BUDGET 2025 - ONWARD TOGETHER FOR A BETTER TOMORROW

Prime Minister Lawrence Wong on Feb 18 unveiled what he termed “a Budget for all Singaporeans”, which includes expanding existing schemes to benefit more citizens and greater support for seniors as well as the vulnerable. He also set out measures to grow Singapore’s economy, help workers upskill and meet its climate targets.

📌 Tackling Cost Pressures

- Additional $800 of CDC vouchers for all Singaporean households. First $500 will be given out in May 2025, the remaining $300 will be issued in Jan 2026

- Utility rebates up to $760 for HDB households

📌Nurturing a Caring and Inclusive Society 

- $500 LifeSG credits for Singaporean children aged 12 and below

- $500 Edusave Account or Post-Secondary Education Account top-up for Singaporean children aged 13 -20  

- New Large Families Scheme. Each third child and subsequent children will receive $5,000 increase in CDA First Step Grant, $5,000 Large Family MediSave Grant to mother’s MediSave account and $1,000 Large Family LifeSG Credits annually when the child turns 1 to 6

- For eligible seniors aged 55 to 70. Government will match every dollar of voluntary cash top-ups to their MediSave accounts, capped at $1,000 a year

- Higher Home Caregiving Grant of up to $600 a month

- 50% Corporate Income Tax Rebate for YA 2025

- Individuals will also get a 60 per cent personal income tax rebate, capped at $200.

1. After looking at the overall budget from the infographic for individuals and household, very generous Budget compare to all previous Budget.

2. Many people I know of say very good Budget.

Better than expected.

Not enough done for tackling cost pressures

Need concrete measures to reduce govt spending so that there's less demand for tax money

Less tax money collection = lowered cost of living pressures 

Stop creating new stat boards with high recurring operational expenses

Govt wants ability to control individuals' bank accounts because of scam fears - spend much tax dollars to create, train, and maintain new agency.. just for a small minority that are determined to get scammed because they don't follow banks' and police repeated advise

Govt wants some full time pandemic agency, spend much tax dollars to create, train, and maintain new stat board with high overhead costs.. why not restructure existing organisations to be like SAF, with peace time and war time roles? Instead of inefficient tax spending on a completely new stat board?

1. It is interesting and important to revisit previous Budget comments which unfortunately are limited by time for in-depth discussion - ie. Someone raise a question is there a better way to control the budget such as cutting government spendings in 3 ways. They are - is spending optimal in government, needs to cut agencies, cut program deem expensive.


2. I think these are valid comments and deserve to examine them carefully because it go right into the heart of an effective and efficient governance - which make us the top ranking civil service in the World and cannot be trivial with.

Let us look at PSD empirical study on the staffing of civil service and public office versus outcomes.

Follow by global report on the performance ranking of Singapore Civil Service that is rank top in the World in terms of performance and staffing.

b. Should we remove some statutory boards or government agencies to cut cost and government spendings.

1 suggestion is to cut PA mentioning that PA has out run its usefulness that didn't take into account the changing demographics.

Well my personal experience tell me that myself, my extended families and close friends still take part in many programs organised by PA, in their various CCs and enjoying the benefits of it.

Eg. Calligraphy, learning taichi, previously booking badminton courts, previously study rooms to study during exam times, swimming pool for swimming, Singpass resets, haircuts, cooking lessons and so many activities such as digital ambassadors teaching elderly to use smartphones, play basketball, converting into covid vaccination centres (I took my 3 jabs there), students activities organised in CCs etc.

My relative even volunteer as digital ambassador to help the elderly auntie and uncle.

Also learn cooking from them.

Some of my neighbours are also regular patronage of CC.

In fact, one coffeeshop stall owners donate the entire earnings from her stall to the CCs on her last day of business to sponsor CC activities to benefit elderly folks when the coffeeshop close and switch owners before retiring.

Yesterday I happen to walk past the CC and see many elderly sitting and socialising.

In fact, the CCs are heavily patronized by elderly, young, middle aged from all demographics.

Cannot imagine cutting PA...

I think the backlash will be horrendous - based on the patronage of different walks of people visiting CCs for various activities everyday.

I am one of the regular CC patron.

And to mention we survive during sars, mers, covid - magically.

People didn't know how much works are done behind the scene during SARs to work out policies and workflow to segregate staff, VCs, 1st time Parliament conducted through video conferencing using ISDN and many civil service supporting Ministers and top civil servants electronically to get the government and civil service go on smoothly. Thermal imaging was 1st introduced to screen passengers in airport, ports and checkpoints.

And the broad framework for Sars protection was brought over to covid - that need to further restructure and fine tune because the nature of covid is quite different from SARS and is more infectious.

1. To conclude, I believe the PM and Finance Minister will do a better job than me to explain and justify the government spendings in Parliament.


2. Not to forget that despite spending a big $143 billion (hear from CNA news) to benefit the population, Government still maintain a budget surplus of $6.8 billion.

That means Singapore government is very prudent in spendings and yet still maintain a healthy surplus. (not frivolous spendings to incur big debts running into trillion $ that need reckless drastic cuts by subsequent administration).

In fact year after year, the Government strive to maintain a balanced budget (not incurring any debts) and have successfully done so except in crisis years such as covid or global financial crisis.


3. In view of the very uncertain geopolitical landscape that is dynamically changing, the surplus will be a good reserve to tap on if suddenly the global political and economic landscape turn nasty.

Sound like a virtuous and benficial cycle for singaporeans

This effort to lower govt costs is invisible to Singaporeans.. means harder to score positive political points

The whole world are facing high inflation without the variable of GST. Some countries experience double digits inflation.

Singapore highest inflation rate is 7.6% despite GST hike of 2%.

Hence it already pointing to the fact that tax collection is not directly related to cost pressure.

With or without global inflation, when taxes are raised, cost of living rises

Gst in increase is pretty minimal, most of the increase is contributed by global inflation. 

While the percentages are the same for basic and luxury goods, due to the higher valuation of luxury goods, more nominal value will be collected from the rich who are purchasing the luxury or other high cost goods.

This is turns mean the rich will contribute more tax than the lower income groups, allowing the government to redistribute that increase in tax collection back to the lower income.

The contribution it has pales in comparison to the global situation we are in right now.

Now, this govt told SG that they need to increase tax because of inflation too. 

But what we also see:

Wasteful govt expenditure on new stat boards.

Does SG need some mechanism to tackle future pandemics? Yes

Does it have to come in the form of a stat board with permanent costly overheads? No. 

Why can't existing stat boards or departments under MOH be restructured to have dual functions, just like the SAF, having peace and war time functions.

Haven't really been following up on all the announcements, what is the new stat board called?

From my understanding, we are expecting to have inflated cost of Healthcare due to aging population, which is an additional factor separate from the economic inflation.

I don't think SAF is a good comparison, because they are functioning in either peace or war, while pandemic planning is an additional scope added on top of ongoing Healthcare measures.

But I can't really comment until I take look into the scope of this new stat board you've mentioned.

You will be surprise to find that Singapore GST scheme are designed to help lower, middle and lower upper income negate inflation completely.

In fact, many families *profited* from the GST scheme and go into our banks account laughing.

Even some families in landed properties and condos also profited from it.

In other words, to majority of the population, inflation rate is 0 or -ve because of the GST tax transfer.

So it is really those ultra rich that are footing the bills of GST.

Unfortunately, people don't do their sum and jump into conclusion too quickly.

Unless people see real figures, people don't believe.

It's pretty hard to perform a fair comparison because you can't really just compare with tax increase and without tax increase. We do not know exactly how much the increase in cost is attributable to tax.

If we are able to magically figure out that number, we can then compare that to how much benefits we are gaining in return, and compare it through different income levels.

Of course, those who are paying more tax may fall into this category, but I find it hard to believe it applies to majority of the lower income group that really need additional support.

A lot of public resources poured in to protect very determined scam victims. It's not as if there are no measures already in place.

For future cases, on a per needs basis, then stand up a taskforce for coordination. Properly define the roles and responsibilities (aka SAF war time roles).. if need be, just do some annual or 2 yearly exercise for this taskforce to test out and refine their roles and responsibilities.. without the need for extra expensive overheads with little ROI..

Why not define director of so and so department in MOH/HPB etc to be the task force commander, etc.. then regularly test the task force with exercises..

I'm just guessing, but it could be due to overload.

For SAF, if touch wood happen to have war, they completely transition over. I don't think you can do the same for healthcare, if there's another pandemic, you don't transition, you add on.

Of course we can see potential waste in this, hoping part of the budget can go into research capabilities. Doesn't have to be additional budget, but transferred over from previous agencies. We do not know what are the exact plans yet, can only wait and speculate.

There's a YouTube channel called the daily ketchup, they had an episode with a hawker.

The sample size is just 1 hawker from Chinatown, so take this with a pinch of salt, but apparently rents are not that high and the main cost is raw ingredients and potentially labour. The rental cost is revealed to be around $800. 

There is also a distinction between hawker and private owned coffeeshop, where the high rental is more notorious.

Cost of doing business in SG is high.. GST does contribute, but there's another high impact one: duty on fuel.

Duty on fuel keeps increasing. This drives up transportation costs (transporting raw material/ingredients), which is passed on eventually to consumers..

Also, duty on fuel is already included at the pump price, so when paying for fuel, GST is also added on to the final price. So essentially, for fuel/transport costs there's GST on duty

First come first serve can lead to blocking genuine hawkers. Imagine if rent is fixed, those who have higher financial capabilities can buy out all the stalls and leave it empty.

The management of hawker has to be balanced between a viable business and also serving the community. You will run into many loopholes for that, your financial cost is one thing that is very hard to find a loophole around and ensure as best as possible, only genuine bidders.

But the price the hawker pays for the raw ingredients also takes into account the cost of transporting the raw ingredients.

Usually, cost of living is a complex equation of supply-chain logistics, number of vendors / suppliers in the market (competition), demand, export-import taxes / tariffs, sales taxes, exchange rates and monetary polices. Hard to pin down to where it can be optimised but generally speaking, the more robust the country's economy (i.e. more diversity of trades and production), the better it can cope with inflation and cost-of-living issues. Just my humble layman knowledge (probably wrong in many areas 🙏)

All market economy in the world are affected by inflation vis a vis income growth.

With the exception of North Korea in deep poverty that uses price fixing.

China and Vietnam has long dump price fixing - the communist socialist economic system. Because pricing don't take into account scarcity of resource, demand and supply, and other micro economic concept and macroeconomic principles.

It will severely skewed the allocation of resources, because prices are artificially fixed - that have tremendous impact on labour supply, motivation, economy, business and jobs.

This is the reason why North Korea that employ price fixing and central planned economy of allocating resources to population - make North Korea severely poor.

China and Vietnam as a result become one of the fastest growing economy.

Suggest economic class should be a mandatory subject for all Singaporeans.

Then lesser people will have misgivings about government policies.

What some participants are proposing here is what North Korea are implementing - Centrally Planned Economy of price fixing.

Economists deem such economic system suicidal - as demonstrated by North Korea - and the previous China and Vietnam socialist economic system.

I think in general, the budget focus on handling short term struggles that residents are facing, and there are steps taken to tackle longer term problems, like ensuring an adaptable workforce, and working on scaling up AI capabilities to help streamline workflows. There’s also increased focus on healthcare for Aging population and encouraging larger families.

I mean, it’s a very comprehensive budget with clear goals and areas to work on, if the government truly delivers in due time.

I have counted the chicken wings.

The number is huge for my household.

Using the attached calculator from CNA.

SG60 payout (2025) = $3,900

Cash and utilities payout (2025) = $6,865

Total tax transfer by government = $10,765 (2025)


I also search the old record from previous Budget that say some payout are rolled out into 2025 = $6,865.

Not sure should it be added to this Budget 2025 or not?

If yes, a huge sum = $17,630 for my family.

So assuming my family annual expenses is $48,000 or $4,000 a month.

GST 9% will be $4,320.

Inflation is 2.2% as provided by a gentleman from IMF data, then inflation of $48,000 is $1,056.

So total additional price to be paid by my family GST (not GST hike, the whole GST) + Inflation = $4,320 + $1,056 = $5,376.

Hence I reap a profit from tax transfer = $10,765 - $5,376 = $5,389.


If I include previous Budget tax transfer (not sure this is included or not), my profit will be = $17,630 - $5,376 = $12,254.

I agree with the sentiment that they are afraid to make changes. They also seem to hold lesser accountability, whether that is true or just the appearance of it.

MRT is the most notorious example right now. How many track or signal fault can we accept? Should there be a standard to uphold, and if these standards aren't met, what will happen?

Give us a quantifiable and reasonable target. Visibility of them trying is also important.

From my friends in the know, some of these bus stops have pillars in odd places is because they can't build the pillars on the slim strip of grass where the bus stop is supposed to be because that land doesn't belong to LTA.. or some stupid reason like that

I wonder why we get credit card points and miles from simplygo. Yeah using cc makes it easier and i benefit a lot but really, the 3% hidden cc charge will hurt poor people more. 

Banks and cc companies win by all the interchange fees. Upper middle and above who know how to maximise credit card win. As much as i benefit from this system, the gov should look into how credit card fees affects the cost of living.

As it is today, a substantial portion of NIRC (net investment return contributions) is used to fund gov spending. 

Can we then say that tax revenues on its own are not sufficient to fund G spending and hence have to raise taxes further or we have to ask gov to cut spending. 

Either way, the impact will not be small. 

Tax businesses force them to leave sg. 

Raise gst rile constituents. 

Cut gov spending risks  shrinking economy. 

It's a very delicate balance.

If we can find  gov early message for gst- I remembered that there was one delivered by LHL. 

The intent was already spelt out. 

At that time, I could not see how it would be implemented. 

Current model is one way. (To redistribute the tax to lower and middle income groups and lower upper income groups also benefitted).

It will be more constructive to look at how to better this model rather than blame the taxation.
