood pressure, and possibly seizures have been linked to high levels of nicotine. All products containing nicotine are toxic to children and pets and vaping supplies, including full and empty refills, should be kept out of reach of children and animals, preferably in a locked cupboard. Drinking, sniffing, or even accidentally touching the liquid in ECs can cause poisoning.

Some flavorings (notably diacetyl) and other additives used in ECs have been linked to a respiratory condition called bronchiolitis obliterans, also known as Popcorn Lung. It has also been reported that during the heating and vaporizing process some EC liquids release formaldehyde, a possible carcinogen.


6. Hence Singapore approach to vaping (like approach to drug abuse) - is to make it illegal and ban it on the outset ----- as vaping is harmful to people and serve no useful purpose - but to get people addicted and bring about a host of health problem.


7. Vaping is new to Singapore unlike smoking cigarettes that are introduced since colonial time.

Banning vaping on the outset and making it illegal - has the least social and political impact.


8. Hence I support the Government to make vaping illegal and ban them in Singapore --- a useless habit and product - that aim to cause addiction and harm the people's health with no useful benefits on its used.

1. This habit is introduced since colonial times - a deeply rooted habit.


2. Cigarettes contain harmful addictive agent - specifically nicotine - which make it extremely hard to kick the habit.


3. People who smoke can quickly become dependent on nicotine and suffer physical and emotional (mental or psychological) withdrawal symptoms when they stop smoking. These symptoms include irritability, nervousness, headaches, and trouble sleeping. The true mark of addiction, though, is that people still smoke even though they know smoking is bad for them – affecting their lives, their health, and their families in unhealthy ways. In fact, most people who smoke want to quit.


4. According to medical study, about 2 out of 3 of people who smoke say they want to quit and about half try to quit each year, but few succeed without help. This is because they not only become physically dependent on nicotine. There’s also a strong emotional (psychological) dependence. Nicotine affects behavior, mood, and emotions. If a person uses tobacco to help manage unpleasant feelings and emotions, it can become a problem for some when they try to quit. Someone who smokes may link smoking with social activities and many other activities, too. All of these factors make smoking a hard habit to break.

In fact, it may be harder to quit smoking than to stop using cocaine or opiates like heroin. 


5. Hence, to ban smoking cigarettes and cigars now (like drug abuse or vaping) - will be have a big adverse political and social impact.


6. The strategy to tighten bit by bit ---- is an appropriate strategy to adopt to bit-by-bit discourage and reduced smoking and inhaling nicotine.

a. Increase tax on cigarettes and cigars sale every budget year.

b. Make many places illegal to smoke - and need to smoke at designated places (ususally uncomfortable - mark roadside smoking areas).

c. Recently even ban smoking in beach

d. Ban young people of certain age onwards from buying cigarettes.

7. I feel that by tightening the noose in smoking helps to make smoking cigarettes more and more difficult helps.

But more targeted help, incentive, promotion and marketing of helping to kick tobacco used --- will be more helpful.

The Thai authorities have since had to impose stop-gap measures - such as banning cannabis use in schools and banning its sale to children as well as women who are pregnant or breastfeeding - to control the situation.

“I asked IMH to do a literature review in 2015 and they looked at a comprehensive review of the literature that had been published on the use of cannabis. And it was clear from all over the world, research papers done by scientists, that cannabis consumption is associated with irreversible brain damage, shrinkage of the brain, as well as serious mental and psychiatric illnesses,” Minister added.

Acknowledging that there are indeed medical uses for cannabis, Minister Shanmugam said that the government will approve of the use of cannabis if “doctors prescribe it under certain conditions for a patient”. However, Minister Shanmugam also stressed that cannabis prescription “should be a choice of doctors, not pharma companies selling through shops”.

So what do we need to know?

Since the independence of Singapore (enacted Misuse of Drugs Act (MDA) 1973) especially when 'zero drugs' was established, it is the most sensible and straight forward policy. Outside of our jurisdictions, over the decades, there were several challengers of this MDA by foreign entities or foreigners (offenders) when Capital punishments are handed out.

Abuse or casual use of drugs can be sleeping pills or 'pills' or  cannabis either one or all are not wise things to try.
