Parliament will sit today (22 Sep) at 11.30am. Three ministerial statements regarding Singapore's position on the humanitarian crisis in Gaza will be delivered. Parliamentary questions regarding Singapore's enforcement on vaping, the recent train disruptions and bullying in schools will also be fielded today.

📌 Humanitarian crisis in Gaza
Singapore supports a two-state solution and the immediate need for a ceasefire. Earlier this month, Dr Balakrishnan "stressed Singapore’s firm belief that a negotiated two-state solution, consistent with the relevant United Nations Security Council resolutions, is the only viable pathway to achieving a comprehensive, just, and durable solution to the longstanding conflict".
Several MPs had submitted several questions on this issue such as whether Singapore is reconsidering its position on recognising Palestinian statehood, as well as its efforts to deliver food to children affected by the Israel-Hamas conflict.
Foreign Affairs Minister Vivian Balakrishnan, Senior Minister of State for Foreign Affairs Sim Ann and Acting Minister-in-charge of Muslim Affairs Faishal Ibrahim are set to address these questions in their ministerial statements.
📌 Rail disruptions
There have been 15 incidents in the last three months, and MRT reliability in the past 12 months has fallen to its lowest level since 2020. It was announced on Sep 19 that a rail reliability task force comprising the Land Transport Authority (LTA) and train operators SMRT and SBS Transit will be formed to address service disruptions.
Some MPs filed questions on the recent spate of train disruptions. Mr Louis Chua filed questions seeking responses on the number of regulatory breaches made by each of the rail operators, and the corresponding financial penalties. Several MPs asked for an update on investigations into the causes of the various breakdowns.
📌 Vaping
Singapore has stepped up enforcement efforts against vaping in recent weeks. Harsher penalties for vaping offences came into force on Sep 1, with etomidate - the anaesthetic agent that has been found in vapes - listed as a Class C drug under the Misuse of Drugs Act.
There were 11 questions on vaping, with MPs seeking updates on enforcement action and the latest figures related to vaping offences, including seizures of illegal e-vaporisers and related products at Singapore’s borders. Mr Wan Rizal also submitted a question on additional preventive and rehabilitative measures to deter youth vaping and to support those already affected.
📌 Bullying in schools
There were 13 questions filed on bullying in schools. These included questions on what resources were available to schools to detect and counter bullying, and how quickly schools are expected to investigate and take action after a report of bullying has been made.
Minister for Education Desmond Lee said last month that the ministry will strengthen school policies on bullying and harmful behaviour in the next phase of its internal review.
Ms He Ting Ru submitted a question on whether the Ministry of Education works with external agencies to strengthen trauma-informed and victim-centric practices in schools. She also asked whether there are investigation protocols for educators and whether they are developed with child safety and violence-prevention experts. Ms Charlene Chen asked about the measures beyond training that are implemented to ensure teachers have the time and resources to address bullying without adding to their risk of burnout.

Rail disruptions, vaping, bullying concerns the citizens' daily lives, Gaza issue not so much.
Gaza issues is not for Singapore to decide, and we should only be concerned with how we can navigate the geopolitical tensions around it, which should be done behind closed doors.
Rail disruptions issues need more transparency on the attribution of the root cause. Policy, culture, technical, individual? What are the steps taken to resolve said root cause? Provide something similar to a project timeline, deadlines are needed to apply pressure for improvement. Provide a minimally annual audit review on operational-only aspects related to reliability and publish it for public viewing and scrutiny.
Annectodal feel of public opinion on vaping is positively against it. Can consider providing statistics on vape return, seizures, and rehabilitation to ride on the current public opinion to apply more societal pressure to comply.
Unable to give much feedback on bullying as I'm out of touch with the current situations that students face.

With the current congestion levels, I really don't want more cars added on the road. Public transportation is much more efficient for society as a whole than private, at the cost of convenience for individuals.

I take bus. But one reason i take bus for even one stop is because riding bicycle on road and crossing is too inconvenient and dangerous. What happened to car lite? Maybe if we make cycling for practical use more accepted then can reduce strain on bus and road.
Also ban road cyclists in speedos as they give all cyclists a bad name. Make them pay road tax and coe too for using public roads for leisure

I think we can look at bus frequency as an alternative. Connectivity wise, I think most places can be reached within a single transfer, and there are services that already run somewhat parallel along mrt lines. The biggest issue bus have against mrt is the frequency during off peak hours, and traffic congestions.
Congestions is another topic to discuss, but during off peak hours, some services have to wait for 15 or even 20 mins. Can maybe shorten to 10 mins which is still less frequent than mrt but I think it's more reasonable

What's the rationale behind not sanctioning Israel?
Since we made it very clear that SG position is basically adhere to internal "rule of law" hence sanction Russia
But Israel has conducted unprovoked strikes into Lebanon, Qatar etc since the Gaza conflict began, not to mention them striking hospitals too. Correct me if I'm wrong, don't these also constitute breaking international law?
Won't SG be seen as being cherry picking laws if we don't sanction Israel similarly?

Transport minister can say he would rather last COE go towards PHV but:
There needs to be a level playing field regarding car payments.. Correct me if I'm wrong. PHV can be purchased with 100% loan. But individual car buyers can only take up to 70% loan, 30% cash payment
This is a significant difference in financing, and I won't be surprised if this is a contributory factor into the ballooning COE prices

1. Gaza conflict is a massive humanity crisis.
2. It wouldn't have happen if 2 races and religious groups exhibit tolerance, the desire to coexist, mutual respect and mutual accomodation - in view of the same religious root - the Abrahamic lineage.
3. But unfortunately, the 2 groups are unable to learn the real crux of religions - compassion. tolerance and mutual respect - but exhibit the worst behaviour of humanity - intolerance of one another to the point of "denying the existence of the other group" - and now exhibiting the behavior of "genocide" - each attempt to eradicate the other groups.
4. Start with Hamas taking hostages and killing many civilians and military personnel - in terrorist attacks - to deny the existence of Israelis.
5. And reciprocal attack by the far right Israel cabinets - that have gone too far, for too long - employing indiscriminate bombings that kill many innocent civilians, systematic hunger deprivation and denying shelter for civilians and systematic driving civilians out of their settlement.
6. Both their religions that preach wholesomeness of humanity are completely disregarded - but the most cruel, ruthless and evil form of humanity rear its head with impunity --- totally appaling to watch.

If the place of Israel, Gaza and West Bank are the so call "holy sites" whereby their respective religions preach - then ideally, both groups should coexist peacefully and in harmony with representation in the Government - because they are worshiping the same Divine root - the Abrahamic lineage though with different branches - different prophets.

Why can't both groups respect one another, coexist in harmony and accord one another spaces to worship and build a better future for their respective communities through education, jobs and welfare - as one united people regardless of race and religion based on justice, equality and prosperity for the progress of one Nation?
9. Then there is no need to go through the painful process of negotiated settlement to carve out terriories - one part to Israel, another part to Palestine - and both want the control of the "holy places" --- which are bound to fight - when both unable to give and take - as both claim "holy events happen at the same place - and die die both want". Then it will end up using "arm to settle" - who is mighty, who takes.
10. However, if both can mutually coexist, and both share the "holy places" as one family (one Country but 2 different races and religions) - as they belong to "us" or "we" - then no arm conflict will arise.
11. The crux is - both groups refuse to "share" - either mine or none - and this have bring about centuries and decades of conflicts and bloodshed in the name of religions and races - and a supposedly "holy places" has in effect turn into "a living hell".
Where is the holy places expounded by either religions?
The whole world see it is a "living hell".

12. Since both groups are unable to have the Great Compassion (大爱), the Greater Love of Humanity that are expounded by the real crux of religions, then look like the UN have to settle for 2 States - One Israel State and One Palestine State - the 2nd best option.

But the journey to achieve this 2-States Solution will be long and arduous -- because even if lands and settlement are nicely carved out and respected - "the shared holy places" will be a new fighting ground - and will not be possible to settle unless "the Great Compassion, the Greater Love", mutual respect, tolerance, accomodation and Empathy "We" are embraced by both groups.

14. There are multi-level steps to the 2-States Solution :-
a. West Bank is run by Palestine Authority which are recognised by UN and Singapore.
b. Gaza is run by Hamas - the militants and terrorist group that deny the existence or right to exist for Israel.
c. Israel far right groups actively displacing settlement in West Bank and Gaza
(not including the holy places)
a.b. and c. --- will need a political negotiated settlement - to carve out lands and spaces to form the 2-States with respected borders.
If there are political wills and both accept each other's rights to exist - then these political settlement of borders for the 2 States could be reached.
I don't see this happening in the immediate future - but medium and long term could be plausible --- when cool and wise minds rule both groups.
15. The hardest part is who control and managed the "holy places" and allow both groups to worship and pray without animosity to either groups?
This will need both group communities to inherit the real virtues of their respective religions --- Great Compassion (大爱), Greater Love for Humanity, Mutual Respect, Tolerance, Accomodation, Empathy "We".
Without the respective religious leaders of both groups convincing their respective communities working in tandem with their respective political leaders --- there will be no resolution to these holy conflicts - that rattled peace throughout the World - with disciples of the respective religions dwelling in many Countries including Singapore.

1. MRT has formed the backbone of commuter's travelling - in fact more important than bus, taxi, private hires and private cars.
2. Hence expectations of the reliability of the MRT become very high - as MRT is transmitting a high volume of commuters to practically every part of Singapore - safe for the last miles that are commuted through bus.
3. Hence, when the MRT in some sections breakdown, the inconveniences to commuters is very great.
4. But our MRT systems have grow very big and extensive - covering almost every corner of Singapore.
5. Being mechanical, electronics and electrical - under the law of physics and science - components failure, signaliing software failure and faulty modules - in such a big extensive network is bound to happen from times to times.
Any engineers and operators who managed large network - be it rail, train, IT operations, telecommunications etc --- will experience these in their day-to-day operations.
6. As humans, not Divines, we can't stop system, components from failing - but we need to build mitigation, redundancy, resiliency, alternative routes, useful information (such as apps to help commuters, redirect routes or alternative transport system when failure occurs) -- to cushion the inconvenience and impact of MRT failures that occur from time to time.
7. LTA publishing comparison charts on the service availability indicators with reputable MRT system all over the World from time to time is also helpful - to manage commuters' expectations.

8. Having say so, there are few areas that we can look into to help commuters when MRT fault occurs - so that commuters will activate their alternative travel route when a disruption occurs and not inconvenience their traveling to study, work or play :-
a. Hopefully a mobile apps can be developed that show which MRT line is down - red link with a cross and the time of failure.
Then show information on alternative routes via another MRT line(s) and/or bus numbers to each unreachable MRT stations.
Commuters will then can easily hop into alternative travelling route to reach their destination --- this will make Commuters more accomodating to faulty MRT that can occur from time to time.

b. Ensure redundant MRT lines are planned and developed throughout Singapore - as long as fiscal budget permit, sufficient commuter loads to justify the lines, and grounds/lands/spaces/infrastructures permit.
This is the best resiliency and redundancy approach to mitigate faulty MRT line from time to time - as the impact and inconvenience is the least.
However if this is not possible, then more resources such as mobile apps that provide the right info to replacement buses and staff to redirect traffic from faulty MRT stations to the alternate buses will be required.
Periodic exercise will need to be conducted for activation of such replacement buses and staff familiarities exercise on such contingency will need to be conducted.

c. Ensure components resiliency and automatic failover if failure occurs if technologies permit should be designed, procured, implemented and tested.
Eg. signaling software if fail - can failover seamlessly to a backup software?
power failure if happen - can failover to another power source
track inspection - can it be done by sensor everyday after operation to detect fault and then trigger emergency replacement if sensor detect faulty tracks?
d. Publish service availability of our MRT system - in comparison with world MRT systems periodically and especially after a disruption occurs --- to benchmark are we doing ok within the World's MRT benchmark? This will manage the commuters' expectations.
e. The formation of the task force by our Acting Minister in Transport to beef up the redundancy and resiliency of the MRT is a good move. Hopefully, more resiliency and redundancy can be designed to make MRT disruptions not inconvenient commuters as redundant components kicks in transparent to commuters.
If not possible, then alternative routes should be as seamless as possible minimising commuters inconvenience. I think in particular, LRT with less chances of redundant line will need this.

1. I think bullying in schools is quite worrying for most parents - because parents expect their children to be safe in schools, learn knowledge and make friends - not to be physically and mentally bully at schools, beaten up or even threaten with sharp objects.

Disappointing to see foreign minister adopt such a posture:
"We will recognise the State of Palestine when it has an effective government that accepts Israel’s right to exist and categorically renounces terrorism," Dr Balakrishnan said in his ministerial statement.
Should SG diplomacy ever deteriorate and we find ourselves being "conquered" by a much larger neighbour and we need help from the "international community", would we want others to adopt similar posture against us as described by foreign minister?
