1. Yesterday REACH topic - talk about individual income and household income.

2. Today's topic Budget 2025 - talk about Government grants and transfer.

3. Both Income apparatus (Self + Government) - are design to support the livelihood of a family + cushion the household against inflation.

4. Self *income* - support the living expenses of the family.

Government transfer - cushion the household against higher inflation.

5. So tackling our current high cost of living due to higher inflation - both topics are a perfect formula.

(δΈθ°‹θ€Œεˆ).

LCL (Danny εΏƒ), [18/2/2025 4:10 PM]

My only concern in this "2 legged inflation buster" are :-

1. Job security - to ensure employment income are not affected when tech or business disruptors hit.

If do hit, remedies must be available to help individuals and household to quickly recover.

2. Sustainability of Government grants and transfer - year after year (as long as inflation are threatening our population)?

Daniel, [18/2/2025 4:23 PM]

As a parent, I do appreciate the LifeSG credits. Especially since it's on a per child basis instead of per household, this will certainly help.

πŸ“’ [SHARE YOUR VIEWS #2] BUDGET 2025 - Advancing our growth frontier

PM & Finance Minister Lawrence Wong had just announced a slate of measures to advance Singapore's growth frontier to promote economic growth.

πŸ’¬ What are your views on the measures to promote economic growth?

The measures include:

πŸ“Œ S$3 billion top-up to National Productivity Fund

πŸ“Œ S$150 million will be put aside for a new Enterprise Compute Initiative

πŸ“Œ S$5 billion top-up for Changi Airport Development Fund to develop Singapore’s air hub, which is a key pillar of connectivity.

πŸ“Œ S$5 billion boost to Future Energy Fund - to support infrastructure investments for Singapore’s energy transition towards a net-zero future

Muhamed Shadiq, [18/2/2025 4:36 PM]

The additional CDC voucher is commendable. It could become an integral and permanent feature in supporting families to defray their daily expenses. The gaps between each injection of CDC voucher could be narrower to provide the relief.

LCL (Danny εΏƒ), [18/2/2025 4:39 PM]

Notice GST vouchers are not announced.

To continue supporting the development of our workers and ensure that Singaporeans are equipped with the skills needed to stay competitive and relevant in the workforce, the Government will:

✅ Encourage lifelong learning

✅ Support our enterprises in workforce transformation

✅ Strengthen support for our workers

πŸ’¬ What are your views on the measures to promote lifelong learning and skills upgrading?

LCL (Danny εΏƒ), [18/2/2025 4:50 PM]

1. Also noticed that Singapore is seriously looking into nuclear power for our clean energy needs.

2. Notably SMR (small module reactor) likely to be nuclear fission.

3. Hence safety need to be look into to assure population such nuclear power is safe for us even though SMR is touted to be safe.

Because nuclear fission to produce heat and generate electricity by breaking up atoms and sub-atomic structure produce radioactive waste.

πŸ’¬ What are your views on the measures by the Government to build a more sustainable city?

A major part of the Forward Singapore agenda is to nurture a more caring and inclusive society – one where every Singaporean feels valued and supported, regardless of age, ability and circumstance πŸ’–

In Budget 2025, the Government will:

πŸ‘‰ Build a Singapore Made for Families

πŸ‘‰ Enable seniors to age well

πŸ‘‰ Improve the resilience of vulnerable families

πŸ‘‰ Empower persons with disabilities

πŸ’¬ What are your views on the measures by the Government to nurture a more caring and inclusive society?

Wow.very surprised.

Totally ignored about Housing prices :)

The Household income raised, seems Housing is very affordable now.

May be i was wrong to think housing prices not normal...

750-k 850k For 5 rm in Punggol seems Normal to Minister. And Million dollor is just a fraction.

Over 2000psf in OCR new launch is new normal.

Ok

Now i change mindset LOL

RY, [18/2/2025 5:37 PM]

Glad to see Govt is enhancing financial support to caregivers, whom unlikely to work full-time due to caregiving role for family

And also people with disability/special need adults

SG is going towards a more inclusive society and tackling ageing problem

Wonder why they dont talk about household expenditure. If 2 income household rise so much, how much would such a household spend?

Is the gov implying that dual income families and dinks should be lumped in the same category for statistics?

I wanna talk about the skillsfuture thingy because it looks like something the govt can realisticly make change for now

Adam, [18/2/2025 5:51 PM]

I think the money should only go into courses that are accredited and really increase employability

Adam, [18/2/2025 5:52 PM]

If the job requirements did not ask for the course, why does it exist?

Noor Naffissah, [18/2/2025 5:52 PM]

If government top up the skill future credit for 30 yrs old and above will be great..

Adam, [18/2/2025 5:53 PM]

Problem is skillfuture really looks like something to sustain education businesses that otherwise wouldnt survive in a real free economy

Adam, [18/2/2025 5:53 PM]

If i could spend it on exams for certificates employers really look for, i would

Adam, [18/2/2025 5:55 PM]

They need some kind of better metric and standards for skillsfuture courses

πŸ’¬What are your views on the SG60 Package and the Government's efforts to strengthen community bonds?

LCL (Danny εΏƒ), [18/2/2025 6:05 PM]

I think quite a number of skillfuture courses can secure employment.

Eg. Cissp - certified IT security course.

Ccie - certified network expert course.

Professional certificate in machine learning using python.

RY, [18/2/2025 6:06 PM]

CDC voucher also apply to every singapore household, whether staying HDB/private

LCL (Danny εΏƒ), [18/2/2025 6:08 PM]

I believe your concern is, should there be a closer tie up between education course through skillfuture with employers.

That's upon successful completion of course can be placed into jobs.

I think coming from this angle, skillfuture courses will be more reassuring for people who intend to reskill or upskill - that a job is guaranteed for them after completing the course.

That's train-and-placement skillfuture training courses are what many workers are looking for.

LCL (Danny εΏƒ), [18/2/2025 6:17 PM]

Interesting to note that based on the government spending trends - it has increased from 15% to 18% of GDP.

Year 2030 will increase to 20% of GDP.

Our GDP is US$514 billion in 2024. (S$688.76 billion).

2024 fiscal budget is S$112.9 billion.

2025 if 18% will be $123 billion (estimated).

LCL (Danny εΏƒ), [18/2/2025 6:21 PM]

GST contributed $20.6 Billion to the government revenue.

(2nd largest revenue source).

Else cannot funds the ever increasing government spendings.

Though GST is unpopular but broad based.

On the topic of sustainability, car owners are encouraged to adopt Electric Cars.

Is it necessary to have the AFC meant for ICE?

Source: https://onemotoring.lta.gov.sg/content/onemotoring/home/buying/upfront-vehicle-costs/tax-structure.html

As announced at Budget 2020, fully electric vehicles are levied with an Additional Flat Component (AFC) to partially cover the fuel excise duties paid by equivalent Internal Combustion Engine vehicles. The AFC is payable as part of road tax at each renewal.

Budget 2025: 'Considerable' uncertainty about Singapore government revenues in coming years, says PM Wong

I think the EV subsidies are nice but I wished they would tax the petrol cars? Not sure if it exists now.

LCL (Danny εΏƒ), [18/2/2025 6:34 PM]

Wonder why sometimes people tend to indulge in conspiracy theories rather than government genuine intention to be inclusive.

Unfair to those working in civil service and public office if people have such thoughts - whereby these people are there to serve the population.

Daniel, [18/2/2025 6:35 PM]

I think it's part of the tax on petrol.

Andy, [18/2/2025 6:35 PM]

Sustainability while a good cause, needs to make monetary sense if they want to drive uptake

μ—¬μžμΉœκ΅¬, μ²«μ‚¬λž‘ πŸ†, [18/2/2025 6:35 PM]

There's a current tax on it now to encourage people to switch to EVs?

Andy, [18/2/2025 6:36 PM]

I don't think the EV discounts are significant enough to drive high adoption.

Daniel, [18/2/2025 6:36 PM]

No, but petrol tax is higher than that overall I think.

Andrew Goh, [18/2/2025 6:36 PM]

Yes, EV owners have to pay the AFC tax.

Daniel, [18/2/2025 6:37 PM]

Because EV still use more space and infrastructure than public transport, so make sense have to contribute.

Andy, [18/2/2025 6:37 PM]

Anyway, only a minority own cars. Doesn't affect most. Making public transport green and sustainable will have greater effect on the cause

LCL (Danny εΏƒ), [18/2/2025 6:44 PM]

When government are tighter in fiscal budget - government will try to help the vulnerable and lower income people.

When budget are better, government will try to be inclusive to reach out to other strata of the population - which include the higher income people who contributed significantly to the government revenue in paying taxes that benefit everyone.

Hence we should give credits to government effort to try to be inclusive - regardless of population strata as long as the budget allows.

This is the values endear in civil service and public office - and we should pay tribute to the government effort for doing so.

$400 to high income earners are peanut to them, it won't sway these people to vote for the incumbent if they are not willing to do so.

But it is the right values, the right principles, the right heart that drive the government policies - to act what it says - to be *Inclusive* to reach out to all strata of the population when budget permits.

Andy, [18/2/2025 6:52 PM]

Not surprised about the #1 option. We are all directly affected and hence all can relate.

I think more importantly, we need to foresee the near-future challenges and start to combat it. For me its the aging population and declining birth rates.

We have to build a Singapore that has strong elderly care and support. Children all have to work as dual income families and won't be able to look after parents 24/7.

Also, family friendly and encourage couples to have children. Otherwise you will see more and more foreigners coming in.CH (Telegram)

Nothing mentioned about budget cuts for govt profligate spending

What's being done to cut unnecessary govt spending?

Which are the areas in govt where fats are to be trimmed?

Which stat boards / departments are being cut / downsized?

Which pet projects have stopped?

How much have been saved from reduced govt spending?

I'd very much rather the govt cut spending, than to continue in their ways and spend more, raise taxes to feed their spending, which contributes to driving up costs of living, then having to spend more public money to administer hand outs because of rising costs of living

Singapore tops global civil service ranking

Singapore has come out on top of a new ranking of the performance of 120 public administrations around the world, with Denmark, Canada, Norway and Finland completing the top five.

The new index, which has been produced by the Blavatnik School of Government at the University of Oxford, rates countries on four themes – strategy and leadership, public policy, national delivery, and people and processes.

Leo Yip, head of Singapore’s civil service, said that he was “humbled” that Singapore’s public administration was highly rated in the inaugural index.

“We in the Singapore civil service have learned so much from the best practice of counterparts and public services around the world. The index is an important effort to help us learn from one another and improve our own effectiveness, in order to serve our peoples better”, he added.

G, [18/2/2025 7:53 PM]

Why u only mention stat board?

Why no mention of expensive programs?

Like why is MOH still stocking covid jabs?

Those are expensive to buy (because of how pharma price their products according to country's wealth). And for the Pfizer jabs, very expensive to store because of ultra low temperature storage requirements (-70°C)

Gabriel, [18/2/2025 7:54 PM]

Well, you did not answer the question about optimization also

G, [18/2/2025 7:55 PM]

Why need to create more stat boards?

Each stat board has at least a CEO level job and pay grade.. and lots of overheads to get their operations going..

Why can't the operations be subsumed under existing stat boards?

Derek Teo, [18/2/2025 7:56 PM]

Cut People’s Association (PA). PA serves a purpose during the early years of Singapore. The purpose seems to be diluted; at least I don’t feel the presence of a sense of what they are trying to achieve. Also, PA purpose and business model is slow to commensurate the ever changing demographics of Singaporean.

LCL (Danny εΏƒ), [18/2/2025 7:56 PM]

So any good suggestions to restructure the statutory boards?

And still maintain Singapore as the top civil service in the World?

G, [18/2/2025 7:57 PM]

Like MOH's latest new stat board.. it's a stat board for crises.

Are we expecting regular ongoing crisis that need a CEO to always be there?

Why not remain as task force to only be stood up when required?

Why need to continue paying CEO (and c-suitr) salary and bonuses?

LCL (Danny εΏƒ), [18/2/2025 7:59 PM]

====

After note:-

心法:
1. It is interesting and important to revisit previous Budget comments which unfortunately are limited by time for in-depth discussion - ie. Someone raise a question is there a better way to control the budget such as cutting government spendings in 3 ways. They are - is spending optimal in government, needs to cut agencies, cut program deem expensive.

2. I think these are valid comments and deserve to examine them carefully because it go right into the heart of an effective and efficient governance - which make us the top ranking civil service in the World and cannot be trivial with.

3. In fact, an effective government make Singapore competitive and safeguard the lives and livelihood of Singaporeans and deserve special scrutiny.

4. Let's address the issue one by one head-on.

a. Is our civil service optimally staff or overstaff vis a vis its performance.

Let us look at PSD empirical study on the staffing of civil service and public office versus outcomes.

Follow by global report on the performance ranking of Singapore Civil Service that is rank top in the World in terms of performance and staffing.

The same conclusion is reported by New York Times.
Thomas Friedman of The New York Times considers the Singapore Civil Service to be one of the most efficient and uncorrupt bureaucracies in the world, with a high standard of discipline and accountability.

It is also considered a key contributor to the success of Singapore since its independence.

Compared to most other countries, Singapore has a relatively small number of civil servants per capita, with its civil service considered highly efficient and ranked among the best globally, largely due to its smaller size and focus on meritocracy; as of 2022, Singapore's civil service employs around 87,000 people, significantly lower than many other nations with larger populations.

Key points about Singapore's civil service:

Small size:
Singapore's civil service is considered small relative to its population, contributing to its perceived efficiency.

High ranking:
Studies often place Singapore's civil service at the top of global rankings for performance and effectiveness.

Public Service vs. Civil Service:
The "Singapore Public Service" encompasses a wider group including statutory boards, while the "Civil Service" refers specifically to government ministries.

The Singapore Civil Service is the bureaucracy of civil servants that supports the Government of Singapore. Along with the Singapore Armed Forces (SAF), statutory boards, and other independent government bodies, the civil service makes up the overall public service of Singapore.[1] As of 2022, the civil service has about 87,000 employees.[2]

b. Should we remove some statutory boards or government agencies to cut cost and government spendings.

1 suggestion is to cut PA mentioning that PA has out run its usefulness that didn't take into account the changing demographics.

Well my personal experience tell me that myself, my extended families and close friends still take part in many programs organised by PA, in their various CCs and enjoying the benefits of it.

Eg. Calligraphy, learning taichi, previously booking badminton courts, previously study rooms to study during exam times, swimming pool for swimming, Singpass resets, haircuts, cooking lessons and so many activities such as digital ambassadors teaching elderly to use smartphones, play basketball, converting into covid vaccination centres (I took my 3 jabs there), students activities organised in CCs etc.

My relative even volunteer as digital ambassador to help the elderly auntie and uncle.
Also learn cooking from them.

Some of my neighbours are also regular patronage of CC.

In fact, one coffeeshop stall owners donate the entire earnings from her stall to the CCs on her last day of business to sponsor CC activities to benefit elderly folks when the coffeeshop close and switch owners before retiring.

Yesterday I happen to walk past the CC and see many elderly sitting and socialising.

In fact, the CCs are heavily patronized by elderly, young, middle aged from all demographics.

Cannot imagine cutting PA...

I think the backlash will be horrendous - based on the patronage of different walks of people visiting CCs for various activities everyday.

I am one of the regular CC patron.

The People's Association (PA) is a statutory board in Singapore that plays a vital role in building and bridging communities. Here are some of the key functions of the PA:

Community Engagement
1. *Grassroots Engagement*: PA works closely with grassroots organizations, community centers, and residents' committees to engage citizens and promote community bonding.
2. *Community Programs*: PA organizes various community programs, such as cultural events, sports activities, and educational workshops, to foster social cohesion and community spirit.

Community Development
1. *Community Centre Management*: PA manages a network of community centers, which serve as hubs for community activities, programs, and services.
2. *Community Development Projects*: PA initiates and supports community development projects, such as upgrading of community facilities, to improve the quality of life for residents.

Social Cohesion
1. *Racial Harmony*: PA promotes racial harmony and understanding through various initiatives, such as cultural events and dialogues.
2. *Social Inclusion*: PA works to promote social inclusion and support vulnerable groups, such as low-income families, seniors, and people with disabilities.

Partnership and Collaboration
1. *Partnerships with Community Groups*: PA partners with community groups, voluntary welfare organizations, and other stakeholders to leverage resources and expertise.
2. *Collaboration with Government Agencies*: PA works closely with government agencies to ensure that community needs are addressed and policies are implemented effectively.

By fulfilling these functions, the PA plays a crucial role in building a harmonious and cohesive society in Singapore.

c. Cutting some programs eg. Covid vaccination?
(Majority of Singapore population 81% get covid vaccination and save our lives)

Cut Emergency crisis health program - to preempt Disease X.

I think I trust the Minister of Health - to have vision and foresight that have saved the population lives during covid.
Proven and tested!

Thank you very much.

I think I can trust my life with the Minister of Health come Disease X.
πŸ™

And to mention we survive during sars, mers, covid - magically.

People didn't know how much works are done behind the scene during SARs to work out policies and workflow to segregate staff, VCs, 1st time Parliament conducted through video conferencing using ISDN and many civil service supporting Ministers and top civil servants electronically to get the government and civil service go on smoothly. Thermal imaging was 1st introduced to screen passengers in airport, ports and checkpoints.

And the broad framework for Sars protection was brought over to covid - that need to further restructure and fine tune because the nature of covid is quite different from SARS and is more infectious.

Community Centres (CCs) in Singapore are run by the People's Association (PA); the PA manages and oversees all CCs through Community Centre Management Committees (CCMCs) which are part of their network of grassroots organisations.

Key points about CCs and PA:
Management: The PA manages CCs through the CCMC structure.

Function: CCs serve as community spaces for people to interact and participate in various activities organised by the PA.

History: When the PA was established in 1960, it took over the existing community centres from the colonial government.

February 17, 2025: Delta Air Lines plane crashes in Toronto, Canada | CNN.

The incident comes less than three weeks after an American Airlines plane collided midair with a US Army Black Hawk helicopter while on approach to Washington DC’s Reagan National Airport, and on the heels of deadly Jeju Air and Azerbaijan Airlines accidents in December.

5th airline crash in a row after Trump takeover and Elon Musk fire many federal government staff on aviation safety in just 1 month plus in office.

This break the record of US aviation safety.
Since 2002 to 2024, no serious aviation crashes.

In 2025 after Trump take office, 5 serious aviation crashes within a month.

Mass firing of federal staff backfire.

1. To conclude, I believe the PM and Finance Minister will do a better job than me to explain and justify the government spendings in Parliament.

2. Not to forget that despite spending a big $143 billion (hear from CNA news) to benefit the population, Government still maintain a budget surplus of $6.8 billion.

That means Singapore government is very prudent in spendings and yet still maintain a healthy surplus. (not frivolous spendings to incur big debts running into trillion $ that need reckless drastic cuts by subsequent administration).

In fact year after year, the Government strive to maintain a balanced budget (not incurring any debts) and have successfully done so except in crisis years such as covid or global financial crisis.

3. In view of the very uncertain geopolitical landscape that is dynamically changing, the surplus will be a good reserve to tap on if suddenly the global political and economic landscape turn nasty.

‘It’s embarrassing’: Indonesia’s civil servants bemoan lack of toilet paper, drinking water as Prabowo’s budget cuts bite - CNA.

Civil servants said the belt-tightening measures have dented staff morale and could hurt the public.

It backfire on the public.

Imagine if those programs get defunded. The impact extends beyond civil servants — it affects the public who rely on these services,” she said.

Some public service providers have backtracked on their budget efficiency and cost cutting plans after public backlash.

CELIOS predicts that Indonesia’s economy will grow by only 4.7 per cent in 2025 due to these budget efficiency measures, below the 5.2 per cent targeted by the government.

Poorly executed policies could backfire politically, Agung added.
