According to the Labour Market Report Third Quarter 2023 released on Thursday (14 Dec) by the Ministry of Manpower (MOM), the overall demand for labour in Singapore showed signs of cooling, with job vacancies declining to 78,400 (from a peak of 126,000 in March 2022). This was despite growth sectors like healthcare and financial services helping to push up employment numbers. 

*💬 What are your views on the current labour market in Singapore? Is there more that can be done to ensure that Singaporeans have access to quality jobs?*

In the report, MOM said that the ratio of job vacancies to unemployed people stood at 1.58 in September 2023, down from 1.94 in June 2023. Vacancies in growth sectors, which are associated with higher productivity and pay, made up nearly one-third of the overall job vacancies available, MOM added. 

Growth in the total number employed also slowed to 23,600 workers in September 2023, down from a high of 75,900 workers in September 2022. Of this number, resident employment (Singaporeans and PRs) grew by 2,800, while non-resident employment grew by 20,800. 

Retrenchments also increased from 3,200 in June 2023 to 4,110 in September 2023. However, resident re-entry rates improved from 59.4% in June 2023 to 65.3% in September 2023, indicating that Singaporeans and PRs were more likely to secure reemployment after retrenchment.  

In the conclusion of the report, MOM said: "While the labour market continued to expand, the pace of employment growth has slowed compared to a year ago. Economic headwinds will continue to weigh on the labour market going forward."

"The Government encourages employers and workers to make full use of available programmes to remain competitive and resilient amidst economic uncertainty. We encourage employers to press on with business transformation and equip their workers for expanded or redesigned job roles. Workers are encouraged to continue to upskill and be open to new opportunities," MOM added.

I feel that foreigners workers are not the main contributor to the soft labour market in Singapore currently.


I feel that the following problems could be the contributing factors:-

1. Global economy not doing very well, poor consumers sentiment - notably China market,  and other major developed markets.

2. High interest rate, poor investment climate to develop business opportunities and create jobs.

3. Tech disruptors eg. AI - that disrupt jobs.

I guess there is a foreign workers quota - dependency ratio.

A company cannot employ no Singaporeans but all cheaper foreign workers.

If a company fire all Singaporeans team and employ all Malaysian workers - can file a report to mom to take actions against the company.

The company will be ban from hiring foreign workers.

Well I speak to a few auntie and uncle in the various mall Foodcourts - they told me they are Singaporeans.

Except in punggol Mall Foodcourt - half are foreigners mainly China nationals, some Indians nationals - and the other half Singaporeans.

So I think the foreigners workers quota stick.

Companies won't want to mess with the labour law.

If complains go up to mom - companies have more to lose.

If companies shift their operations to overseas instead of Singapore - that means Singapore is losing our business competitiveness to lower cost countries.

It also means, low value added jobs and business can no longer benefit from Singapore high value added economy and are shifting to low cost countries.

This phenomenon happens most of the time as Singapore move up our business chain and labour value chain.

Hence our workers need to constantly upgrade and our business need to constantly transform into high value added business.

Contrary to what some people believe that companies are not employing, I know of some hi-tech companies are facing talents shortage and are not able to recruit more Singaporeans talents, specifically R&D talents.

Existing staff need to double up to cover the shortage.

IT application developers can transform and upgrade into full stack application and web developers, AI (GAI, ML, NLP, LLM, python coders etc) data analytics, mobile apps developers, cloud apps, blockchain developers, etc

Well I always check the ground and match with the government policies - old, new or just implemented government policies - to see how well the government policies impact the people directly.

This is to ensure policies implemented are not lip service but actually directly helping the Singaporeans and Singapore residents.

And I noticed, many government policies - some we like, some we are not very happy about (but benefitted the country as a whole) and some are mostly good but may have some gaps need to plug as some people may have fallen through the crack.

Hence, I strongly believe many issues raise in REACH directly benefit Singaporeans and residents as well as the country as a whole.

Last but not least, we must correct misperceptions from the public based on misinformation from social media, individuals with political affiliation or just misinformed public.

Always stick to right facts and credible sources - so that the public overall are not misled.

This is important come GE - to elect the right government to be in power - as our stakes must not be left to chance.

Too many misled voters in other countries - bring turmoil into the political scene and bring about unstable government.

Hence we must not let it happen in Singapore - as we are a little red dot with no buffer and hinterland. <This message was edited>

Just to bring up some fact checks that are raise in REACH and how government implemented it:-


I. *Anti-scam measures*

1. Anti-scam mobile apps for 3 local banks and 1 foreign bank implemented (very good).


2. Money lock:-

a. DBS 

- FD lock (very good)

- DigiVault for savings account (very good)


b. OCBC

- saving account money lock (very good)

- but no FD money lock 


Both also no money lock for:

- apply loan online

- extend credit limit

(That means if scammers get hold of victims banking credentials - can apply bank loans or spend its credit card up to maximum limit) - causing victims to incur heavy debts and debt interest.

This needs to be plug - as this is a gap.


c. CPF money lock - allow maximum $2,000 withdrawal but can lock up to $0. (Very good). <This message was edited>

II. *Housing*

1. I give a 9 out of 10 grading to Housing Minister for ramping up bto flats in many estate - new and mature estate in such a short time.

And the subscribing ratio come down from more than 10 : 1 from previous balloting to < 1 : 1 and for the most popular area about 4 : 1.

A very notable improvement for people who need to own flats.


2. However I will like to highlight some gaps that need to be plug:-

a. 5 room flats are in high demand - notice in some areas there are no 5 room flats - only 3 rooms and 4 rooms flat.

Notice 3 rooms flats are very low in demand - grossly under subscribe - will HDB consider offering more 5 room flats based on demand even in popular areas?


b. Income ceiling criteria for bto flats is a concern which I have articulated in depth of the justification that need to scrap the income ceiling criteria.

Hope HDB consider scrapping the income ceiling criteria for bto flats.

Like always, I will often try to check the ground.

About Ceca mass foreign workers, back in 5 years ago, I noticed many foreign workers in the following areas:-


1. Changi Business Park - mainly in IT.

2. Jurong East - mainly in IT and Engineering.

3. Shenton way - mainly in banks and finance.


But last year and this year specifically, I check the following areas again - and I discover a noticeable drop in foreign workers notably from Ceca.


1. I travel along the Changi Business Park and MRT lines - I did not observe many white-collar foreign Ceca workers. 

(5 years ago or more, I see many).


2. I went down to Shenton way a few times, also see a noticeable drop in ceca white collar foreign workers as oppose to few years ago when I see many.


3. I went to IMM a few times this year and last year, same observations - noticeable drop in ceca foreign workers.


4. I went to SBI bank in AMK - few years ago, all Indian nationals including bank manager and RM Manager.

Last year and this year, I went to the same bank, bank manager and RM Manager are Singaporeans Chinese, counter bank clerks are make up of Singaporean Chinese and 3 Indian nationals.

The auntie that serve drink and clean up the bank is a Singaporean Chinese.


Hence based on my observations, I conclude that the foreign workers quota dependency ratio do work - and the misperceptions that Ceca is chasing away local jobs is a past perceptions.

There could be some isolated and few cases - but at national level, this is my observations.

Unless someone can produce recent photos, videos, or credible sources, news or statistics to prove my observations is wrong.

Else I stand my ground that ceca problem is based on past perception - but not a major issue now.

 In fact in Shenton way a SBI bank, the RM Manager, an Indian national complain to me that the foreign workers quota dependency ratio favours local Singaporeans locals.

He told me that many of his Indian nationals country mates from different industry sectors need to leave Singapore after their EP and WP permit expires.

I hear this from the horse mouth.


And after I heard what he said few years ago, I specifically do physical checks as I mentioned above.

This indian national RM also no longer with the SBI bank - I believe he went home.

So I cannot accept the current arguments and perception that Ceca is taking mass jobs away from local Singaporeans.

Unless I am proven wrong by real sources and real statistics.


Don't present 2019 obsolete survey from not credible sources or quote some dubious social media.

If economic zones attract 100 new business (100 workers per company) , the local versus foreign quota will correspondingly increase.

That is new 7,000 local workers and 3,000 foreign workers if the dependency ratio is 70:30.

So more local jobs produce (7,000 jobs) while foreign workers jobs (3,000 jobs) also generated.

There are no loss of jobs to locals.

The latest MND announcenent of the short term lease project for public housings is one good idea to expand further in the case of a young and single adult who is living with their ageing parents and aspires to book his or her first BTO and same time wishes to live on their own.

The three months lease period should be flexible to stretch to 360 days or four quarters. Should there be valid reasons due to the delay in the BTO process or construction, a further extension of the lease would be granted on a six months basis to these affected tenants. Other exceptions need further discussions and determined by MND. The rental adjustments will depend on the supply and demand of the general rental markets on a year to year basis.

"Within 360 days, you look around 360 across sectors to seek for a new job.  One consideration is to make use of the 360 days to reskill or upskill and priortise your needs and expectations.

Beyond the timeline of 360 days, things get tougher especially for ageing workers 50 years and older. 

The general outlook of any job markets, this case in a highly developed country, will change and this unavoidable reality coupled with the dynamic of the job markets to contract due to the contraction of the overall business activities (cash flows & short term liabilities) plus the interconnectivity from the developing to the developed economies across the geography of the world. 

One down and the next three shall follow similar trends of hiring and firing of workers. So where are the safety measures for any economy and workers, all alike in the same boat? Proactive interventions from the perspective of microeconomics (because the macro is weak) to craft several sustainable economic policies to tie over bad times for both the businesses and the workers that are classified as middle-class and below, it can be up to 8Qs of buffering and costing of up to $2.2 billions - $2.5 billions per year and/or further tax and non-tax incentives to entice qualified and big contributors of FDI to invest, and/or calibrated protectionism at the outer core of the domestic economy. 

It's timely once again for the unions and the Manpower Ministry double up to provide supports to affected workers."
