Yesterday (23 Oct), DPM Lawrence Wong announced that more than 500 children have benefited from a tool that helps teachers to better evaluate children’s language skills, social perception and other abilities. The assessment will enable PCF teachers to better customise their classroom activities and raise teaching standards.

This tool has been rolled out at 18 pre-schools run by the PAP Community Foundation (PCF), and is part of PCF’s collaboration with the Agency for Science, Technology and Research’s Singapore Institute for Clinical Sciences (SICS) and NUS from July 2023 to June 2025 to ensure that children at its Sparkletots centres are ready for formal schooling.

*💬 What are your thoughts on this new tool designed to support early intervention for children? How can we continue to support our pre-schools to encourage our children to progress together and leave no child behind?*

DPM Wong also announced that PCF will disburse around $4 million in 2023 to help children in lower-income families, providing them with financial assistance, access to enrichment activities and improvements to their home environment.

_*📌 Helps in the early detection of children with developmental requirements*_

Designed as a series of games and questions, the 30-minute screening tool can evaluate a child’s competencies across six vital developmental domains, including general knowledge, literacy, numeracy and executive function, before they are admitted to Primary 1.

Dr Evelyn Law, a principal investigator at SICS, said this approach addresses a critical gap in the current system, where at-risk children are typically identified only when they begin primary school. Thus, they may miss early intervention opportunities, which are critical in preparing them for school.

_*📌Provision of all three mother-tongue languages at all pre-schools by 2027*_

DPM Wong said, “This is an ambitious goal. It is not going to be easy. It will take a few years to achieve because there are not enough educators with the right language qualifications in Singapore.” He also noted that “It is good that PCF is setting high standards, and we hope that over time, all PCF children will be able to get good exposure and strong foundation in their respective mother tongues.”

23/10/23, 10:07 am - +Poh S Lim: The development of this tool is admirable. I hope it was developed rigorously and scientifically. However, I think that holistic development of a child, with home environment considerations is also necessary, as a young child spends significant amount of time at home. The tool is probably more of a cognitive diagnostic tool than a holistic development tool.

23/10/23, 10:38 am - +Kenneth Lee WM: Sounds like a great tool!  Since the tool was developed with public funds, I hope that the tool can be made open to all kindergarten as well and not just PAP run ones.

What to test and how to craft questions or through illustration?

What is the average mental abilities of a 4,5,6 years old? And using average as a gauge may not necessarily be a proven central of fact!

So what is the true meaning of average and how statisticians derived these sacred numbers more often cross referred and referred by researchers and policymakers as the safer spot to land on whether to justify a hypothesis or to approve a policy?

23/10/23, 11:30 am - +Smiley face: What is the meaning of hypothesis if we are searching for the Core, that is the STEM?

How about the fringe benefits out of this Core?

This Quadrangle and why not a triangle? Why?

23/10/23, 11:42 am - +Smiley face: Question #1(for 4 yr old)

Is A = B?

1) ✅ yes

2) ❌ no

3) yes and no ✅❌

4) Don't Know ❌❌

From each answer, each kid mentally differs. Using signs and words.

So what is so important about each of these choices?

Choice vs decision!

23/10/23, 1:43 pm - +Jimmy Chew: Any tool to help them is great.

23/10/23, 1:48 pm - +Kenneth Lee WM: Another thought, use the tool to encourage parents to read to their kids everyday. It would cultivate the child’s love for books which will bring long term results.

23/10/23, 1:50 pm - ☸️  Danny 心:

1. Early identification and early intervention of slow development in certain skills of young children before entering into Primary schools - will be helpful.

2. Correction and development of deficient skills to enable pre-school children to catch up in their 1 to 2 pre-school years before entering Primary schools - will ensure no young children are left behind in their learning formative years.

3. This will ensure more children do well in their education from Primary schools onwards - and become more rounded - not letting some of their deficiencies or slow development hinder their learning process.

4. Looking at the areas in which the tools are used to detect deficiencies :-

a. Language skills - eg. English, 2nd language - ability to speak well and convey the right meanings and intents.

b. Social perception - eg. able to interact with peer classmates, to teachers and others.

c. Numeracy abilities - eg. able to add, subtract simple math

d. Science curiousitiy - eg. curious about science and display inqusitiveness to explore science

etc.

I think the tools must be AI driven that look into the various behaviourial attributes and scientific outcomes of how each children respond.

5. Feel that the tools have the potential to greatly help pre-school teachers to surgically target the specific skillsets each children need to develop - and bring every children up to par and ensure Singapore can develop a more capable student cohorts and workforce across-the-board - and make us more competitive - as well as ensure a higher income labour force with higher value added skillsets.

23/10/23, 1:59 pm - ☸️  Danny 心:

1. Understand that the Government is trying to promote more career pathways other than the academic pathways such as hands-on skill, specialised technical skills etc to fetch higher income - STEM skills (science, technology, engineering and math skills) + language skills (that is needed to read, understand and communicate) --- are still the pre-requisite for every children and adults.

2. For eg. now our Society are very digitalised with mobile apps - which is STEM, and we communicate via English or Mother Tongue --- in our day-to-day life.

3. Hence, good foundation in STEM and Languages is a necessity - not "good to know" skillsets for everyone - be it children or adults --- even though we also want to promote other skill based pathways to uplift the income of skill based career folks.

4. Hence introducing AI driven tools in pre-school to identify and intervene in pre-schoolers deficient skills --- will be a very capable and competitive approach - to uplift the learning experience of every children.

23/10/23, 2:22 pm - ☸️  Danny 心:

1. To elaborate why non-academic career path also needs STEM - not the primary domain of academic career path.

2. There is a need to maintain accounts and finance, add, subtract, multiply and divide money --- which is Math.

3. There is a need to operate mobile apps, mobile payment eg. eWallet (paynow, paylah), Digital Transfer - online banking (as cheque will be slowly phase out).

Use AI such as ChatGPT, Googles, web-based online transaction etc.

Use mobile apps to effect eTransaction, eCommerce ---- and how to use cybersecurity to protect against scammers - which are Science and Technology.

4. There is a need to use tools, automation, machine, robots, drones etc - which are Engineering.

5. To learn these STEM and communicate with boss, partners, colleagues, customers, supliers, public, Government etc - people will need English languages or Mother Tongue.

6. Hence, as Government promote non-academic career pathways, it is important not to get the impression that STEM not important, languages not important.

7. STEM and languages are the bedrock of how we learn, how we live, how we study, how we work and how we communicate.

23/10/23, 5:01 pm - ☸️  Danny 心:

1. But after primary school, where children have established their potential in academic path or skill based path, then those who are more inclined to academic will have deeper dwelling into STEM and those who are more adapt to skill base training or vocational training will deep dive into vocational and skill based training.

2. Likewise when come to decisions to go A level or polytechnic.

3. Those who are more inclined to do R&D will deep dive into math, physics, chemistry and biology, and GP.

Those who are more technology and skill based can deep dive into polytechnic specialisation.

3. But both JC and polytechnic should be given equal opportunities to study universities and graduate with a degree.

23/10/23, 5:16 pm - +Sunshine Pooh: agree on point #3. our local universities have to expand their enrollment to ensure that poly students are given equal opportunities

23/10/23, 5:32 pm - ☸️  Danny 心:

1. Reason being, those who go along polytechnic path are industry relevant.

Whereas those who go along STEM deep dive in math and science are mainly R&D path with heavy emphasis on complex math and deep science.

2. Hence more universities seat may be required for polytechnic graduates if industries need more skill driven education to meet industries need.

3. For those who are extremely talented in R&D, then academic deep dive will be more suitable for them in Universities that conduct alot of R&D stuff.

23/10/23, 5:41 pm - +Sunshine Pooh: Universities are also moving beyond academic and classroom learning to encourage industry relevance thru SEP, year long internships or even GAP year

23/10/23, 5:42 pm - +Sunshine Pooh: Putting a limit or % to intakes from poly or that matter jc goes agst the grain of providing equal opportunities for all.

23/10/23, 5:45 pm - ☸️  Danny 心:

I think NUS and NTU are 2 very research based universities.

With deep emphasis on R&D and hence able to be rank on par with ivy league in the top 20 and top 50.

Maybe the rest of the other 4 universities have to ramp up to take in more polytechnic graduates.

23/10/23, 5:51 pm - ☸️  Danny 心:

SIT in particular is polytechnic university focus.

Maybe it is time for SIT to consolidate to become a full fledged university and take in more Polytechnic graduates with industries focus.

23/10/23, 6:04 pm - ☸️  Danny 心:

For example, notice that Polytechnic graduates in these 2 R&D based universities - struggling with their math and science subjects - but do very well in their specialisation.

Some questions why need to study those high complex math and science?

Because these complex math and science are the requisite for R&D.

23/10/23, 6:05 pm - ☸️  Danny 心:

In fact those math and science are comparable to those taught in ivy league universities such as mit, UCLA, Stanford, Havard, Oxford, Cambridge etc.

23/10/23, 6:08 pm - ☸️  Danny 心:

Eg. The underlying engine of chatgpt is relying on reinforcement learning which are nothing but very complex math model.

The entire coding of the chatgpt is based on these complex math.

If our 2 universities don't deep dive in complex math and science, how to do R&D?

23/10/23, 6:10 pm - +REACH: *📢 Topic 📢*

23/10/23, 6:12 pm - ☸️  Danny 心:

So assume Polytechnic graduates very strong in coding but not so good in math, how to code the chatgpt engine that is make up of nothing but math model - which is R&D - not application development project. <This message was edited>

23/10/23, 6:14 pm - ☸️  Danny 心:

Hence "A" pre-school has direct link to "Z" R&D.

23/10/23, 6:15 pm - ☸️  Danny 心:

Getting "A" on the right path will lead to "Z".

Family Supports?

Each family has its own unique settings and circumstances, how they connect and bond with their toddlers and kinder kids.

Each parent has different educational and working backgrounds. Starting from the median income family to the lower income family. The priorities, involvements and abilities of each family to nurture their children varies from opportunities to private nututing programs for academics, music , arts, and sports.

School Supports?

How to equalise the delivery of Early childhood education modules? The burden lies on the kinder school and at home!

What is the ratio of teacher and pupils and how kindergarten can introduce methods to cultivate keen learning with resilience and the chance to build better charterer of its pupils? Character building is an on going task and a long and complex thing up to adulthood or in NS. Character and resilience are two things in a healthy mind of all human being. What is the definition of character flaw?

How to encourage good habits of sitting down to complete a task or a worksheet at the guidance of a teacher? "Sit & Complete"

If some pupils are unable to sit and complete, it may be an early sign of attention deficiency or overly active or just being naughty?

Parents & Teachers Support?

Parents and teachers should engage in a briefing sessions at each quarter of the school term. The object is to highlight and help each other to nurture the child and better prepared for the next year and so on. By knowing the gap, teachers and parents will calibrate ways to address the Issues at school or at home before  small gaps becoming a big crack!

Policymakering?

Arguably, there are limits as to what policy can drive the success of the early childhood education system. The idea that government will settle all challenges and resolutions is perhaps a wishful thought and the future of a child lies flat on the family.

Family is the most important unit and It is the core responsibilities of parents to actively support their children and nurture them to the best abilities. Some children are fast learners while majority are normal children and a small percentage falls under the spectrum of mentally challenging children that needs specialized education to see through to adulthood.

Effective Early Interventions?

Whether is to early detect any mental issues such as autism or ADHA or other complicated mental or physical challenges a child may have and into the growth stage; teachers are the early wirhess of such short comings and learning disabilities.

Reducing sufferings or Suffices?

How can the system help and support in the many events of abnormality?

Should the system redirect and classify these children into a special needs cluster and let them grow along the kinder years until the time to proceed into the formal path of Primary education?

If it is good to do so such early measures through testings and observations, perhaps it is an opportunity to address, to engage multiparty and apprehend it at this early interval of growing up before things go out of control for the next school, the parents and the larger society. The end game of raising children can be devastating to parents and it may means a child ending his or her life!

"The Long Battle Ahead"

*📌 Helps in the early detection of children with developmental requirements*

Setting up of a Special kindergarten crafted to the needs of these affected children. It will be a good extension of the Path light school. Are parents of these children willingly enroll or willingly accept that their children are perhaps different from the rest of the normal cohort? What is stimatisation and followed by discrimination? How can policymaker marked it down the above two disincentive and  the social willingly to embrace, accept and compassionatly creating simple jobs at the workplace for these future adults?

The statistics has shown that up to 80% of these adults are under employed or unemployed while the 20% are able to land a job, the pay scale is not totally desirable and it is unfair to them.

*📌Provision of all three mother-tongue languages at all pre-schools by 2027*

Numeracy and Literacy are two metric measurements of future academic success or failure.

Nature or Nurture or Both?

How to cultivate an early age to love up to two languages?

It is through fun and play & show & tell activities. The overly emphasis of competency is the pitfall of pupils to not engage in class when mother tongue lessons arrive into the desk!

Why create funtime and why not enforce more learning time?

Only through less stress, the mind will open up and absorb and more willing learn more. The key is the teacher, is he or she equip with the tools to motivate all pupils and how about the techniques and the art of teachings that will differentiate the outcomes of this class of pupils and the next class of pupils. It is not about KPI nor it is about competition and competency of the teacher. It is the correct teacher matching the correct teaching environment and the pupils are the variety of childhood and they all comes with the virtue of innocence, "a clean white sheet of paper"!

How to select the teacher, teach the teachers before the teacher reaches to the Students?

The candidate must posses a sense of childishness and a warming love for children. Likewise for parents, plus the sacrifices and unconditional loves without discrimination nor favoritism!

So how to create creativity in each child?

Each child is unique! The performances and the pitfalls; all sum up to nurturing and educating the child.

20/10/23, 10:00 am - +REACH: 📢 *Topic* 📢

Yesterday, Deputy Prime Minister Lawrence Wong announced that the Government will provide families in highly subsidised public rental housing on the Community Link (ComLink) programme with additional support, which will be tied to specific action plans jointly developed between these families and their family coaches.

Low-income families with children will receive more support, which could include helping them to save up to buy their own homes or to stay employed. This is to “ensure that no family in Singapore gets trapped in a permanent underclass”, DPM Wong said.

💬 *What do you think about the additional support under the ComLink programme to help families in rental flats achieve greater social mobility? How can we continue to uplift our lower-income Singaporeans and keep social mobility alive and well in Singapore?*

📌 *Reducing income inequality*

DPM Wong said the Government has been studying the issue and engaging many groups to tackle the issues of income inequality and social mobility as part of the Forward Singapore exercise to refresh the nation’s social compact.

"We know that more still needs to be done. We see early signs that social stratification is becoming more entrenched," said DPM Wong. "In other words, the Government wants to do more. But we want to do it in a way that empowers these families too… That’s why the Government has been tilting our policies in favour of the lower-income groups, and we will continue to do so,” he said.

“We want to ensure that no family in Singapore gets trapped in a permanent underclass. That means we have to do more to help – not just the parents, but also ensure their children have access to full and fair opportunities early in life."

📌 *A family-centric approach*

The Government will train ComLink officers to take up this role of family coach to motivate and work more closely with each family to work to achieve their goal. "They will ... play a stronger role to work with every family to determine the customised support each family needs. This will ensure ComLink families receive the right support at the right time," said DPM Wong.

"We can consider a higher quantum of support or even longer-term support to families that make progress in areas like staying employed, saving to buy a home or ensuring their children attend preschool regularly," he added, "family coaches will be able to use this additional support to encourage and motivate the families to work towards success."

📌 *Individuals and businesses must get involved*

DPM Wong urged the public and companies to get involved in the effort, such as contributing their time to befriend ComLink families or donating money to support programmes that help these families.

“We will take bold steps to uplift our lower-income Singaporeans, and to keep social mobility alive and well in Singapore,” he said. “The direction for our road ahead is clear: We want to see a fairer, more equal and more inclusive Singapore. Together, let’s make this vision a reality.”

20/10/23, 10:02 am - +~L: Wow - I love this. The cost of such a programme is very small compared to the long term benefits it brings. Really impressed we have a Gov that focuses on ensuring no one suffers in poverty, and that every Singaporean child has a safe, supportive environment is commendable.

20/10/23, 10:02 am - +Rama: Timely but will means testing adjust to accommodate current situation?

20/10/23, 10:03 am - +~L: Am interested to see how they can get local business and individuals involved so it really feels like a collective effort and not a government hand out.

20/10/23, 10:03 am - +Frankie Wee: I though govt given budget help support low income. Didn’t expect comes on news

20/10/23, 10:04 am - +Frankie Wee: Costing of living upward maybe not enough budget even inflation and GST increase

20/10/23, 10:04 am - +~L: Remember that supporting a low income family through services, actually puts that money right back into the economy.

20/10/23, 10:07 am - +~L: I find it so refreshing and so encouraging to read this - as you can tell. All around the world we see media and often governments attacking the lower income groups and creating division in their own societies. It would be great if other countries could look at the strength and benefit of supporting everyone and perhaps do the same themselves.

20/10/23, 10:09 am - +Frankie Wee: One woman retire lose her money $1m within 15 days over scam. She become brokem and poor.

20/10/23, 10:09 am - +~L: Children are all born equal. It's the environment they are in that differs and therefore the opportunities they have that mould them. Everyone has the potential to contribute, be a positive influence and build a great nation. Let's ensure we give them all that chance.

20/10/23, 10:09 am - +Frankie Wee: Can be possible govt help out low income

20/10/23, 10:10 am - +~L: Financial Institutions need to take some responsibility for this, unless she gave them cash.

20/10/23, 10:12 am - +E.H: Thank you @REACH Team for organizing this WhatsApp group for outreach, and good morning to all ! =)

My feedback:

1) As a GRL and also someone on the ground, I think more could be done to get families out of this trap, starting from government itself– my suggestion here is that, government as a start should work to have minimum % of employment of contractors via Govt contractors to hire low-income workers as part of their contract tender specifications whenever possible. This itself would drastically improve the % of employment opportunities for low-income families.

2) Food and supermarket vouchers – similar to a CDA Account, we should setup like a “bank” account for low income families where they can access top up from schemes and assistance. Digitizing our process will also allow for faster relief for low-income families. Of course this itself comes with their own set of challenges, but US has implemented the EBT card system for many years now. <This message was edited>

20/10/23, 10:15 am - +E.H: the problems are existent in every other country. However whether it is successful or not depends on the family and individual receiving assistance. "Teach to fish, rather than fish for the person" =)

20/10/23, 10:17 am - +Frankie Wee: Other country in USA govt has $30 trillion dollars debt and limit borrowing. Biden Jose said student loan will stop. And they parent support themselves

20/10/23, 10:18 am - +Jap: Yes we don’t want to become the next welfare state.

Reasonable handouts with timeline and adjust accordingly based on needs and situation

20/10/23, 10:20 am - +Jap: Example to give jobless cover for short term unemployment, we review factor to ensure candidates take effort to apply. We understand there might be reasons the person cannot get employment. Maybe due to age, medical conditions.

But timeline will force the person be more proactive then just relay totally with no end to support. But case by case

20/10/23, 10:20 am - +Jap: We don’t have unemployment insurance here… some countries has it

20/10/23, 10:21 am - +E.H: yes there's a balance to strike to avoid being a welfare state like some of the western countries, but sure more can be done to "teach to fish". Being a citizen myself who has got out of this poverty cycle (lived in Block 5 Beach Rd 20 yrs ago), i think more can be done by the govt , but it depends on the individual - but we shouldn't let negative experiences affect our ability to help out low income families if they are a small % of them.

20/10/23, 10:21 am - +Frankie Wee: Borrow money time economy

20/10/23, 10:21 am - +~L: True but if you starve while learning to fish it's not much good giving a fishing rod. People need a combination :)

20/10/23, 10:22 am - +~L: maybe the term Support is more positive than Hand-Out. :)

20/10/23, 10:23 am - +Jap: I believe in Singapore system.. Got out of poverty when I finish my diploma. When ok income to supplement household.

Really depends on mindset. Singapore given way too many options to be successful. Or make a decent living as long as you willing to work. You will survive

20/10/23, 10:23 am - +Jap: That applies to most young singaporean

20/10/23, 10:23 am - +Jap: Elderly part is another problem 😂 <This message was edited>

20/10/23, 10:23 am - +E.H: Yes on the point of unemployment insurance i gave this feedback before and i'm going to repeat it again: @REACH

Offering scheme for voluntary unemployment insurance should also be made available for folks who would like to subscribe to it using their CPF funds for up to a certain number of months. Of course this should be a last resort, but the government should offer a scheme where citizens contribute to for unemployment insurance instead of giving handouts, this way folks can be assured that there is some money to tide over in the event of retrenchment or extreme unemployment

20/10/23, 10:26 am - +Jap: It is what it is… beautifying don’t make it better.. 😂

We want them to look at it being negative to take handouts.

Able to survive without any support is the goal here. 😅

Yes I am blunt but it is what it is. People’s money.

20/10/23, 10:27 am - +Rama: Sad

20/10/23, 10:28 am - +Jap: Some enjoy the benefit of the welfare as it is much comforting to be under the umbrella.

My family rarely apply to any support other than schools. Cause we just eat lesser and don’t travel at all. Small birthday or no present is just normal.

20/10/23, 10:28 am - +Jap: No birthday dinners.. etc.. yes boring but it is still living within means..

20/10/23, 10:29 am - +Rama: Unemployment insurance in the form as practice overseas will not work here unless tweaked

1. 2 values we must always bear in mind to ensure a mutually inclusive but sustainable and affordable Society.

2. Firstly, we must ensure a tight social compact whereby the  strata of the high income group to low income group should not be too elongated and should be more compact.

3. More help can be granted to the lower income group to assist the family move up the social ladder in terms of providing education, train in skillset and landed jobs that provides good income - not only for the parents but also for their children.

4. This is to ensure lower income group not in their whole life depends on the State for financial assistance - but build a means to stand on their own feet and do well to emerge from the lower income group else:-

a. It will strain our country fiscal budget.

b. Taxpayers got to pay more tax to finance the welfare.

c. We are straddle with a large underclass group - that will cause social tension.

5. Secondly, we must ensure a welfare state mentality must not take root because:-

a. Singapore has no natural resources and we depend entirely on our human capital to build wealth.

b. Hence, training people with the education and skillset to fish rather than be given fish all the time is imperative.

20/10/23, 11:44 am - +Kelvin Ang: I am definitely for this and if possible, I would like to contribute to this. Perhaps another aspect of this is more towards non-financial issue which over time, became a financial issue being added into the issues. Care, family dynamics, appropriate support etc r all factors.....if you go onto the ground  be with the ground, you will realised  despite all the assistances, schemes etc, many r falling thru the gaps/cracks/red tape etc.....

2. Hence ensuring employment especially the lower income group, gig economy workers, business not contributing to their CPF - will be imperative to contribute to their CPF savings for retirement.

3. This is another aspect of ensuring the lower income group have a mean to retire with sufficient nest egg - so that it will not strain our government fiscal budget to provide financial assistance to the lower income group that doesn't come with sufficient retirement savings. <This message was edited>

1. An important lesson we should learn - is not to let external events from stoking our domestic emotions - as we are make up of people with different races and religions.

2. We should stay calm and be cool headed - yet uphold the values of fairness, justice and even handedness.

3. At the same time, we should stay vigilance and alert as we travel or stay at home - because indeed emotions are running high - as people tend to take sides when external events stoke the religious bedrock that have been festering since historical time.

4. It requires tremendous restraint, calm mind and wisdom to see through this external events that will be unfolding.

20/10/23, 3:12 pm - +E.H: @REACH

On top of ComLink, we should work across agencies with HDB to offer more subsidies for buying new flats for families to get out of the poverty cycle – I hear on an interview yesterday on CNA / 938 news that one family interviewed would like to get their own home instead of staying in a rental flat all the time as they want more space for their family. New flat subsidies based on income tier would help encourage home ownership for low-income families.

I’m going to repeat my suggestion from this morning  - my suggestion here is that, government as a start should work to have minimum % of employment of contractors via Govt contractors to hire low-income workers as part of their contract tender specifications whenever possible. This itself would drastically improve the % of employment opportunities for low-income families. <This message was edited>

20/10/23, 3:16 pm - +E.H: personally i can attest to that as my mum bought a 3 room flat from HDB via WIS about 17 years back after staying in HDB rental for 1 room flat, for $97,500. We wasn't picky and wanted a place of our own - even if it meant us moving out of a HDB rental flat.

With CPF OA balances, my mum ended not paying a single cent out of pocket for her 3 room flat in Potong Pasir. <This message was edited>

Rental is only a temporary stop gap measures for low income group.

There's always a push to get low income group to own their house.

The eligibility criteria is to get a job and a stable income to pay for the house with hefty subsidies.

The size of the house is relative to their income earned.

But they got to own their house rather than pay a monthly rental - and the house don't belong to them.

Residents will only need to bring in their furniture and appliances from their rental flat to the new house.

20/10/23, 4:49 pm - +Anne: Dear G,

It will help if you can do some survey and let us know specifically what kind of help the poor needs. A lot of times we just give them money and sometimes that’s not the best way to help them. Also, giving them money sometimes means making the middle income poorer.

Some ways I thought of helping them are in the area of

- food

- electricity and water

- childcare

- education

- taxes (GST, property tax, carbon tax, water tax etc)

- partial or complete debt write-off

We do not need a more EQUAL society in terms of wealth. There will always be a huge gap between the rich and the poor. Most of the middle income in the years ahead are going to become low-income. With AI and robotics, many are going to need some form of UBI in the medium-term to long-term future. What we need is a compassionate society where the rich willingly and generously help the poor. Hence, instead of taxing the middle income further, I suggest the G engage with the rich and raise funds from them.

In addition to helping the poor, you might wish to pay attention to the middle-income with huge expenses eg those supporting children and elderly parents, esp those saddled with huge medical bills.

I would have liked to know what are the specific problems that these families have and how the family coach is going to address them. Perhaps it would be better to fix the root of such problems such as parents being in jail, blended families as parents divorced and remarried etc.

📌 *Individuals and businesses must get involved*

How about a new funds named "United" whereby companies-country-individuals are encouraged to 'chip-in' token sum based on headcount and it will be on a monthly basis (3-6-1 contribution metrics)?

This contribution is deductible under the individual or corporate tax.

This funds is to provide financial helps to any displaced workers and their dependents during retrenchment, during reskilling or in-between finding a job. The direct cash credited into affected workers bank accounts within 30 days.

For workers who don't utilise this funds other than for reskilling, by age of 60 years shall receive a bonus for staying employed and not drawing down on the allocated unity funds; this bonus shall be credited into the CPF RA accounts. The number of utilisation of the funds shall be determined, the bonus amount,  it needs deeper discussions.

13/10/23, 10:15 am - +REACH: *📢 Topic 📢*

Yesterday, Minister Shanmugam spoke to the media about how the ongoing Israel-Hamas conflict will significantly impact the world, including Singapore and South-east Asia.

Minister said: “This is going to be quite a tough period. But our fundamental attitude cannot change. We are all Singaporeans. We have a precious peace within Singapore; we must never let external events affect that.”

💬 *What are your thoughts on Minister Shanmugam’s statement about the Israel-Hamas conflict? How can we encourage Singaporeans to not let external events affect the peace within Singapore, and continue to maintain mutual respect and trust between racial and religious groups in Singapore?*

📌 *_Singapore’s peace must not be affected_*

Minister Shanmugam said that what is happening in the Middle East is going to evoke strong emotions, but that Singaporeans must maintain their peace.

“There are deep divides in how people are reacting. And as the conflict unfolds, these divides are inevitably going to become deeper,” he said, adding that these divides are significant and often along racial and religious lines.

📌 *_Important to maintain mutual respect and trust between religious and racial groups in Singapore_*

Minister said, “We have open and frank conversations. There is a lot of mutual respect and trust between religious and racial groups, and Singaporeans strongly value our racial and religious diversity and harmony.”

He also mentioned the study released by the Pew Research Centre in September that found high levels of inter-religious tolerance and acceptance in Singapore.

The study found that in Singapore, about 90 per cent of respondents here saying that various religions were compatible with Singapore’s culture and values. “It is not something you see in many other countries. And most Singaporeans say that Singapore’s religious, ethnic, cultural diversity is a good thing for the country and makes Singapore better. This is really quite remarkable", he said.

“Our religious leaders, our people are very different, compared with many other countries… What we have built over the years and what we now have is precious and extremely remarkable. And we must do our best to protect it.”

📌 *_Singapore's views of the conflict_*

Minister Shanmugam said that Singapore’s position has been made very clear over the years, and that Singapore acts against anyone who promotes or espouses extremism and violence. “We condemn all acts of terrorism and wanton violence. But we must not let these events happening externally affect the internal situation in Singapore,” said Minister Shanmugam.

He added that it is possible to hold strong views on the conflict, yet condemn acts of terrorism. “It is possible to deplore how the Palestinians have been treated over the years. It is possible to deeply sympathise with the plight of the Palestinians, and yet still unequivocally condemn the terrorist attacks carried out in Israel.

13/10/23, 12:14 pm - ☸️  Danny 心:

1. Since young I was appalled and saddened by many news of war, conflict, fighting leading to many death, destruction and untold sufferings in the middle east.

2. I was thinking, why people have to resort to such actions to settle scores?

3. Why can't people give and take, empathise and mutually coexist - so that people can live in peace and prosper together?

4. Then I start to read more about the Abrahmic lineage and root that form the religions of Catholic, Christianity and Islam.

5. I discovered all come from the same root but branch out to reach out to different groups of people and communities.

6. A disturbing fact then come to my mind, if they come from the same root, why are they plummeting one another if the final goal is the same...

7. Hence I conclude the following are lacking:-

a. Empathy - able to stand in each other shoes.

b. Mutual respect

c. Mutual trust

d. Mutual peace and prosperity

8. I mull, if they are able to see and manifest the similarities and not gloat over the differences - then chances of reconciliation and coexistence can happen.

9. Then I see some light in recent years before this major incidents - that Arab countries and Israel are signing friendship alliances starting from Egypt, Jordan and recently UAE, some African countries and possibly ---- the warming of possible tie with Saudi Arabia.

10. It certainly warm my heart -- which unfortunately, this unfortunate incident erupted.

And put the warming tie into the fridge. <This message was edited>

1. Another thing I wish to highlight learning from the lessons of the sudden conflict.

2. We cannot let our guards down, and let complaceny set in, thinking that everything is peaceful, we are doing well, we have arrived.

3. The deception, stealth and the lightning raid of the Hamas - certainly caught Israel intelligence and its military pants down.

4. Hamas certainly lure Israel intelligence to think that they are not interested in fighting and focus mainly in jobs for the Gazans.

5. Israel thought that their high tech secured border double fences are good enough and deploy troops away from the south - is a big mistake and the lapse of complaceny is fatal.

6. Likewise, not too long ago, one of our Presidential candidate sing high tune of shortening our National service supported by many oppositions namely PSP, and other hard core oppositions.

This is a fatal proposition - as Singapore is only a little red dot.

Once overrun - we have no chance to fight back.

Our south to north is a short 30 km, and our east to west about 50 km.

Once breach - casualties will lie on the roads with no buffer.

7. Hence we must never compromise on our security and National Service.

Don't be lure and entice by some unscrupulous politicians poisonous sweet - it can kill everyone of us here. <This message was edited>

13/10/23, 1:28 pm - +Anne: War is a deception, but not many people understand that. Many people just read from ST, CNA, and they assume they know who’s right who’s wrong.

Wars are just governments fighting and playing strategy games with one another. This includes governments of nations who are not involved in the war but who could have provoked the war and who are pulling strings behind the scenes.

The real victims are the civilians who end up being pawns and collateral damage in the governments’ chess games.

We cannot stay calm when we know of horrors going on in the world. But we can pause and think and not allow ourselves to be drawn into taking any sides. <This message was edited>

2. Iran proxies in the north at 2 fronts in Lebanon and Syria might join as instigated by Iran.

3. Hence big fights may come from 2 fronts.

4. It is disturbing to read from the news that our tour groups in Singapore are still organising tour groups into West bank and Jerusalem which are only a couple of kilometers from the 2 fronts.

5. Airports will be close the moment the fight begins - and Singaporeans will be trapped and lives will be endangered.

6. Travel advisory is for all Singaporeans to evacuate immediately and not get trapped in the war. <This message was edited>

So indeed foreign powers will be drawn in - and a big fight will commence.
