PM Lee said in a statement yesterday (23 May) that a review will be carried out on the rental of the Ridout Road properties by Minister (Law and Home Affairs) K Shanmugam and Minister (Foreign Affairs) Vivian Balakrishnan. The review will be independent of the ministries and agencies both Ministers supervise. 

PM Lee added that the review, to be led by SM Teo, must be done to ensure that the Government maintains the highest standards of integrity.

💬 What are your views on the situation, and the Government's efforts to ensure integrity and maintain trust in our Government systems? 

Over the past weeks, discussions had emerged over the circumstances by which Min Shanmugam and Min Balakrishnan came to be the tenants of No 26 and No 31 Ridout Road respectively. This came after Reform Party chief Kenneth Jeyaretnam published social media posts over the market rental price for the two colonial bungalows.

The Singapore Land Authority (SLA) had then responded in a statement that both properties had been vacant for several years, and the rentals were done in full compliance with the relevant SLA procedures.

Following PM Lee's statement, Min Shanmugam said he had suggested an independent review to look into whether there was any wrongdoing. He added, “We need this sort of approach, regardless of who is involved, to make sure the system operates with integrity. We cannot let doubts about the integrity of ministers fester and be left unaddressed”.

Min Balakrishnan also told reporters that he was very glad that PM Lee agreed to have this review, and to publish all relevant facts and findings before we have a full debate in Parliament. 

The findings of the review will be made public in time for the Parliamentary sitting in July.

1. Short of detail information, the 2 bungalows are State property - that are rented out for short stay and recreation - I believe.


2. The bungalows are not sold to and own by the Ministers.


3. If proper procedures are followed and rented out - be it Ministers, CEO, or common man in the street.

I don't see how this is a breach of integrity.


4. Ministers are also humans just like any of us - who earn their worth and should not be penalised - for them and family members from enjoying lives after work - through legal and proper means.

What is wrong for someone be it the Ministers or any man in the street rent the holiday bungalows for a short stay to recuperate or to relax?


6. Previously, some government agencies, private enterprises also bought some holiday Bungalows for staff to rent during their annual leave to relax and recuperate.


The stay is fun and such colonial bungalows even have paranormal encounters at night - making the stay more adventurous, fun and yet frightening.

If I am not wrong, these colonial bungalows are rent out by years.

SLA won't waste time doing hotel management to rent out by days or weeks.

Individuals or organisation usually rent it and is a recreation stay.

Organization will let staff book for a few days stay when they take annual leave.

I also once have book a stay in one such Bungalow - fun but frightening.

PM pay about $2 million per annum.

Ministers pay about $1 million per annum.

MP allowance per month less than $15,000.

Our highest pay CEOs easily $15 million a year.

Singapore has been extraordinary chiefly because of extraordinary leadership.

Part of this was because of our unique scholarship system which groomed the best for the civil service, and some of them moved into politics. Part of this was because the government started to pay well.

But even with good pay, it has been hard to attract the best people from the private sector to join politics.

Ministers Shanmugan and Vivian were two exceptions. Chaps who gave up lucrative private careers to enter Government.

They made big financial sacrifices. It is well known that Shan’s first year Ministerial salary wasn’t able to cover his previous year’s tax bill. Over the last decade, his financial ‘sacrifice’ was probably upwards of 45 million or more (6 as a lawyer minus 1.5 as a minister. Probably more, because a private citizen can invest in many more business opportunities).

But it isn’t just about money.

Over the last week or so, we have seen these two ministers being doxxed and harassed. Everyone now knows where they live.

And for what? I am 100% certain that the ministers followed proper process. I am also confident about the facts I laid out in the last few days : pre-Covid, black and white houses catered to a niche demographic. Rentals were a fraction of privately-owned GCBs, because very few people want to live in 100 year old houses they cannot refurbish.

Things have been especially bad for Min Shan. Over the years, Shan has taken the unenviable role as the ‘tough guy’ in the cabinet. He hasn’t been afraid to push unpopular policies, or to take on anyone he feels threatens the welfare of Singaporeans.

He made many enemies, and everyone of these have come out of the woodwork and taken a stab at him. They are cowards.

The inquiry will show that the Ministers did no wrong.

But the damage would have been done.

Financial sacrifice is one thing. But to put yourself out there, and become the victims of vindictive witch-hunts is another.

MINISTERS’ salaries are raised for the first time in independent Singapore, from $2,500 a month to $4,500.

Their wages were previously frozen to set an example of wage restraint for other Singaporeans in the young country.

Prime Minister Lee Kuan Yew tells Parliament that the salaries are being raised because he wants to appoint newly elected MP Hon Sui Sen, who used to head the Development Bank of Singapore, as the Finance Minister.

Earlier that year, Law Minister E.W. Barker had asked to leave politics as he could not afford his mortgage, which was based on his former income as a lawyer.

It is ‘not fair’ and ‘unrealistic’ to ask ministers to earn a wage ‘out of all proportion to what they were earning outside the Government and whose family needs are also pressing’, says Mr Lee in Parliament.

Also, it will be impossible to attract men of integrity and ability to become ministers with the existing pay once the current ministers leave office.

His own pay will, however, remain at $3,500 to demonstrate his commitment to the policy of no wage increases without productivity growth, he says.

An impending pay rise for ministers is announced in December.

Prime Minister Goh Chok Tong tells Parliament that while he cannot pay ministers what they would earn in the private sector, the pay must still be such that the younger generation would consider it worth sacrificing their previous comforts and privacy for.

Extensive revision of the salary structure for ministers and civil servants. Junior ministers’ pay lags behind at just 10 per cent of the benchmark. The benchmark itself is found to be too narrow and unrepresentative.

The benchmark for a junior minister’s pay is changed to two-thirds of the median income of the top eight earners in six professions.

The new formula considers a broader sample – the top 48 earners instead of the previous 24. And to avoid being skewed upwards by a few extremely high earners, it uses median instead of average income and only considers half of the stock options awarded to the top earners.

The previous fixed salary points for ministers are converted to salary ranges. Junior ministers are now appointed at the MR4 range, a system still in place today.

The variable component of ministers’ pay is increased from 30 to 40 per cent. This way, a larger part of a minister’s pay will depend on his performance and the state of the economy, said Deputy Prime Minister Lee Hsien Loong.

For the first time, a new gross domestic product-related bonus of up to two months is introduced under the ministers’ variable pay. It will later range from zero to six months.

The performance bonus of ministers also rises to five months’ pay, from an average of four months’ pay.

However, the President, Prime Minister and Senior Minister remain at fixed salary points and receive fixed bonuses.

After the revision, the Prime minister receives a yearly pay of $1.94 million and a junior minister, $968,000.

Again, the topic is hotly debated in the House. Many MPs criticise the timing of the raise, which comes after a transport fare hike and when workers’ CPF cuts have not been restored.

The Contestations of Ideology and Reality?

The old school of thinking was to pay one's worthy effort for a tale of silver or less than, that's it! The modern thoughts of compensation 新加坡总统批准。老师,谢谢! to pay according to the contribution of a person's effort in creating economics and non economics (包山包海) benefits to an organisation or larger circumstances; it's more than monetary rewards, it can also include a small stake in the organisation or free accomodations and other incidentals cost of living; all are merits! 

Are there real concerns with the new ways of compensation with exceptional circumstances (特殊情况) with it an individual or a group of individuals are continuously contributing to the betterment of the larger others. Wouldn't any enterprise do the same things to retain their Talents and one commonality in retaining your valuable talents is through perks otherwise known as entitlements and privileges. It's about competition, talents and productivity at all levels of a nation. 

Anything wrong doings, that is Integrity, Honesty and Merits? Or no issue at all!

Is there a committee for Privileges, Entitlements and Governance?

If not, it's timely to form an independent Council called PEG?

Perhaps, going forward, for the sake and sanity of governance of such Public sensitive issues; including executives from the attorney general office, auditor general office and Members of Parliament. A Council comprising up to 30% are members of the public who are non-partisan nor holding any public or private offices and no ex- civil servant nor ex-politician in it. 

Simply, up to 30%, are members of the Public with nil conflict of interest to all! These members of the public do not need a PhD nor masters degree to be admissible into this Honorable Council.

All Members must be citizens by birth and reside in Singapore for the minimum last twenty years and age between 40 years to 80 years. 

Appointment wise, for all members to serve a maximum of two terms and each term lasted four years to be vetted and appointed by the Parliament and approved by the Office of the President.
