Depending on what the person does, their actions may cross into criminal offenses:
Public Nuisance: Under the Penal Code 1871 and the Miscellaneous Offences (Public Order and Nuisance) Act, acts that cause annoyance, danger, or obstruction to the public or lawful performers can be prosecuted as a public nuisance, carrying fines or imprisonment.
Intentional Harassment, Alarm, or Distress: If an individual verbally abuses, harasses, films aggressively, or intentionally intimidates the busker during a performance, it can constitute an offense under Section 13A of the Miscellaneous Offences (Public Order and Nuisance) Act.
Disorderly Behaviour: Shouting, creating a scene, or provoking a fight in the immediate vicinity of a public place is illegal.
What Buskers Can Do
If a member of the public disrupts a performance, the busker should:
Prioritize Safety: Avoid escalating the argument.
Contact Authorities: Call mall/venue security or the Singapore Police Force if the person becomes aggressive, refuses to leave, or harasses the performers.
Report to NAC: Document the incident (such as taking note of the time, details, or police report numbers) and inform the National Arts Council if it affects adherence to the busking scheme guidelines.
