OSC scope will have to be carefully crafted. Ideally it should still be parents who restrict their children from the internet. You can apply this law to singapore's network, but the internet is global. What are you going to do? How much do you think you can compel international platforms to reveal their data? And even if they do comply, what more can you do? Hunt down the IP? There's vpn layers, it can be from other countries. It really doesn't take away a lot of the potential harms of the internet, individuals have to step up to protect themselves.

As someone who wishes Singapore changes its stance on euthanasia in future, "promoting suicide" has to have specific scopes of getting individuals into self-harm, but not take away from future discussions on this topic, which has been taboo for too long.

Caning for scammers and mules sounds good on paper, but again how effective will it be when most of them are from foreign lands? This will be applied mostly on mules locally, some of whom are pretty clueless that they are even being used as mules. Then again, syndicates can just entice more females instead since our law is gender-biased.

1. Notice that with introduction of more dedicated cycling path on the neighbourhood, some cyclists and pmds have tendency to ride very fast.



2. I witness a few occasions of such incidents.



3. An old Indian man is walking down a stairway, and then suddenly a pmd ride very fast almost bang into him.

I look at him and he look at me.

I asked him is he ok, he say he is alright, just get a big fright.

He say why all these riders ride so fast and don't look out for pedestrians on the walkway.



4. I also witnessed 2 young boys racing each others on a cycling path - which I estimate could be 50 km per hour - and they are jostling one another while trying to out race one another.



5. I noticed that before deploying the cycling path, such behaviours are less often sighted.



6. But now with separate cycling path and pedestrian path, more such dangerous behaviour are frequently seen.

8. Another thing deserves mentioning, AI has triggered many CEOs to fire workers to be replaced by AI automation and stop hiring of fresh graduates – fully relying on AI to take over workers' jobs.

But my understanding from my close circle's children are, though they graduates not too long ago, they are hired and have been using AI pervasively in their jobs – and according to them, productivity is really high as it makes their jobs easier, faster and processes information and facts on a bigger scale.

10. They are either in Government, Research fields, IT line, AI line, Finance, Medical field, Lawyer, Engineering etc.

11. So I come to the conclusion that our Government, Business and Union do actively ensure business and organisation are deploying AI as productivity tools to help workers increase their effectiveness and efficiency rather than replacing workers.

Singapore approach effectively deploy AI as a “techno-optimist” mode like in the past years exploiting computers, Internet and digital e-commerce and transaction to drive up workers productivity – which have make up of 18.6% of Singapore GDP, $128 billion (Source :- Google AI) – a significant amount.

12. In the US and the West, AI are deployed as a “techno-pessimist” mode to replace workers.

Because US has invested $40 trillion in AI, data centres, chips, LLM etc.

To generate the revenue and profit to match the $40 trillion in a short space of time, CEOs of Big Tech take the easy way out to chop workers and stop hiring to save salary cost, boost earnings – to appease investors that their investments are not in vain.

Foreign Governments unlike Singapore are not proactively redesigning the approach of keeping workers, training workers to exploit AI to improve productivity and keeping their core workforce the mainstay of their Economy.

13. No jobs means no income, even if AI produce huge output and goods, no workers, no jobs where got income to buy their goods and keep their business profitable and the Economy afloat?

14. CEOs and Business only look at their balance sheet, profit and loss as their KPI are measured quarterly in the stock market.

But do they look at the bigger Economy, where their customers are, where are the purchasing power etc --- which is the domain of the Government if the Government fold their arms and not reshaping their domestic workers to exploit AI by fully relying on their CEOs to do what they want – in the West? Notably US?

If the whole economy has many jobless workers, where got money to buy the CEOs' AI produce goods?

How their business going to be profitable?

CEOs hurt the worker jobs, it turn around to hurt their profit when they cannot sell the AI produced goods to anyone.

Use AI to replace workers - to recoup the large investment in AI. AI investment in US is enormous $40 trillion. Eg. Nividia $5 trillion, Microsoft about $4 trillion, Google, Amazon, Meta, Tesla, Salesforce, AMD, IBM etc all couple of trillion if not hundred of billions.

How to recoup the AI investment short of firing workers to save on salary cost?

But fail to see that when no workers working, there will be :-

1. No income

2. No purchasing powers to buy AI produced goods.

4. Even big tech that employ AI won't be able to prosper if economy and employment are in doldrums.

For the lower income, they have less to lose. The more desperate for money someone is, the more they are willing to try unconventional means of income, and then less they care about bankruptcy. Someone who is thinking about how to put the next bread on the table won't worry about bankruptcy.

Also, bankruptcy doesn't cause people to become poor, people who become poor declares bankrupt, the order is flipped. Bankruptcy is used to resolve debts, and places restrictions on a person until the debt is resolved. You can't place someone not in debt into bankruptcy, there's nothing to end the bankruptcy then.

I would worry less about the actual punishment, and more on how we can actually enforce the law. It doesn't matter how bad of a punishment we set, when we cannot enforce it on overseas syndicates.

I think for overseas syndicate, more and more countries have signed agreement to dismantle scam centres and arrest scam chiefs.

The recent Prince group - US activated arrest.

A few big scam chiefs and scam centres in Cambodia, Mynamar, Thailand, Laos, Taiwan, HK also dismantle and joint operations by many countries police operations influence by China to make arrest.

Hence if all countries cooperate and with strong deterrents and punishment, I think scams can be greatly curbed and reduced.

1. As for the OSC, as long as the Bill in Parliament for under 18 years old are passed, there is little public need to do.



2. Because all the control are done via the OS level - Google Android parental control and Apple iOS parental control.



3. Children upon registration with the Telco service providers upon producing IC will have their smartphone OS set with parental control for children 18 years and below.



4. Once done, children devices will have restricted access to harmful internet.



5. Attempt to circumvent the parental control is fruitless because it is done at the OS level.



6. Even installation of VPN in the children devices are not allowed as OS with parental control has limited administrative rights.

Installation of mobile apps through the play store also not possible unless authorised.



7. I have tested many ways including doing factory reset (the nuclear option) - but are stop by the OS level restricted rights.

But this is only for good times.

But when COVID hit, bird flu hit, pig swine hit, most of the supermarket shelf are wipe out of food and we panic.

Only local produce food can save us.

Teacher’s non teaching workload have significantly increased, whole MOE constantly seek for feedback from teachers on the ground. With the presence of school leaders, it’s almost impossible for teachers to give candid feedback.

Even with DGE coming to school, they are escorted by school leaders, no one will dare to give real feedback.

Climate survey, if it’s not tied to actual performances of the leaders that you’re surveying for, no real change will happen.

Desmond mentioned about giving school the autonomy to roll out initiatives slowly.. school leaders, KPs will still come up with whatever initiatives to boost their own portfolio. E.g. they name themselves advisors in events and get credit for all the work that the teachers have done.

Unless Desmond and his team walk the ground unannounced, unfiltered and unescorted, he will not know what’s truly happening on the ground. When senior leadership come to schools, school leaders will just put up a good show, and “force” staff (sending email reminders to say what you should and should not do) to say nice things.
