On 25th September, a faulty train that was withdrawn from service and on its way back to a depot caused extensive damage to tracks and trackside equipment near Clementi and Dover stations. This led to the disruption of train services between Jurong East and Buona Vista which is expected to last several more days with SMRT aiming to restore full services by 30th September.

💬What are your views on the train disruption and the measures implemented to address public transport needs while repair works are in progress?

📌Cause of disruption

On 25th September, an eastbound train encountered a fault near Clementi station and was turned around onto the westbound track. While the train was returning to Ulu Pandan Depot, a defective component of the train’s wheel set, known as an axle box, dropped onto the tracks which caused the wheels of one of the carriage’s two bogies to come off and severely damage the tracks and equipment on the tracks.

📌Extent of damage

Engineers have found 34 rail breaks, such as cracks or chips, along 1.6km of tracks between Clementi and Dover stations after overnight checks. The train also damaged three point machines that are used to divert trains to different tracks, stretches of the third rail on the eastbound track that supplies power to trains, as well as power cables and rail fasteners. The third rail serving the track into Ulu Pandan Depot is linked to the same power supply that serves the third rail on the eastbound track. Hence, when the defective train damaged the third rail, it also tripped the power supply to the eastbound track.

📌Repair efforts

Minister of Transport Chee Hong Tat said late on 26th September that more than 300 engineers and technicians from LTA and SMRT have been working day and night to carry out repairs and checks on the damaged tracks and equipment. He added that as the damage is very extensive, the engineers have to do this carefully, and it requires a lot of time.

📌Temporary Services

620 ground staff from LTA, SMRT, transport operators SBS Transit and Tower Transit as well as police officers managed the crowds during the morning peak period on 26th September. About 80 double-decker buses have also been deployed to provide free bridging services for affected passengers between Jurong East and Buona Vista stations. LTA and SMRT also carried out functionality checks on the axle boxes of all Kawasaki trains before these were put in service, and all passed the checks.

It is crisis management in nature. Therefore, this was the best that can be done on short notice.

It further emphasises that public utilities cannot be managed by private entities, as it affects masses that are densely co-located with work environments. 

Perhaps a pre-loaded drawer plan is required when the utility for crowd and traffic control is activated. Particularly when Home Affairs officers or similar entities are required.

Agree with Seng Koh that this is already considered the best that can be done for such crisis.

As a stated-owned private entity, I believe, smrt are already doing beyond their scope in terms of providing shuttle services and on-time communications and updates of the situation.

What people tend to forget is that they are not obligated to do these.

If we are to present this situation to other countries, how it's going to be managed will totally defy your understanding of the public transport.

Comments online I saw are correlating the incident to politics, but they often also forget that people working in these organisations are not all pro-government.

Yes, travel plans are disrupted for me. I hope they just super gule the cracks and carry on the trains then they just fix their own shit during night. But then it got me thinking, why am I so affected by this incident? Should I be? Impacted yes, but affected? It should not be so. Because indirectly it means that part of my life is dependent on smrt train 😕

Why wait for inspection until break downs. Checks should be done everyday or weekly. Now they found 34 rail breaks cracks n chips. These must have happened overtime. The wheel came off😳 So dangerous. Thorough checks should be done everyday or weekly.

1) Drivers who cause accidents because of recklessly driving n causing death should be given more severe punishment. Isn't causing death, punishment death panelty? Then why 10 yrs or less ban from driving, for taking someone life? It should be 25yrs ban. Jail for 10 yrs. Innocent lives r gone. What goes through the family who loss their love ones. S'pore having more such drivers, pay fine few mths jail get away. Everyday u see speeding, reckless overtaking n road bullies.

1. When a MRT train is old and reaching end of life - unfortunately breakdown and more frequent maintenance is always the norm.


2. Just like our car reaching 10 years, breakdown on the road, more frequent maintenance as parts fail become a common phenomenon.


3. Based on this experience, it becomes a judgement call whether overhaul is needed or a total new replacement become imperative.


4. MRT train unlike car, if breakdown can cause the entire line to go down - because it is a serial sequential processing system.


5. When breakdown, the whole line halt. Thousands of commuters will be affected.


6. Also MRT train weigh in ton, and cannot be loaded onto a trailer or breakdown truck to tow it back without damaging the rail track if tow back by conventional means.

It is akin to a car with burst tyre, if still force to move, will damage the car axle and the road.

Hence the damage to the track is so extensive when tow back to depot for servicing.


7. But if total replacement of the old MRT train is the decision, I believe it will cost a mammoth amount of money running to few hundred millions of dollars?

1. However one thing that worth mentioning, is that there are redundant MRT lines build in - in the entire MRT line system.


2. Yesterday I was discussing with my close friend the impact of breakdown between Buona Vista and Jurong East station.


3. It affects Clementi and Dover - as there are no redundancy lines to these 2 stations.


4. My child will need to travel from Serangoon to NUS to take his Master exam - can take the orange CCL line without the need to take the green EW line.


5. My close friend child can take the red North South line from AMK to Jurong East to work - a longer redundant route without the need to take the green EW line.


6. So the main artery lines are quite well covered - due to good planning and design by MOT and LTA - building in redundancy into the entire MRT system covering the entire Singapore.

That's when one main line is down, commuters can go by other routes.


7. Only those Singapore Polytechnic students are affected in Dover and those people and students living in Clementi are affected.

Hence buses, taxi, etc will need to cover these areas.

I am alarm to see students get beaten up by bullies physically.

The physical harm and mental harm is not a small issue.

Often public are not informed how the bullies are punished and deterred from future acts - so that future bullies will be hesitant to be bully.

The police said on Wednesday (Sep 25) they had identified the teens involved in the incident, adding that "five of them have been arrested for their suspected involvement in a case of rioting".

"The police take a serious view of such acts of violence and blatant disregard of the law. We will not hesitate to take action and deal with the offenders in accordance with the law."

Education Ministry had said on Sunday that it takes a serious view on any form of bullying.

How is SMRT leadership team personally affected by this? Will their bonus get cut and the money savings be channeled to boost the funds for maintenance? 

Will LTA withhold more govt subsidies to SMRT so that LTA can spend and acquire more new rolling stock to renew the fleet?

We don't know if SMRT are obligated by contract with LTA to provide all these bus bridging services during breakdowns. But LTA has an obligation to Singapore to keep the public transport infrastructure well oiled and always work. 

Especially since this PAP govt has championed public transport so much and made the main alternative (motorised private transport) so out of reach for the average person in Singapore.

Maybe hire competent engineers and pay them well? Learn from companies like Rolls Royce. The engineering managers are given power to overrule executives if technical decisions are made. You want the engineering teams to be able to go ahead with maintenance even if the top executives want to cut costs. Also, why not make cars affordable if public transport is not good enough? Bus services have gotten worse over time, mrt as well, and there is a huge influx of people causing demand for infrastructure to increase beyond what the system can manage. Let commoners own cars, scrap the COE bidding system, people can decide if they want to drive or take public transport.

The London underground is way older and it doesn't come with such serious issues. Even if a line breaks down people can go for alternatives. The price is also comparable to sg.

I own more than 3 generation of cars.

2. All my siblings are still owning cars, so are my close friends.

3. If putting my point for self interest - I will want Coe to be as cheap if not scrap.

4. But standing on national interest point of view, everyone knows that the road capacity,car park capacity - will not allow such a car ownership policy.

5. Many bigger countries such as New York, London, France, Beijing, KL, jarkata etc are having gridlock in their cities as cars stuck in jams for hours and cannot move.

Singapore will be worst with a small city state.

6. If car ownership is liberalised, the disruption to business, jobs, study, travel etc will be tremendous akin to a MRT breakdown everyday.

The reason every car owner drives so much is because the price is too high if they don't. It doesn't solve the issues with gridlock and despite overpriced ERP you still see serious jams where the gantries are.

In places like London people who own cars actually choose not to drive if they can take public transport. Cars can be as cheap as a few thousand dollars and are mostly used to get to places where public transport is inconvenient or too slow.

If cars must be out of reach, then public transport has to be way better than it is now. You cannot be telling people they cannot own cars while cutting down on bus services and public infrastructure and being all stingy with maintenance while increasing costs for the common folk. That isn't the right thing to do. Some countries offer free or cheap public transport and get resources by taxing the rich.

Now is a pipe dream.

The moment nationalisation is introduced with SOE and more state control on private business barely a few years - the economy go for a free fall, rich investors run out of the country, resources inefficiency sets in, unable to bid for private tender in global market to grow the business, heavy tax on taxpayers to finance State Enterprise, drain on government budget.

Have you even been to China? Their taxi fares are like our public transport costs, door to door. In Singapore you pay typically 20 dollars for 1 way short trip. That's also because cars cost too much. In Singapore the members of the public pay for mistakes and costs while executives get overpaid for failing. If public transport were that great and taxi rides cheap, sure, no problem with not owning cars. But if you price it to be exorbitant and poor quality, might as well let everyone be able to buy cars. Public transport in many countries are actually better in their cities, still people own cars and don't drive them.

The point about parking is invalid. Been to many places and parking isn't a problem. In other countries people don't drive to concerts, they take public transport. Even to live football matches, most take public transport. Plenty of examples to counter your point about parking space. And if you really want to ensure enough space, limit the ownership of cars only to Singapore citizens above age 21 with valid driving license, maximum 1 each. Parking would not be a problem.

Privatisation will be the next Economic development stage.

The 3rd stage is globalisation.

Every stage of economy comes with different economic strategy.

It is not one solution apply to every stage.
