On Tuesday (26 Dec), the Ministry of Manpower (MOM) and the Attorney-General’s Chambers (AGC) charged two National Environmental Agency (NEA) employees under the Workplace Safety and Health Act, for their involvement in an incident that resulted in an explosion at Tuas Incineration Plant in 2021. The plant was decommissioned in 2022. Two NEA officers Mr Kwok Yeow Wai and Mr Wee Eng Leng were killed. Another officer Mr Low Yin Choon sustained injuries.The three men were in an electrical switch room when the explosion occurred.

Mr Ng Wah Yong, the former general manager of Tuas Incineration Plant; Mr Lee Yew Binn Christopher, the former divisional director of the waste infrastructure operation and management division of the NEA; and the NEA have been alleged to have failed to ensure the safety and health of its employees and failed to adequately implement control measures and establish safe work procedures.

According to court charges, NEA and Ng did not ensure that the permit-to-work system implemented for high-voltage switchgear racking works complied with electrical installation regulations and failed to adequately implement control measures and establish safe work procedures for high-voltage switchgear racking works. Lee was charged with approving the permit-to-work system although it did not comply with regulations.

In a Facebook post, Minister for Sustainability and the Environment Grace Fu extended condolences to the two NEA officers who lost their lives and said that a Ministerial Statement will be made at the January sitting of Parliament to address the incident and charges. 

The NEA said that it has cooperated fully with MOM on the incident investigation and will continue to strive for improvements in operational excellence, safety, and resilience.

There are more others…….when we go seek MP help were told to bring to strata court, building surveyor, legal fees, Professional Engineer fees etc all incurred rolls to probably 200K !!!!   We are residential not “commercial”.  IN THE FIRST PLACE IF TOP/CSC was not issued then all of the above would not have happen

Developer just submit the floor plan by themselves to BCA and got the shares proportion themselves higher and during AGM as they hold more than 50% of shares they have all the say/call hence no residents wanted to join the AGM as it is basically like “POINTLESS” after all these experiences all residents felt so UNFAIR

Common sense, if they have to take the responsibilities of the approval as they sign on the paper!!!  

Not to push all to residents or whoever who had know nothing about construction safety be it M&E or etc…

27/12/23, 12:53 pm - +KL: Maybe can look North south Corridor project ( around Marymount ) where the China railway 2 and 5  construction company can do wonder in a short time. Clean , safe and big project. Maybe it time we learn from them in term of only, how they work, safe and clean . Althought they often sneakily rush work to late 3 am or 4 am where I need to call NEA to check their noise in 2021 to 2022 and NEA also could not do anything. As national interest above all. Personally  I think the construction company is clean and safey is not bad from bysider point of view. Hope their cost is low, of course to learn but not asking anyone to use them too often yea. <This message was edited>

We need such people with integrity!

Well, what I can do was also to alert SCDF that the same developer on this project and the office said they would be more stringent on this project as it is also Mix Development!

Hopefully, she/he will remember or note it down and pass on to the next officer in the event he/she left SCDF.

With such punishment then in near future all approving officers till PE level will be more CAUTIOUS if they want to approved anything.

1. It is important to ensure a safe workplace - as workers are working to earn a living by contributing their brain and efforts to the company - and not risk their lives and subject injuries.


2. Hence conforming to work safety is extremely important.


3. Managers, supervisors, safety officers and workers all the way down - must ensure workers conform to workplace safety - contribute to the company and at the end of everyday - safely go home.


4. I believe work safety are mostly common sense - and when realise something is not within the safety norm - workers should stop work and raise the alerts - so that safety officers, supervisors and manager - should immediately review the situation and take preventive and remedial actions.

1. It is difficult to propose and assess how to improve the workplace safety inside an electrical switchroom in a Tuas incineration plant - because only those trained specialists can know what are the safety measures that need to look out for.


2. I have never enter an electriclal switchroom - hence cannot comment how to make it safe from electrocution and worst, in this case explosion.

Wonder how come electrical switchroom can explode..... very strange, scary too.


3. But I do work in a datacentre - where there are many LAN switches, routers, servers and telecommunication equipment - plus many electrical switches and plugs.


4. Common sense tell me to be careful in carrying heavy IT equipment, mount and secure equipment, configure IT equipment and handle electrical devices and plugs with care.


5. Don't touch live wires, wear proper attire with safety shoes etc.


6. As long as be careful, workplace should be a safe place to work.

By questioning why was the approval given from each different entities and levels the answer will help to prevent future mistake.

2. Example a general come out with battle orders for his 3 brigades.

Eg. No soldiers should enter and fight in a tunnel - but to find the tunnel entrance, send in robots with explosive and blow it up.

This is the general accountability to ensure the battle are fought according to his battle orders and ensure the safety of his soldiers.


3. His 3 brigades commanders are supposed to carry out his battle orders.


4. Supposed 2 brigade commanders carry out the general order but 1 brigade commander in the haste to win the battle send in the troops into the tunnel to chase the enemies instead if waiting for the robot units - got booby trap or ambush and some soldiers got killed.

Do we think is the general fault or brigade commander's fault - as the brigade commander has the direct line of responsibility. <This message was edited>

1. Then it is thus important to establish if nea head do the right thing by establishing all safety measures - for all incineration plants - just like what that general do.

If yes, the nea head - accountability is clear   and above board.


2. Next establish if those incineration plant managers, supervisors, safety officers and workers carry out the safety measures establish by the nea head.

If no, safety measures are breach - then plant managers - line of responsibility is not properly carried out.

Then plant line of responsibility is accountable for failing to comply with safety measures.


3. It is important to ensure that accountability and responsibilities are clear and transparent - so that there is no witch hunt.


4. Else Singapore will be losing top talents to helm important portfolio.

And talents are difficult to come by especially in a small country like Singapore.

27/12/23, 4:25 pm - +Thank You: CEO(HEAD), have to answer for it otherwise why are they paid so much.  As a PSG, I’ve volunteered and experienced 4 different primary schools and was amazed by the SL(School Leaders) of Xishan Primary as she cares for all and after she steps in there was a tremendous change!!!!

How the subordinate behaves it will boils down to how the leader/mgmt guidance!

It is not easy that’s why they are being paid the amount to hold the “Responsibility” 

I was utterly disappointed when 1 of the minister said on news that the people below know what to do hence they just sign and approved!!!

The top leaders have to be aware and know what the people below them are doing.

5 stars hotel have a certain standard hence we paid so much more whereas experience different 4 stars hotel and how the staffs behave tells you how well they are being treated and mange.

2. Are safety measures adequate.

Only after establishing where the fault lies can the following be done:-

1. Whether additional measures are necessary - be it beefing up the system, introduce additional safety measures or tighten the procedure.

2. If 1. is adequate, then is it human faults or failure to comply with the procedures.

3. Only then guilt is appropriately establish, punishment appropriately administered and procedures put in place to ensure no repetition of such workplace safety incidents.

We’re not in each individual shoe hence can’t compare the father who killed the twins was under tremendous stress w/o any help Haiz 🙏

What does the meaning of this sentence, the deeper concept, what does it mean if we look at it the other way around?

How can so many things go right, go completely wrong, or failed and lives lost at a critical moment in a situation and the circumstances, both known and unknown?

In order to attain credit or merit, you need to be successful in your endeavour, your job or your abilities in risk taking. All of these examples are quantifiable success that is measured by the quantum of contributions to society whether is in monetary or non monetary means. What other angle can we redefine success and failure, it's a mirror effect?

People see people learned, people loves to compare with others!

Let's talk indepth on failure itself. What constituents failure or failed? Why failures are never a celebration whereas the champion of tangibles are always the hero of the day? What is the price (tag) and the target to change the mindsets of people to be fearless of failures and acknowledge these mistakes or missteps and retry to correct what have gone wrong from the beginning of a process or a person's life and the ways he or she organised and take responsibilities regardless of good or bad times and cumulatively turning into a big disaster that can be too late to salvage or to save lives. 

How will society rewards these failed attempts through forgiveness and looking through the victims' eyes and the eyes of the people who failed multiple times? There are limitations to forgiveness, compassion, and chances. 

In 1934/35 the Long March and followed by the Cultural Revolution (1966-1976), the former campaign did not work, millions of lives lost and it failed in misery all for the sake of equality, power & politics, poverty, and control of a population of 480 millions given the circumstances and situations of China after a prolonged civil war between the Nationalists, the Communists and factions and warlords. It was not an easy task to balance many existential contestations of needs and wants that led its people to the birth of the People's Republic of China on October 1, 1949. Proudly, the present day modern China with over 1.4 billions people.

According to the Labour Market Report Third Quarter 2023 released on Thursday (14 Dec) by the Ministry of Manpower (MOM), the overall demand for labour in Singapore showed signs of cooling, with job vacancies declining to 78,400 (from a peak of 126,000 in March 2022). This was despite growth sectors like healthcare and financial services helping to push up employment numbers. 

*💬 What are your views on the current labour market in Singapore? Is there more that can be done to ensure that Singaporeans have access to quality jobs?*

In the report, MOM said that the ratio of job vacancies to unemployed people stood at 1.58 in September 2023, down from 1.94 in June 2023. Vacancies in growth sectors, which are associated with higher productivity and pay, made up nearly one-third of the overall job vacancies available, MOM added. 

Growth in the total number employed also slowed to 23,600 workers in September 2023, down from a high of 75,900 workers in September 2022. Of this number, resident employment (Singaporeans and PRs) grew by 2,800, while non-resident employment grew by 20,800. 

Retrenchments also increased from 3,200 in June 2023 to 4,110 in September 2023. However, resident re-entry rates improved from 59.4% in June 2023 to 65.3% in September 2023, indicating that Singaporeans and PRs were more likely to secure reemployment after retrenchment.  

In the conclusion of the report, MOM said: "While the labour market continued to expand, the pace of employment growth has slowed compared to a year ago. Economic headwinds will continue to weigh on the labour market going forward."

"The Government encourages employers and workers to make full use of available programmes to remain competitive and resilient amidst economic uncertainty. We encourage employers to press on with business transformation and equip their workers for expanded or redesigned job roles. Workers are encouraged to continue to upskill and be open to new opportunities," MOM added.

Well I always check the ground and match with the government policies - old, new or just implemented government policies - to see how well the government policies impact the people directly.

This is to ensure policies implemented are not lip service but actually directly helping the Singaporeans and Singapore residents.

And I noticed, many government policies - some we like, some we are not very happy about (but benefitted the country as a whole) and some are mostly good but may have some gaps need to plug as some people may have fallen through the crack.

Hence, I strongly believe many issues raise in REACH directly benefit Singaporeans and residents as well as the country as a whole.

Last but not least, we must correct misperceptions from the public based on misinformation from social media, individuals with political affiliation or just misinformed public.

Always stick to right facts and credible sources - so that the public overall are not misled.

Too many misled voters in other countries - bring turmoil into the political scene and bring about unstable government.

2. Money lock:-

a. DBS 

- FD lock (very good)

- DigiVault for savings account (very good)


b. OCBC

- saving account money lock (very good)

- but no FD money lock 


Both also no money lock for:

- apply loan online

- extend credit limit

(That means if scammers get hold of victims banking credentials - can apply bank loans or spend its credit card up to maximum limit) - causing victims to incur heavy debts and debt interest.

This needs to be plug - as this is a gap.

1. I give a 9 out of 10 grading to Housing Minister for ramping up bto flats in many estate - new and mature estate in such a short time.

And the subscribing ratio come down from more than 10 : 1 from previous balloting to < 1 : 1 and for the most popular area about 4 : 1.

A very notable improvement for people who need to own flats.


2. However I will like to highlight some gaps that need to be plug:-

a. 5 room flats are in high demand - notice in some areas there are no 5 room flats - only 3 rooms and 4 rooms flat.

Notice 3 rooms flats are very low in demand - grossly under subscribe - will HDB consider offering more 5 room flats based on demand even in popular areas?


b. Income ceiling criteria for bto flats is a concern which I have articulated in depth of the justification that need to scrap the income ceiling criteria.

Hope HDB consider scrapping the income ceiling criteria for bto flats.

Like always, I will often try to check the ground.

About Ceca mass foreign workers, back in 5 years ago, I noticed many foreign workers in the following areas:-


1. Changi Business Park - mainly in IT.

2. Jurong East - mainly in IT and Engineering.

3. Shenton way - mainly in banks and finance.


But last year and this year specifically, I check the following areas again - and I discover a noticeable drop in foreign workers notably from Ceca.


1. I travel along the Changi Business Park and MRT lines - I did not observe many white-collar foreign Ceca workers. 

(5 years ago or more, I see many).


2. I went down to Shenton way a few times, also see a noticeable drop in ceca white collar foreign workers as oppose to few years ago when I see many.


3. I went to IMM a few times this year and last year, same observations - noticeable drop in ceca foreign workers.


4. I went to SBI bank in AMK - few years ago, all Indian nationals including bank manager and RM Manager.

Last year and this year, I went to the same bank, bank manager and RM Manager are Singaporeans Chinese, counter bank clerks are make up of Singaporean Chinese and 3 Indian nationals.

The auntie that serve drink and clean up the bank is a Singaporean Chinese.


Hence based on my observations, I conclude that the foreign workers quota dependency ratio do work - and the misperceptions that Ceca is chasing away local jobs is a past perceptions.

There could be some isolated and few cases - but at national level, this is my observations.

Unless someone can produce recent photos, videos, or credible sources, news or statistics to prove my observations is wrong.

Else I stand my ground that ceca problem is based on past perception - but not a major issue now.

He told me that many of his Indian nationals country mates from different industry sectors need to leave Singapore after their EP and WP permit expires.

I hear this from the horse mouth.


And after I heard what he said few years ago, I specifically do physical checks as I mentioned above.

This indian national RM also no longer with the SBI bank - I believe he went home.

So I cannot accept the current arguments and perception that Ceca is taking mass jobs away from local Singaporeans.

Unless I am proven wrong by real sources and real statistics.


Don't present 2019 obsolete survey from not credible sources or quote some dubious social media.

There are no loss of jobs to locals.

The latest MND announcenent of the short term lease project for public housings is one good idea to expand further in the case of a young and single adult who is living with their ageing parents and aspires to book his or her first BTO and same time wishes to live on their own.

The three months lease period should be flexible to stretch to 360 days or four quarters. Should there be valid reasons due to the delay in the BTO process or construction, a further extension of the lease would be granted on a six months basis to these affected tenants. Other exceptions need further discussions and determined by MND. The rental adjustments will depend on the supply and demand of the general rental markets on a year to year basis.

Singapore has seen an increase in COVID-19 infections over the past two weeks. According to the Ministry of Health (MOH), the estimated number of COVID-19 cases in the week of Nov 26 to Dec 2 rose to 32,035, compared with 22,094 cases in the previous week. 

Major retailers are reporting a jump in the sale of items related to COVID-19 such as masks, ART kits, as well as cold and flu medicine, with figures ranging from a 20 per cent to a 50 per cent increase over the past few weeks.

📌 Antigen rapid test (ART) kits

MOH said that it maintains a stockpile of ART kits and will release it to support retailers if the need arises. It advises the public to purchase ART kits in quantities that are sufficient only for immediate needs.

MOH has urged the public not to hoard ART kits as Covid-19 cases spike here. Retailers and pharmacies here have a sufficient supply and have placed fresh orders to meet growing demand.

📌 Hospitals are monitoring Singapore's Covid-19 situation

While MOH noted that the numbers of hospitalisations and intensive care unit (ICU) cases are not as high as they were during the pandemic, and there is no indication that the variants circulating locally are more transmissible or cause more severe disease, the rise in cases has added to the workload at hospitals, which are already busy.

The National University Health System (NUHS) and SingHealth said on Monday (Dec 11) that hospitals in Singapore are monitoring the COVID-19 situation in the country closely and are ready to increase their capacity if needed.

The NUHS spokesperson added that only people with serious or life-threatening emergencies – such as chest pain, breathlessness and uncontrollable bleeding – should visit the emergency department as this allows those in need of emergency care to be attended to quickly and helps to preserve hospital capacity for those who truly need acute hospital care.

Deputy Prime Minister Lawrence Wong said in a Facebook post on 11 Dec that information circulating online that the Government is planning to reinstate a circuit breaker is false. He also said posts and messages showing him endorsing commercial products were deepfakes. “These are all falsehoods,” DPM Wong said, urging the public to “stay vigilant and discerning online”.

Previously when I use Google search, I take longer time to understand a new topic.

Also, previously, when I need to learn how to encrypt using VPN, I need to google search various configurations and try it on a simulator.

It took me a couple of days to make it work including testing.

Now I just use the appropriate prompt in ChatGPT, it generates a working copy in seconds.

And when I test it, it is very close to what I want with minor changes.

So AI cannot replace jobs - because will need humans to interface with live systems (cannot let AI ChatGPT interface with live systems - as the live systems will go haywire).

But AI ChatGPT do shorten development work phenomenally and improve productivity growth phenomenally.

Simply to answer all of these doubts in sentence is simple thinking.  In a highly complicated and complex world we are living in now,  how can human continue to live in many uncertain moments in time?

Just a few countermeasures to consider: You win or lose, you live and die; don't be overly worry/stress/fearful and live the moment and now. As for tomorrow, have courage and be brave to face it whether is going to be worse-off or better-off. It is today that matters most, who knows about the future, live your life to the fullest!
