Parliament will sit today (14 Oct) at 11.30am. Coordinating Minister for National Security K. Shanmugam will deliver a ministerial statement on race and religion. Parliamentary questions will cover US pharmaceutical tariffs impact on Singapore, neighbour disputes and community mediation, and youth mental health. Five new bills will also be introduced, including a bill about workplace fairness measures.

π Race and Religion
Coordinating Minister for National Security K. Shanmugam will deliver a ministerial statement on race and religion. Mr Shanmugam had previously spoken about this topic at the Asia Future Summit on 9 October, discussing how racial and religious ties affect Singaporeans' positions on conflicts abroad and Singapore's approach to keeping ahead of threats to its cohesion. He also addressed the Parish of Christ Church's 85th anniversary dinner, emphasising that whilst Singapore recognises the role of religion in the community, it does not bring religion into politics or vice versa.
π US Pharmaceutical Tariffs
Seven MPs filed questions regarding the impact of US President Donald Trump's 100 per cent tariffs on branded drugs imported into the US, which took effect from 1 October. The tariffs are expected to significantly affect Singapore's pharmaceutical sector, which is a key pillar of the economy. MPs are seeking clarity on the expected impact on Singapore's pharmaceutical exports, future investments, supporting initiatives for affected companies, and whether negotiations are ongoing for tariff concessions. Questions also cover the breakdown of Singapore's pharmaceutical exports to the US and measures to help companies manage the impact.
π Neighbour Disputes and Community Mediation
Four questions have been filed on disputes between neighbours and existing intervention mechanisms.
MPs sought updates about the pilot launch of the Community Relations Unit (CRU) in Tampines in April 2025, which was established to handle cases that escalate beyond what Community Mediation Centres can resolve. They asked questions about the effectiveness of the pilot launch, about the criteria for severe noise disputes and about the unit's enforcement powers.
Questions were also asked about the number of compulsory Community Mediation Centre attendances which were directed by the Government and the number of neighbour dispute cases that escalated to violence, following a fatal knife attack on 24 September.
π Youth Mental Health
Several MPs have raised concerns about youth mental health, particularly in light of reports that suicide remains the leading cause of death among young people.
Three MPs are asking about studies on mental health issues faced by students, standard clinical pathways linking schools to emergency departments for children at risk of self-harm, and whether the Ministry will pilot a 24/7 paediatric crisis line with mobile crisis teams.
π Workplace Fairness
The Workplace Fairness (Dispute Resolution) Bill will be introduced as the second part of planned changes to the Workplace Fairness Act at today's Parliament sitting.
The Ministry of Manpower had previously invited public feedback in August on how workplace fairness disputes should be resolved. Proposals include hearing workplace fairness claims in private, given that discrimination disputes can be socially divisive, especially where race or religion is involved. This follows the earlier Workplace Fairness Bill passed in January, which gave workers greater protection against biases related to factors like age and nationality.
π Other Issues
Other parliamentary questions will cover migrant domestic worker safety, public service broadcasting funding, healthcare costs and insurance reforms, and cross-border transport services between Singapore and Johor Bahru.

1. Yesterday saw the CNA news, witnessing the release of Israeli hostages and the release of Palestinian detainees.
2. The emotion display by their loved ones and their relatives around them certainly move me considerably.
3. Imagine worrying for your loved ones taken hostages for 2 years or many years as detainees.
4. The worries for the loved ones will be excruciating.
5. The message that is send across - peace and harmony are priceless.
6. Learn how to coexist peacefully and forge win-win outcomes for both communities rather than lock horn through hatred are priceless.

1. Finding alternative replacement market for our pharmaceutical industry become all the more pressing.
2. It is possible to find markets to absorb our $9.43 billions to US market for our pharmaceutical products and not let the US tariffs disrupt our export in pharmaceutical products.

Trade data published today showcased China’s shipments overseas growing at their fastest pace in six months, blunting the impact of any tariff hike from the US.
Even without US market, China external trade is growing.
Trump, by contrast, needs to find markets for US soybeans that Beijing won’t buy, while the approaching Christmas season makes the potential for empty shelves more sensitive.

An example how China manoeuvre itself to find replacement markets for its products to replace the lost export going into US market.
I feel that we can do likewise in finding replacement markets for our pharmaceutical products.
Examples of replacement markets I can think off within our region are :-
1. China
2. India
3. ASEAN markets.
Export to China market are not subject to US sanctions unlike semiconductor chips.

4. The introduction of Stablecoin will directly impact the functions of commercial banks.
5. Commercial banks deposit will be pulled away by Crypto Stablecoin issuers (which can be a foreign ones) - and Singapore banking system will be impacted - as depositers put their deposit into Stablecoin issuers which can be more risky.
6. The reasons being, even though StableCoin issuers are not allowed to give interest for deposit, they can offer higher rewards pulling away bank depositors and put their money into StableCoin.
7. But Stablecoin issuers are not covered by SDIC or US equivalent by $100,000. So if Stablecoin issuers default or collapse (which happens in many cases locally here and overseas) - depositors will lose all their savings.
8. Also banks losing depositors will not be able to provide loans to business or individuals, Central Banks unable to manage monetary policies to foster our economy in tandem with Government fiscal policies --- as money flow into Stablecoin Issuers (which can be foreigners) --- and trigger an outflow of capital threatening our financial hub.
9. To keep deposit into our commercial banks, our banks are forced to increase their interest rate - which means business and individuals will experience higher borrowing costs - that will impact our Economy and economic development - as business cost will become higher.
10. Hence our Government will need to look at financial reform to tackle this challenges - as part of the Economic refresh.

11. That's, our commercial banks may also have to look into being a Stablecoin issuers that can effect cross border payment for trade settlement and remittance.

A Singapore dollar-backed stablecoin, XSGD, was launched on the Coinbase cryptocurrency exchange on Wednesday (Oct 1) in partnership with its issuer, StraitsX. It is pegged to the Singapore dollar at a one-to-one rate and is fully backed by reserve assets held by DBS and Standard Chartered.
“I think what we are seeing with XSGD is a potential next step into what we see as liquidity into the weekends,” he said, pointing to stablecoins’ ability to fulfil cross-border transactions while banks are shut.
Still, stablecoins such as XSGD are expected to “coexist” with the traditional financial system and should end up primarily serving institutional use cases that require speed and round-the-clock availability.

One simple way to solve the 14 to 18 years old bypass - is to request Google to change Android parental control to 18 years old instead of 13 years old.

Age assurance measures refer to methods to ascertain a user’s age – either by using government-issued identity documents, or by analysing facial age or online usage data.

As for noise dispute, wonder should HDB and condo impose a minimum noise reduction measure of:-
1. Contractor must build a noise absorption flooring between floors.
2. I notice that children, dragging of furniture, banging on the floor, bouncing balls, stomping on the floor, dropping marbles etc are the biggest noise irritants to the lower floor.
3. Thinking aloud, if acoustic flooring are mandated between floors, it will go a long way to cut down noise irritants between floors.
4. Realise that the killing because of noise disputes between neighbors on top and below floor can be avoided if acoustic flooring is mandated in BTO flats and private condos.
5. For other noise reduction measures such as double windows and doors, it should be optional for household to choose to have or not.
But fire rated doors are usually noise reducing.

6. As for outdoor open court picket balls, it is really very noisy - and could disturb the residents even during day time.
7. Wonder why not make picket ball court indoor - in CC like badminton court convertible into picket ball court - whoever book first.
8. Another recommendation is that, can picket bats be transformed into cushion or rubber material that will absorb noise rather than plain wood that produce a very sharp "piak piak" sounds that are very loud and irritable.

12. With super aging society, elderly passing away seems to be quite a normal sight nowadays.
13. As a result, void deck become a "regular" funeral parlour.
14. My void deck below has always being given the license to held wake - every other weeks, and for the last 2 weeks in succession.
15. Wonder why town council keep giving licence to held wakes at the same void deck and turn it into a "funeral parlour"?
16. My neighborhood precinct void deck seems to take turn to become wake and funeral parlour.
17. The night chanting is endurable because loud speakers are not used. And out of respect to the deceased, we normally can tolerate.
18. But the last day when they are send for burial, the loud drums, music and gongs are unbearable because they will play the music at the top of the noise.

20. And it happens during the exam period when students need to study for exams.
21. There is an open areas outside the residential areas, why can't the town council issue license to be held at the open areas instead of below the void deck.

2. Without knowing the underlying root causes, it is very difficult to prescribe solutions.
3. Is it mental challenge or mental sickness like depression that needs psychiatrist intervention and medication?
4. Is it life stressors like difficult family trigger matters?
5. Is it difficulty in coping with study, jobs, relationship, friends in social circle, or money matters?
6. I think knowing the root causes will help in formulating solutions.
7. For a person to end their lives is not an easy matter, the person must have muster great resolve to take their own life in matters which they feel unable to resolve and had come to a dead end with no way out.

I think noise issues can be very subjective and hard to prove. I think need to be a bit tolerant during day time, I think noise of things like wakes, weddings, ball sports and normal activities during day time should be accepted as part of living in an HDB ( I too live in an old town with plenty of funerals). When my kids were younger, I had a neighbour coming up to complain about my kids playing normally while being at home during covid quarantine. Only so much I can do during day time.
Of course night time is a different issue, and we should definitely find solutions for people being disturbed by noisy neighbour or passers-bys at night.

One aspect that I would like to be seen more weight given is cigarette smoke from neighbours. It is really bad, especially with kids around. And not much I can do to protect myself in an older HDB that is naturally ventilated. By the time I smell the smoke, it's too late already and even if I hen close the window the smoke is there already. Maybe can ask people to close their windows when smoking or something along those lines.

Yeah, it's a tricky issue. It's allowed to smoke in your own flat (and I don't think this should change, it's your own space after all) but not in common areas. But there's really not much that can be done if you're affected by smoke from a neighbouring unit as of now. Also it's not easy to know where the smoke is coming from.

As a techie, I really curious what technologies or techniques are used to jam or intercept offending drones without jamming the RF signal or GPS signal?
Also understand that some military attached fibre optics to fly their drones without using RF signal or GPS signal.
Does the HTX anti-drone able to jam or intercept fiber optics drones?

I think the purpose of the law are :-
1. Meted punishment - to punish wrong doing.
2. To deter wrongdoing.
3. To allow offenders to rehabilitate and return to society.
