On Jun 22 (Sat), it was reported that over 71,000kg of oil-soaked sand has been scooped up at the three Sentosa beaches since June 15, a day after the incident happened.

In a Facebook post on June 20, Minister for Sustainability and the Environment Grace Fu said she had visited Sentosa to observe the ongoing cleanup process, which “involves a lot of hard work”.

Minister Grace Fu added that the immediate focus is to stop the oil spill from spreading inwards, adding that over 71,000kg of oil-soaked sand has since been scooped up at Palawan, Siloso and Tanjong beaches, whose shorelines were blackened after the oil spill.

“We therefore seek the public’s patience and understanding that more time is needed for the cleanup work along the beachfronts. Before reopening, we also need to ensure that water quality is within safe levels,”

Aside from the Sentosa beaches, affected areas also include the shoreline along Labrador Nature Reserve, East Coast Park and Tanah Merah. However, Minister Grace Fu said the National Environmental Agency has cleaned up most of these areas. 

Maritime and Port Authority of Singapore (MPA) has engaged an oil spill recovery company for the clean up efforts shortly after the incident happened. 

However, poor weather conditions have also delayed the laying of booms around damaged ship. The workers’ speed was impeded by strong winds and poor visibility in heavy rain, as they had to take precautions not to fall.

Under ideal weather conditions, deploying 200m of booms takes about an hour from the time the response vessel reaches the site until the booms are positioned and secured, Captain Sahai, the managing director of T&T Salvage Asia said. Stronger and sturdier booms take longer to deploy, and stronger currents can slow boats and delay the process.

On June 20, the authorities said that 3.4km of booms had been deployed since June 14 across affected sites to contain the spill.

24/6/24, 10:56 am - +Kenneth Lee WM: From what I'm reading in the straitstimes, the procedures can be improved.  eg: once ship collide and oil spill is reported, activities should happen in parallel. oil collection boats and booms should start to be transferred to collision site whilst assessment is being done.  right now, things are done in sequence which delayed the capturing of the oil.

what troubles me is that I do not read of anything reported about trying to improve the processes.  There are no mention of drills being done to hone the people and make them familiar with all the procedures, etc.  Instead everyone is trying to show that they have already done their best.  I do not doubt that they have done their best, but squential activities are not the fastest way to tackle time critical accidents.

Prior to litigation, we should establish a provisional budget to cover potential damages. In the event that the responsible party's funds are insufficient, a contingency budget should be allocated to cover the shortfall. This contingency amount will serve as the final settlement figure.

What are the forseeable Costs?

3. Economic losses (e.g., impact on fisheries, tourism, and local businesses)

4. Livelihood impacts (e.g., compensation for affected communities)

1. I recall last week in a food court, I witness someone accidentally topple a large coke with the lid on.

Luckily, the lid is still intact, but quite a large volume of coke spill out from the small opening of the coke.


It spread around the floor in a split second (without wave helping the spread unlike in the sea).


The first reaction, the woman immediately pick up the topple coke and put it upright. This stop the spill immediately.


Then I notice the spill flow under the table in my direction (without the help of the wave) - and this is about a few seconds - before I can even understand what is happening.


By the time, i start to cognized the entire incident, I realise the spill has already spill to underneath her table and stop there without coming to mine.

The spill also go to her neighboring table up front.


The cleaner, a young China national male happen to walk past. He immediately calm the woman down not to panic, look around the mess and survey how far the spill spread, to which areas. Notice the spill spread to 2 tables underneath. Only after he did a detail survey, before he walk towards the back of food court, and come back with a yellow "water caution" sign and a mop.

This take about 5 minutes to do so.


So in total, without the help of the wave in the sea, the spill damage coverage is 2 tables - and this take up about 10 minutes to stop the spill and assess the damage.


Then the cleaner start to place the "caution sign" at a strategic location to warn people, shift the chairs from the 2 tables and start to mop the floor.


All these take about 20 minutes.

In total, 30 minutes to clear the mess.


My assessment is, at the split second when the coke drop, the spill take place and the spread of the coke on the floor ---- it is about a few seconds. (Even without the help of the sea waves).


I figure if Bruce Lee come or IP Man or Jet Li comes and with lightning speed, react when the coke drop and spill ---- to pick up the coke, survey the spill, put up the warning sign, shift all the chairs and start mopping the spill with lightning speed ---- the first few seconds before those supermen react --- would have already cause the damage and spill spread.

Even Bruce Lee - Jit Kun do - "be water" --- cannot stop the water spill that spread in a few seconds to a large area (even without the help of a sea wave) - based on the Law of Physics.

1. Now I try to put the spill coke analogy into the container oil spill in the open sea - and try to visualize the impact of the oil spill.


2. When the dredger bang into the container fuel tank, the big opening of the fuel tank will have spill the oil into the sea (1/2 tank 400 ton of oil spill into the sea). I envisage, the first 11 minutes will have spill 400 ton of oil spill into the sea through the opening of the fuel tank.


3. 11 minutes response time by MPA to connect with the crews of the damaged container to turn the engine around and stop the spill from the remaining of the other half of the fuel tank of another 400 ton of fuel from the damage container - is a respectable fast respond.


4. As read, MPA immediately activate the oil spill contractor with boom to wrap around the damage ship to contain the oil spill.

But with rain, strong waves, rough sea --- deploying the boom is a challenge - and need to ensure the safety of the workers without falling into the sea, drenched by the toxic spill oil.


5. The strong waves will have already start to spread the oil spill.

I recall reading when aircraft crash, the strong waves can spread the debris 100 km away.

Hence I am not surprise is a big feat to stop the spread of the oil spill within such a limited time.


6. Before deploying more resources to contain the spread of the oil spill, accurate surveillance will be imperative --- and this will need aerial surveillance such as deploying drones, as well as sea surveillance, surrounding coastal surveillance - which involve deploying - I believe hundred of trained workers - even with the help of advanced technologies.

Because strong waves can spread the oil spill unpredictably in all directions.

What i read from overseas oil spill --- is equally daunting. And usually, the damage is far more devastating - because rescue team are far less organised than Singapore. It takes many months to clean up the mess.


7. Only after detail surveillance on the spread, can the appropriate resources and manpower be deployed to tackle the spill --- in fact an all government agencies effort and private sector efforts, and community efforts activated to contain the spread.


8. Correspond to the analogy of coke spill, the oil spread will have similar impact but magnified few hundred times.

And compounding the spill that is absent from the coke spill - the oil spill is compounded by additional unpredictable factor - the sea waves which help accelerate the spread into many directions - depending on the ever changing waves and wind.


9. Hence my assessment of the current Government effort - is that despite all odds and challenges - the Government has respond and did considerably well in stopping the spill, containing the oil spill and the subsequent clean up operations.

Though it will take a bit more time to further clean up the crevices, nook and corner of the polluted coastlines.

1. Singapore do have contingency plan, training of various defence forces, emergency response team and maritime response team ---- conducting annual mobilisation exercise on real live scenarios.


2. Such exercises are done internally across the various related government agencies and private contractors.


3. And sometimes, such exercises are done bi-laterally or multi-laterally with friendlly neighboring countries.


4. I recall Singapore do conduct join maritime exercise with Malaysia, specifically Johor.


5. Hence I am not surprised with the 11 minutes response time, and the subsequent ramp up of all government and private contractors effort to contain the oil spill - as such emergency scenarios have been trained on and mobilisation conducted.


6. However, this oil spill provide a valuable lessons for our maritime response team --- and lessons learned can be incorporated to our contingency plan to make our future response even better.

Hence comparing the impact of our current oil spill - versus those happen overseas who are much developed, much endowed, much technological advance - I commended that our Government effort in containing the current oil spill is commendable - for in just 2 weeks -- the oil spill is stopped, spread is contained and cleanup have be done so fast and so extensive - except some crevices, nook and cracks.

2. Our planning, preparation, yearly training and live exercises with real scenarios --- have make our maritime emergency response team on the tip-top position.

I think reaching this stage in just 2 weeks of :-

1. Stop oil spill 

2. Contain spill spread 

3. Cleaning up major pollution in the sea and the coastal lines

are a commendable effort.

Good jobs!


Next phase is more delicate and precise cleaning to ensure:-

1. Oil go deep in sands are removed.

2. Water quality are ensure to allow water activities to take place.

3. Desalination water is safe to drink.

4. Oil embedded in crevices, bunds, nooks are thoroughly clean up.

5. Sea activities business can resume operations as normal eg. Yatching, canoeing, swimming, beach sun surfing, beach netball, football, beach barbeque etc can be carried out as normal.


So compare to oil spill overseas, Singapore cleaning and restoration efforts are more surgical, thorough and well organised.

A combination of good ship maintenance and management, crew knowledge and training, responsibilities of ship owners, effective communication and coordination between Port Authority and ships, and timely and adequate response measures is crucial. Any weakness in one area can lead to an increased risk of oil spills. Collective effort and vigilance are essential in preventing oil spills and protecting our environment.

Important is that if such incidents or other types of accidents happen, can we respond faster and better. Accidents will happen, as a nation how we rise to the occasion and prove to the world a red dot can and will handle it effectively and best possible way.

On Jun 20 (Thursday), the Ministry of Manpower’s (MOM) report of finalised labour market data for Q1 2024 revealed that the number of job vacancies increased despite the rise in unemployment numbers in Singapore. MOM noted that the labour market remains tight given the higher number of vacancies than job seekers.

According to the report, 81,900 vacancies were recorded in March 2024, up from 79,800 in December 2023. 

While employment growth slowed compared to the previous quarter, MOM said that all the employment growth came from Singaporeans and PRs, as the number of employed foreigners fell by 800. MOM also noted that the number of S Pass holders saw negative growth in the first quarter of 2024, following the 2023 increase in S Pass qualifying salaries and levies.

Although the number of job vacancies rose, the ratio of job vacancies to unemployed people declined from 1.74 in December 2023 to 1.56 in March 2024, owing to a slight increase in the number of unemployed people, MOM said.

Retrenchments also saw a decline, from 3,460 in Q4 2023 to 3,030 in Q1 2024.

With regards to unemployment, the overall employment rate stands at 2.1, with resident unemployment rate at 3% and that for Singaporeans at 3.1%. MOM clarified that the rate remained within the range observed during non-recessionary periods.

The resident long-term unemployment rate increased slightly from 0.7 per cent in December 2023 to 0.8 per cent in March 2024, though MOM said the figure remains low.

The increase in the resident long-term unemployment rate was driven by those aged below 30, and those above 60.

“For residents aged below 30, the increase in long-term unemployment rate could be due to individuals holding out for a better job or taking time to explore different career options post-graduation,” MOM said.

“For residents aged 60 and over, the long-term unemployment rate remained comparable to pre-pandemic levels of 0.8 per cent.”

Son in-law graduated from SIT, applied for jobs from MNC only and waited for a few months to land a job which he works for till now. My nephew graduated from SMU business and wanted to be in an investment house but couldn't get one for a few months then end up as a headhunter till his client found him very suitable for investment and referred him to the company he works for now.

For both of them, parents can sustain them so they can afford to be choosy.

For older workers, when we want to change jobs be prepared to face stiff competition from young people and don't expect experience alone to get a job.

Following a major oil spill incident on 14 June, where oil leaking from a damaged cargo tank at Pasir Panjang Terminal had spread to Singapore’s East Coast, Labrador Park, Keppel Bay, Sentosa and Southern Islands, authorities here are expanding cleanup efforts to more areas.

📌 *Expanding cleanup efforts*

In a joint statement, the Maritime and Port Authority of Singapore, National Environment Agency (NEA), National Parks Board (NParks), national water agency PUB, Sentosa Development Corporation and Singapore Food Authority (SFA) stated that as at 17 June, booms have been deployed to contain the oil spill, with an additional 1600m to be deployed at several beaches on Sentosa Island and Labrador Nature Reserve by 18 June, as well as at Southern Islands. 

Booms have also been deployed at badly affected areas along stretches of East Coast Park beaches and at canal openings, to trap oil and prevent it from flowing back into the canal. They will also be placed off Changi East as a preventive measure. 

Oil absorbent booms have also been preemptively deployed off biodiversity-sensitive areas at Chek Jawa Wetlands at Pulau Ubin, Coney Island Park and Pasir Ris Park. Fish farms at the East Johor Strait, Chek Jawa Wetlands and Changi Creek will also be deployed with additional containment and absorbent booms over the next few days. 

West Coast Park, while not affected, will also be deployed with oil absorbent booms to protect the mangroves at the Marsh Garden. 

📌  *Monitoring and Volunteering efforts*

NEA has been conducting daily tests since 15 June, and found the air quality at affected areas around Sentosa, East Coast Park and Labrador Nature Reserve to be well within “safe levels” so far.

NParks said it has received overwhelming response from members of the public who volunteered their help, but for their safety, volunteers will not be deployed for shoreline cleanup. 

In a Facebook post on 17 June, Minister for National Development Desmond Lee reminded the public to stay away from beachfronts, as the cleanup operations should be carried out by professionals. The MP for West Coast GRC also thanked volunteers who helped with patrols at East Coast Park and West Coast Park, as well as those who helped with surveys at Southern Islands over the weekend. 

📌 *Singapore’s water supply not affected and local fish are safe to eat*

PUB and SFA have said that the oil spill incident has not affected water supply here and local fish farms located in the Johor Strait. 

PUB said that no oil has been detected near the seawater intake at Jurong Island Desalination Plant, which is closest to the oil spill location on the south coast of Singapore Island. Meanwhile, the Marina East Desalination Plant, located further along the coast, has a dual-mode capability to treat either seawater or reservoir water. The other three desalination plants, namely SingSpring, Tuas South and Tuas, are at the western end of Singapore, away from the spill. 

In a Facebook post on 17 June, SFA said that no local fish farms are affected by the oil spill, and local fish remain safe for consumption. But as preventive measures, additional booms will be deployed over the next few days to protect the fish farms located at East Johor Strait. SFA is also in close contact with the farms and will monitor the situation closely.

1. Singapore is a World major trade port and transhipment hub - whereby big containers carrying goods will be service by our ports and ship to other major ports.


2. Hence, effective and efficient managing of ships and containers berthing, transiting to our ports become extremely important as many ships congregate around Singapore ports.


3. The dredger that bump into a berth cargo ship - is due to faulty equipment that cause the dredger to lose control and hit the ship and trigger an oil leak.


4. But the oil spill have an ecological impact as waves will bring the oil spill around our coastline.


5. Hence mitigation measures and coastline protection must always be ready for deployment that moment such accident occur.


6. Else ecological damages to us can have very far implications :-

a. Damage our seawater - that we use for desalination for our water drinking need, business needs, industrial needs and our household needs.

b. Fish farm - whereby we rear fish or hunt for fish for our food.

c. Our coastal housing - eg. Condos, Sentosa Cove, HDB flats facing the sea - will have impacted to people's health

d. Our mangrove swamp to protect our coastline and rising seawater, our beach.

e. Our tourism business in beach, sea activities eg. East coast - surfing, canoeing, yatching, swimming, beach barbeque, sea sports etc.

All these have economical impact to our food sources, water sources and tourism.

18/6/24, 2:19 pm - +Jack Sparrow: Thanks Megan. Not entirely familiar with the industry nor the technicalities, but as a commoner as long as there is no impact to our livelihood, then I guess the efforts to contain this specific oil spill is sufficient.

However, the methods of containing seem 1G, by deploying booms. Again, not familiar, but I think SG should explore investing into better tech and control such incidents in a more efficient and effective manner. E.g. are there fast-freeze chemicals that can be applied by drones so cause the layer of oil to harden, to ease the removal and prevent it from seeping through the booms. Are there faster methods to stop the oil spill once vessels report damage? E.g. deploying a "vacuum cleaner" to take in the spilling oil.

Sorry, examples are not the best but idea is to start investing in tech to better manage such incidents before they reach our shores.

Thinking aloud, oil spill due to accidents, capsizing etc -- have trigger many major ecological disaster in many countries.

3. Some major car manufacturers are exploring other green energy sources such as EV, and even hydrogen gas, nuclear fusion to power cars --- that will not pollute the environment.

Someone mention :-

1. Using URL obfuscation eg. gov,sg (a wrong DNS syntax) access a scammer Web page.

Yes, he is correct (by using social engineering) to trick non-techy people to click on it - thinking it is an official URL. Non-techy people may fall for it.

But techy people will not easily be trick because gov","sg - comma is not a correct URL address or DNS name ---- which is highly likely to be a scam link.

Technically, gov,sg syntax is wrong and cannot be register with a DNS server to resolve a public IP address - and hence cannot access a Web site.


2. But if map to a properly registered DNS name eg. scammer.sg (assume this is register with a DNS server and a corresponding valid public IP address) eg.

gov,sg (URL obfuscation) ---> scammer.sg (DNS name in DNS server) ---> 165.9.10.1/24 (public IP address).


3. Then gov,sg can be pull through to scam victim - because it can access the scammer.sg website - as DNS server has a valid registered record (as scammer.sg is a valid syntax and it is registered with the DNS server).


4. But mitigation measures can be done to prevent scam coming from the various URL masking techniques such as :

a. Telcos, SMS aggregators can filter URL obfuscation with wrong syntax and unregistered DNS name SMSes from reaching client HPs. 

b. Correspond all the various masking URL techniques to the real URL address (ie. DNS record) register with DNS servers - verify if valid - before routing the SMSes to the client HPs by the Service Providers.


5. This will prevent scammers from using URL masking tricks to scam victims.

Several security devices and techniques can filter  detected URL masking:

1. Web Application Firewalls (WAFs): WAFs can detect and block suspicious URLs, including those with obfuscated or masked URLs.


2. Intrusion Detection Systems (IDS) and Intrusion Prevention Systems (IPS): IDS/IPS can identify and alert on potentially malicious URLs, including those using URL masking techniques.


3. URL Filters: Some security software and appliances have built-in URL filters that can block access to suspicious or malicious URLs, including those with masked or obfuscated URLs.


4. Sandboxing: Sandboxing techniques can analyze URLs in a virtual environment to detect potential threats, including those using URL masking.


5. Advanced Threat Protection (ATP) solutions: ATP solutions can detect and block advanced threats, including those using URL masking techniques.


6. DNS Filters: Some DNS filters can block access to malicious domains, including those using URL masking techniques.


7. Browser Extensions: Some browser extensions, such as uBlock Origin, can also filter out malicious URLs, including those with masked or obfuscated URLs.


These security devices and techniques can help detect and prevent URL masking attacks, but it's important to stay vigilant and keep security software up-to-date to stay ahead of evolving threats.

Many companies (especially government) and Telcos, ISPs that worth the salt usually put in place most if not all the above mitigation measures.

Most IT solution architect or IT system designers will factor in these into the IT architecture design.


Hence mask URLs normally won't get passed.

Only real DNS name will get passed.


Failing which, if any problems affecting the network, it will be extremely difficult to troubleshoot - because URL masking will baffle any network troubleshooting - due to difficulties tracing and mapping mask URLs with DNS domain names in DNS servers.


Hence my emphasis is always on 2 points:-

1. URL link must always be a register DNS name with record in the DNS servers that can be searched from nslookup.

2. URL link must always conform to the right domain name with recognisable syntax and format.

Because all URL masking that doesn't conform to the 2 criteria have been filtered off by URL filtering countermeasures before reaching the client devices.


I have not seen or rarely see URL masking during my IT implementation - or 

I could be 山龟 mountain turtle。

And start deploying boom around the leak container.

Also work with crew to identify leaking engine - turn it around to prevent further leakage.

Due to strong wave currents - even with deployment of boom, oil still go under or over the boom and disperse to our coastal line.

Despite the fast response - half the oil tanks has already spill out.

From July 1, virtually all SMSes sent by government agencies in Singapore will have a single sender ID, as part of efforts to make it easier for the public to identify authentic government text messages.

Such SMSes will show “gov.sg” as the sender ID instead of individual government agencies, such as “MOH” for the Ministry of Health or “IRAS” for the Inland Revenue Authority of Singapore.

💬 *What are your views on the consolidation to a single sender ID for SMSes from government agencies? How can we continue to guard against scams?* 

However, some exceptions will be made for SMSes on National Service (NS) matters and emergency services.

For example, messages on NS call-ups, training as well as mobilisation will be sent by the number "72255". Likewise, those who contact the police helpline will receive SMSes from "71000" for information on accessing the services they require.

📌 _*Public Trust in Government Communication*_

The consolidated gov.sg SMS sender ID is designed to give the public added confidence and peace of mind when it comes to identifying legitimate SMSes from government agencies, said Smart Nation Group Deputy Secretary Sim Feng-Ji.

The initiative is part of the Government’s commitment to stamp out malicious phishing attempts that undermine the public’s trust in government communication, he added.

📌 _*Safeguards for Sender ID*_

Mr Sim said the Smart Nation Group is working closely with SMS aggregators - platforms or services that help to send bulk messages - telecommunication service providers and their sub-brands to ensure that messages that are not from the government cannot use the gov.sg sender ID. 

Open Government Products (OGP) Assistant Director for Policy Hygin Fernandez said "if anyone were to try and register a sender ID that looks even remotely like gov.sg, there are multiple layers (of protection), including a manual one where somebody eyeballs it, that prevents that message from ever being reaching the public".

📌 _*Other Communication Platforms*_

The gov.sg sender ID currently applies to messages sent via SMS, but not other messaging platforms such as WhatsApp or Telegram.

“The Government is exploring ways to enhance assurance on other communication channels such as calls, e-mails, WhatsApp and Telegram,” said Mr Fernandez.

And this DNS name are registered with the authoritative registry that manage the DNS records for domain name for internet web access.


If I am not wrong SGNIC should be the authoritative registry to register all Singapore domain name that end with .sg.

Sms on the other hand uses the voice network, whereas DNS service uses the data network (internet).

Both are somehow not related.

Since .sg is a unique identifier, I believe our government use it in SMS for voice network as well - to let public know that this is not a scam but an official SMS from the government.
