There can be a buddy system in school, in work, in community, in religious institutions to check and counter-check one another to spot people if they have radicalized thoughts.

In a small country like Singapore, this is possible and spotting radicalized people should be possible.

There also be mentor system and cross-mentor system to complement the buddy system and cross-buddy system.

All this will form an inter-lock mesh checking system - that will be able to spot radicalized individual.
