In an interview at the World Economic Forum
(WEF), Minister for Communications and Information Josephine Teo said Singapore
pledged to strengthen digital inclusion – where people have access to digital
technologies and also the skills to use and benefit from them in their daily
lives.
Specifically, Singapore committed to improving
digital capabilities and making digital services more usable for one million
people as part of the WEF’s Edison Alliance which aims to speed up global
efforts to strengthen digital inclusion. The Government will consult various
groups that work with communities on what enhancements are required to ensure
that “digital Singapore is for everyone”.
�� What are your views on Singapore’s digital
inclusion efforts? What are some skills needed to navigate the online space,
and how can individuals be more digitally savvy?
Asked what skills are needed, Mrs Teo gave the
example of how people need to be able to discern fact from falsehoods
online.
Singapore has rolled out various initiatives to
equip Singaporeans with digital skills and help bridge the digital divide over
the years, including the Digital for Life movement which was launched in February
2021.
The strong consensus among WEF participants on
the need to strengthen digital inclusion was one of three main takeaways for
Mrs Teo. She said there was also a strong appetite for cooperation with
international partners, as well as considerable interest in Singapore’s
approach to promoting trust and improving safety “as the overall foundation for
technology governance”.
For instance, there was interest in Singapore’s
Cybersecurity Act as well as new laws to tackle online harms which
will take effect in 2023, added Mrs Teo, who is also Minister-in-charge of
Smart Nation and Cybersecurity.

less useful. This isn’t great for the elderly as it is harder to navigate a
phone (harder to read; not everyone has a smartphone). Even for those of us not

as we get older if the world is entirely digitised. So my view is it is good to
encourage efficiency but there must still be a way to access services in person
or by phone call.

- During COVID period, I remember a stooped old lady lining up to see
HDB counter staff. She was told she needed to have an appt. 'How to get an
appt?' she asked. She was told she should go onto the Internet, by the young
usher. She asked in Hokkien: Simi si Net? (What is Net?) There were other
elderly in the queue.
- In our haste to digitise, we must help those with traditional ways
of face-to -face service for the many who have no way to keep up.
- I must mention there are also those well-educated elderly, set in
their ways who insist on writing cheques & reject digital banking (like my
boss, aged 80+) due to tech-phobia.
- I myself have found e-services on most govt websites hard to
navigate. UX is so unintuitive, I sometimes wonder are the agencies trying to
avoid customer contact?

1. First we need to examine the
benefits of digital savviness and digital immersion and digital inclusion - eg.
Economy, Business, Jobs, Social, Environmental, Medical, Our Very Existence -
how Universe are created and evolved, how living things and human civilisation
evolved.
2. Singapore digital inclusion
efforts - that cover not only the business, employment, education,
eTransaction, eCommerce, eBanking, robotics, AI, autonomous system but also
social interaction, social compactness, entertainment and digital media.
3. Singapore digital inclusion
efforts should also cover the danger that come with digital usage :-
Eg. cyberattacks, digital scams,
ransonware, AI taking over jobs etc.
4. Individual skills will need
to cover web access through laptops, servers; mobile apps access, through
smartphones etc using wireless access through association with 5G, 4G, WiFi,
Bluetooth, Near Field Communication (NFC) etc, understanding of web security
eg. multi-factors authentication eg. OTP (One-Time Password), digital token, QR
code, etc.
5. Individual digital skills
also need to be able to ascertain true online news versus fake news through
many sources verification.
Communication platform eg.
Whatsapp, Telegrams, Social media platforms, Video Conferencing tools like
Zoom, Whatsapp, Telegrams video conferencing etc --- is also a needed skills to
enable digital communication.

Businesses and Public service need to
build a trusting relationship with all customers (consumers or citizens) and
hopefully over a longer period of time becoming a trusted relationship. How
safe will the personal data be? It is no longer a "what if" situation
but it will certainly happen to the breach of millions of personal information
that may lead to unintended consequences such as scams!

So how secure will these digital
transaction platforms be? How safe are these layers of protection …

There should be an advisory team to help the oldies subscribe to a service that
suit their needs. Or give them 3 months grace to terminate their contracts
without penalties.
In my neighbour’s case, a retired, elderly
person, hdb dweller, singtel upsell him mobile and broadband services costing
him about $60 a month recently.
He only use broadband occasionally for
bank transactions. A $5 senior mobile plan with mobile hotspot sharing would
serve his needs.
Switched him off singtel mobile plan but
he is still stuck with his broadband contract.

and demand side of commerce. The link for social and keeping in touch is
convenience and instant even though we may be ocean away. It now allows WFM and
remote access , entertainment, instant news and rumor etc and practically all

hackers include state sponsor hacker on national & local infrastructure (my

acquire digital skills, Minister Josephine Teo should focus on what is lacking
that causes them to be excluded. For example, banking apps are only in English
so senior citizens who are not competent in the language can’t use these apps
for banking and payments.
She also cites that
97% of the eligible population have a SingPass account. However, I’m sure a
large proportion of senior citizens get a trusted person to operate their
SingPass for them. My in-laws are Chinese speaking and their children are the
ones operating their SingPass account. Again, this is because the SingPass app
is only available in English. Why not make it available in Malay, Chinese and
Tamil?
But even if these
are available, senior citizens are fearful of online scams and do not know how
to distinguish between real information and scams. Therefore, the easiest way
for them to manage this risk is not to go online.
So there’s a ceiling
to how much digital inclusion there can be because some people choose not to
and the government should respect that. Therefore an offline option should be
provided for those who want to be offline instead of forcing everyone to be
digitally included.

quantum computing is progressing.
2. China say they have
successfully developed quantum computing - with capabilities to be able decrypt
all traditional digital encryption using binary bits. Such as RSA, 3DES, etc
encryption with very strong key.
Though western computing
scientists dispute such claim, they acknowledge that China computer scientists
have make significant breakthrough in quantum computing.
3. Essentially quantum computing
make use of atomic and subatomic particles for computing taking advantage of
quantum mechanics such as qubit, quantum superposition, quantum entanglement of
all opposing states eg. 00, 11, 10, 01 - that can break traditional binary bits
of 0 or 1.
4. Hence our computer scientists
will need to ramp up our knowledge in quantum computing - to ensure our cybersecurity
in military, government, internal security, banking, business, individual
computing can be secured and not break by quantum computing.
