At a masterclass on disability-inclusive hiring at the Istana on 2 November 2022, President Halimah Yacob said that employers can do more to open up job opportunities in sectors other than food and beverage (F&B), hotel or kitchens. While there have been increases in hiring in the hospitality and F&B sectors, sectors such as tech, logistics and healthcare have only started opening up to hiring people with disabilities.  

๐Ÿ’ฌ What are your views on current efforts to support people with disabilities (PWDs) in finding employment? 

Speaking at the event, Madam Halimah also highlighted that PWDs may require adjustments such as assistive technologies to help workers with disabilities in their jobs, adding that such adjustments are not costly and that there are government schemes to help employers put them in place. Madam Halimah also noted that there is government funding support for employers of PWDs such as wage offsets of up to 30% through the Enabling Employment Credit for each Singaporean employee with disability earning below $4000 a month.

Efforts to help PWDs fall within the larger framework of the Enabling Masterplan 2030 (EMP 2030), which is a road map released in August 2022 to support persons with disabilities and enable them to contribute to society. The road map outlines the aim of having 40% of working-age PWDs employed by 2030, up from about 30% between 2020 and 2021.

In addition to the stated aim, EMP2030 also laid out initiatives for employers that would move the country towards this goal. Most notably, it recommended a task force to design alternative employment models for PWDs like micro jobs and temporary tasks. This task force will also attempt to increase the number of organisations that commit to being inclusive through the Enabling Mark, which recognizes organisations that have inclusive practices for PWDs and the Enabling Employment Pledge, whereby employers signal their commitment to support PWDs at work.

Yes, can Workfare (or purpose created one) pays the CPF portion of employer? It is to further encourage organisation whether is for profits or not, to rethink and employ our handicapped to SIMPLE jobs ahead of the 2030 and breakthrough that 40% barrier!

Do we need expertise and or employ ESG expertise to reformulate one organisation and follow through this green path? Yes!

Reduce power usage, water usage etc. reduce and rethink difference sources.

How is Singapore going to become a more inclusive society when we keep killing generations of people with disabilities like down syndrome through abortion?

The impetus for creating pathways for success for those of us with special needs must have as its precondition enough people to necessitate those pathways. But as a culture we actively see these precious people, often as liabilities and burdens to be catered to, rather than individual lives of incredible potential.

Not having these diverse people among us makes them more and more invisible and, we’ll always be in an out-of-sight out-of-mind mode where they and their families will have to struggle by themselves.

How to start Conditioning people to see our PWDs are ok and able people?

Ms Sumiko Tan or Ms Grace Ho, both are established household names and well know ST journalists. The duo have strong readerships/followings within their reach and access! Are there similar good journalists in the Chinese, Malay and Tamil newspapers, please rope them in too!

How about interviewing our PWDs whom are presently employed?

To show society at large that it is chill and cool to engage our PWDs to the workplace!

What are theirs challenges and failures along their life paths and importantly who gave them the inspirations and who willingingly employed them? And what were their feelings now and then? Anymore imp…

Employer Perspectives?

Employing PWD can be a lifetime commitment to an organisation? Why so?

Simply, the PWDs don't quit unless otherwise for whatsoever reasons because they are socially immobile to begin with.

Hired and fired a PWD, are there existing labor laws to protect them and are these rules FAIR to both employer/employee with disabilities?

How and when situation arises to let go a PWD? What are the follow up interventions to find another job for her/him?

Afterwords:

The future?

An aging workforce, soon many workers will age and what if some becoming disabled as age passed on. How, what and where helps will arrive for such unfortunate aging seniors?

Social Objectives

Supporting PWDs disability to find employment will meet the following objectives:-

a. PWD disabled can find meaningful jobs to feed themselves and for their families - providing them a sense of self-worth and self-sustainability.


b. Society burden or tax burden to provide financial assistance to disable persons if they are unemployed will be alleviated.


c. Business facing labor shortage - will have a new source of labor supply to tap on. 

Also business who have social objective in mind to help the less fortunate - will have the opportunity to provide employment to the PWDs.


d. It is an inclusive policy to actively embrace the disabled group so that they will not be neglected - a good way to win support for the Government.

Challenges of providing employment for PWDs and solutions need to overcome them

1. However, for business to provide jobs for the PWDs disabled, there will be challenges that will need to overcome :-


a. Business must be confident of doing well - before it have the buffer to help the PWD disabled by providing jobs.

A struggling business with problem making end meet - will have problem providing jobs for the disabled to fulfil the social objective.


b. Business must have a strong sense of helping the less fortunate - inherently ingrained in their corporate culture. Because business no matter how profitable but with no inherent ingrained corporate culture to provide jobs for the disabled - will not have the stamina and merely providing a lip service - because business will need to transform recruitment, work process, supervisors that know how to compassionately managed the disabled, motivate disabled to do their best and satisfy customer demands.


c. The following conditions must also be available to ensure PWD disabled employment are successful :-

i. Government must have a dedicated education institute that trained PWD disabled to ensure they have the right skillsets required by the business.


ii. Government must ensure there is a PWD matching to jobs - in a partnership between the training institute and the business whereby :-

- Business provide a pipeline of internship program year after year to the disabled - to ensure the PWD can fit into the organisation - and upon graduation, land a permanent job with the hosting business.

- To encourage more business to join this PWD matching programme - government can provide salary grant to each successful matching - to subsidise the business.

- Depending on the type of disability, business will need to modify the workplace so that the disabled can perform their work. Government grant to modify the workplace will enticed more business to participate - to cover the cost needed for modification.

For who?

First $40,000 to the next $40,000 

The current tax for this category of personal income tax  is 7% after all deductibles.

Just in case the global economic situation comes to a slogging phase in Q2/2023, proposed to revise downwards to 5% for these taxpayers.

What's the impact?

What's the net benefit for this group tax payers?

Current at 7% x $40,000 = $2,800 tax payable

Proposed 5% x $40,000 = $2,000 tax payable

Net tax savings will be $800 per taxpayer.

Criteria?

All citizens in this income category regardless of single or double household income.
