On Monday, the multi-ministry task force announced that phase 2 of reopening will begin on Friday, 19 June. More businesses and social activities will be allowed to resume, although some precautionary measures will remain in place.
Minister of Health Gan Kim Yong noted that the number of community cases over the past two weeks have remained stable. Cases within the migrant worker dormitories are also witnessing a decline. No new large clusters are emerging as well.

I would rather tabao back home or home cooked to avoid over crowding. I find that it is still unsafe to wander around esp some ppls do not exercise their social responsibility.
These 2 weeks, alr saw 3 uncles seated side by side with mask at their chin level at the bench. Some ppls loiter around, gg to carpark at void deck are not wearing mask.
Students also with mask not cover their mask walked in a group.
Touch words if they ever tested positive, they should bear the full cost.

The above 2 statement are the 2 major obstacles that older workers faces in getting re-employment if they are retrenched.
(1) Many employers will look at the age during hiring.
If the hirer is younger than you - chances that the older workers will not get the job - even if the older workers can do the job.

(2) If the hirer look at the track record of the older worker and then the last-drawn salary. (which is usually high) --- the hirer will conclude that the older worker are over-qualified for the jobs - and will not be hired for the job thinking that he will not stay long for the job.

(3) The reason why SM Tharman raise this 2 issues are that --- this is the 2 major reasons why many older mature workers are not hired or difficult to get a job when retrenched.

(1) Older mature workers in their 40s, 50s and 60s - are the most vulnerable groups - as many have school-going children and have elderly parents to feed.

(2) If they lose their jobs (some are even the sole breadwinner) - the whole family will be in a very dire situation - as they will also have financial burden to bear - eg. financing housing loan, study loan, and don't what's else loans...

(3) Thus priorities should be given to these group of older workers - to ensure that if they lose their jobs - all his/her dependants will not go down with undue sufferings.

(1) The job situation for the old and mature workers have been a long time issues - not easy to resolve - as there is a need a shift in the mindset not only for the employers but also for the mature workers.

(2) SM Tharman has accurately pointed out the 2 main obstacles for hiring older workers, the mindest of hirers that mature workers are :-
a. Too old
b. Over-qualified (and another implicit factor - high pay)

(3) For hirers to start recruiting mature workers, it is important for Government, Unions to sit down with Employers to address the 2 obstacles in a structured, formalised and transparent manner.
a. Too old - slow but experienced,
- old but healthy,
- younger boss but must have patient with mature workers and important to have empathy (as older workers will have a different disposition as younger workers). Younger boss as managers will need to have good EQ to manage not only younger workers - but also older ones who have different disposition.
- younger boss must look at mature workers as "steady pair of hands" - able to do the work

b. Over-qualified
- older workers will have a long-track record and belts of experience behind him or her (and also older practices that may not be in synch with newer practices).
Thus younger boss must have good IQ and EQ - to be able to amplified the mature workers experience to bring good outcomes to the jobs and sieve out - outdated practices.

- I am sure mature workers can work well with the younger boss and the Employers - by being realistic, adaptable and ability to mix well with the culture of the new boss and companies - if give chances.

- Mature workers have "steady hands" - and know what can be done and what cannot be done --- as they are usually street-smart --- having taken knocks through so many years of experience.

- If younger boss is able to have "listening ears" --- I am sure the new ways of doing work by infusing the steady pair of hands from the older workers --- will be a formidable combination that make the work and project outcome much better.

The Straits Times understands that the fake apps have the same branding as the TraceTogether app, but contain malicious software designed to steal sensitive information such as passwords and banking details.
In a blog post on Wednesday (June 10), United States-based cyber security firm Anomali said that it has discovered at least 12 bogus contact tracing apps that have been designed to fool users, which hackers are using to spread malicious software and steal data.
Two of the 12 fake apps that Anomali found mimicked TraceTogether.
The firm said the apps, once installed on a device, are designed to download and install malware and steal banking credentials and personal data.

Each time the hackee do eCommerce transaction eg. do banking, buy or sell share, access his CPF, etc ---- the malware with keylogger - will capture the hackee id, password, the SMS OTP that drop into his handphone and pipe them to the hacker server --- who will then use hackee id, password and sms otp to access his banking, share, cpf ----- and transfer their money, sell their share, transfer out the cpf balances etc to the hacker account --- each time the hackee access the internet via 4G or secure wi-fi to do their digital transaction.

Users who have downloaded applications from unofficial sources should delete these apps, and run an antivirus scan on their devices. In cases where users cannot delete the application after it has been installed, they could perform a factory reset on their device to remove the potentially dangerous app.

How to recover your handphone in the event of a malware attack, ransonware etc?
(4) Do a Security Virus scan to your handphone device ( to clean up the virus ) - everyday.
If can remove the malware, botnet, spyware, ransonware or virus - good.

(6) If cannot, then prepare to do a "drastic measure" to clear the malware, botnet, spyware, ransonware or virus.
You will need to ensure all your phone data - are properly backup to the Google Cloud as well as to your other personal backup devices - so that you can recover your data later.
Do a factory reset to erase all your data and reinstall the Google Android OS into your phone - to remove the malware, botnet, spyware, ransonware or virus.
Do not pay the hacker bitcoin or money -- if your handphone contracted ransonware - because even if you pay - there is no promise that the hacker will remove its ransonware.

You will need to ensure all your phone data - are properly backup to the Google Cloud as well as to your other personal backup devices - so that you can recover your data later.
Do a factory reset to erase all your data and reinstall the Google Android OS into your phone - to remove the malware, botnet, spyware, ransonware or virus.
Do not pay the hacker bitcoin or money -- if your handphone contracted ransonware - because even if you pay - there is no promise that the hacker will remove its ransonware.
(7) Then restore back your phone data from Google Drive (by removing your SIM card and reinsert it back) - Android will prompt and guide you to restore all your data back from the Google drive.
Then restore your other personal data from your personal backup device through your laptop harddisk or portable harddisk.

I thought there were missed opportunities to better understand the challenges that face Singapore's businesses and what the concrete directions forward.

For example, if global economics is expected to be muted, where is the economic demand coming from for the 100,000 new jobs that he had emphasised? Digitalisation was stressed again - but what are the plans to address some key effects of digitalisation which includes removing certain daily economy's jobs?

2. There are topics that the respected Trade Minister had stressed, that I thought would have been better if they were left to MOM to introduce and articulate  e.g. helping businesses to hire, re-skilling, setting up job placement centres, etc.

3. The speech seemed to  a lot on what was done and feel-good words.  It left me looking for concrete action steps that will be taken to increase Singapore's competitiveness. For example, is Singapore still largely on track for MTI's Industry Transformation plans, and which industry clusters are expected to lead our economic recovery and growth in a tremendously changed world trade dynamics?

As another question, how is MTI doing to help Singapore to achieve higher food security? Are there plans to ensure greater Singapore's self-sufficiency  in certain industries and skills as a result of lessons learned from CoVID pandemic and the changing global trading system?

(1) Yes. Your suggestion of aggressive testing is the right strategy to weed out the unlink cases in Singapore - which remain a stealth reservoir in the Community that are stealthly and silently infecting unsuspecting people in the Community.

My close friend response :-
(1) It's about maximising outcomes, minimising disasters. unless we are poor and cannot afford it. Economic shut costs much much more.

My comments :-
(1) Aggressive testings is the right approach, but to test all 5.6 million residents in Singapore at one go - is a very challenging and daunting tasks.

(2) Thus we need to priorities our testing, I suggest that :-
a. Batch 1 - Dorms for foreign workers are now undergoing aggressive testing. Majority of the infected people have been identified.

b. Batch 2 - Foreign workers outside the dorms are undergoing tests now concurrently - and this form the 2nd largest group after the dorms reported every day.

c. Batch 3 --- Note :- the community local transmission and the unlink cases that are reported everyday --- are coming from this group.
But this group are all the residents in Singapore - citizens, PRs, Long Term Pass Holders. --- which form about 3 to 4 million people.
To conduct aggressive testings to this large pool of people to weed out the 30 to 20 over cases --- will be a challenge.
So I suggest we do the following :-

(i) Batch 3a - Test all essential workers that are working now - as some unlink cases come from this batch - about 300,000 workers.

Batch 3b - Test all nursing homes - where some unlink cases - have been uncovered through this batch - number unknown - but not a big number, I guess.

Batch 3c - Test all pre-school students and staff who will be attending pre-school once circuit breaker ends - as some cases also come from this batch - number unknown --- but i guess quite a big number.

Batch 3d - Test all workers that will be going to work for non-essential services when circuit breakers end - as few cases are reported from this group - a big number - potentially about 1 to 2 million workers?

Batch 3e - Test all school going children eg. primary, secondary, JCs, IHLs - that need to go to schools and pose a risk of cross infection - before circuit breaker ends - potentially about 1 to 2 million students?

(ii) Note :- by testing all the Batch 3a to 3e ---- if there is any discovered cases --- their family members or those living with them or come into with them will be tested --- and these will have weed out the unlink cases.

(iii) Can we take the risk of not testing all those staying at home --- yes i think we can --- because if the above batches are tested - with no infection - very likely that those stay at home are not infected.

(iv) If anyone of the tested batchs have people infected, then likely that those stay with them will be infected - and this stay at home can be tested.

(v) Believe in this way --- we have a systematic aggressive way of testings to weed out all the unlink cases in the Community.

(1) Important for the Government to quickly get the Election done and over with - by convincingly get Singaporeans to give a clear mandate to tie over the crisis.

(2) Once winning the Election, the Government will have to concentrate in the External Economy and renew tie with all the Foreign Countries and resecure the Global Supply chanin and trade order.
a. First step, hopefully Singapore is successful with our vaccines and treatment human trial.
If successful, we can get all Singaporeans and residents vaccinated - and at the same time, export our vaccines to the World and help other Countries to get their people vaccinated --- so that the World is again safe from virus - and can start to do business with us again.

b. Concentrate in getting RCEP signed by the end of this year --- so that the biggest regional mega trade deal is secured -- and this will help us to jumpstart our external trade.

c. Notice that China is making Hainan Island to be the next free port. Singapore should see how we can work with Hainan Island free port initiative - as we are part of the CCI (Chongqing Connectivity Initiative) where Hainan Island free port is an important part of the connectivity - where Singapore ports can integrate more tightly with Hainan Island.

Singapore says 'No' to wearable devices for Covid-19 contact tracing

Wilson Low started this petition to Singapore Government
The Government of the Republic of Singapore proposes that wearable devices be adopted for use by the general population in near-future efforts to reliably achieve contact tracing of persons that have recently come into contact with a Covid-19 infected person.
Minister-in-charge of the Smart Nation initiative, Vivian Balakrishnan, announced the proposal on June 5. He cited poor inter-operability of the existing Trace Together smartphone app across various brands of smartphones as well as the Government's subsequent non-compulsory usage stance as reasons for developing a wearable device.
Such a device, if proven to be successful in trials - and subsequently made available to everyone - would allow contact tracers to locate a person's whereabouts based on their proximity to other persons' phones, cell towers, or potentially their wearable devices themselves.
This will be done regardless of whether the person has a phone or not; regardless whether their phone is switched off or on; whether that person is within reception of a cell tower or not; and regardless whether their phone has wifi or Bluetooth switched off or on.
The only thing that stops this device from potentially being allowed to track citizens' movements 24/7 are: if the wearable device runs out of power; if a counter-measure device that broadcasts a jamming signal masking the device's whereabouts; or if the person chooses to live 'off the grid' in total isolation, away from others and outside of any smartphone/device effective range.
All that is stopping the Singapore Government from becoming a surveillance state is the advent and mandating the compulsory usage of such a wearable device. What comes next would be laws that state these devices must not be turned off/remain on a person at all times - thus sealing our fate as a police state.
Thus, we reject the development of this contact tracing device. We view its advent and subsequent implementation with great suspicion and indignation. The claims that such a device be implemented 'for the greater good' and for 'the safety and protection of all Singaporeans' are false and baseless. According to media reports, the non-successful adoption of the Trace Together app can be superceded by the next step that state-sanctioned technological advancements can offer: and this is it.
The Government looks to the Covid-19 pandemic as the perfect excuse to realise what it has always envisioned for us - this country's populace: to surveil us with impunity, to track us without any technological inhibitions, and maintain a form of movement monitoring on each of us at all times and places. And to do so by decreeing it compulsory for all law-abiding persons to become 'recipients'.
We - as free, independent, and lawful members of the public of Singapore - condemn the device's implementation as blatant infringements upon our rights to privacy, personal space, and freedom of movement. We reject the notion that the non-efficacy of the Trace Together initiative be superceded by a regime that could potentially require all members of the public (regardless of their age, susceptibility to disease, or health status) to give up these rights under fear - not of infection from Covid-19 - but of prosecution by the state.

Once the Economy open in phases, we must not close it back.

Hence safety safeguard have to put in place to ring-fence the infection risk.

If infection occur, isolate the infection in module, close the module, treat and quarantine - while letting the rest of the economy to continue to run.

Ensure everyone take the safety safeguard seriously and not lower the guard.

We may have to continue to operate in this mode - until effective vaccines and treatment arrive.

1.  Those who need to go to school need to produce a swab test result proving negative. We can start off with graduating cohorts first, ie. P6, Sec 4&5, JC2 & Pre-U3.
2.  Those Workpass & Work Permit holders not staying in the controlled dorms should show proof of swab test negative result before being allowed to go to work in the community
3.  Those companies who  cannot WFH, must work in office, besides applying to get approval to work in the office, ao must show proof of swab test taken and negative result.
If we do the above, isn't it safer to go back to live our lives in the community?

If you paid attention to PM Lee's speech just now, you would not have missed the part that we are now getting eggs from Poland.

This is one of the important things that have been happening behind the scenes that Singaporeans do not see.

All many see are dorms, masks and number of cases and think those are the most important problems that Singapore and Singaporeans are facing.

No.

Behind the scenes, Singapore was, and still is facing an existential crisis.

Supply lines were collapsing as every country started to think only of themselves, and halted the export of food and medical supplies.

Singapore is self-sufficient for neither.

And although we have stockpiled, it was in expectation of short, localised shortages, not a global collapse of supplies.

Not like this.

For example, Vietnam, the second largest exporter of rice, stopped exports.

The MCO in Malaysia greatly reduced our supply of vegetables, poultry and eggs.

It was here that the men and women of the Ministry of Trade and Industry worked day and night to secure Singapore's existence.

To keep us fed.

A team led by Minister Chan Chun Sing, SMSes Koh Poh Koon and Chee Hong Tat.

Ably assisted by Permanent Secretary Gabriel Lim.

The thing about working behind the scenes is that it is something nobody appreciates.

So they laugh at Minister Chan's gaffes.

But the critics do not and cannot appreciate his sleepless nights working to ensure that Singapore has enough food and other critical supplies.

We have been busy negotiating with far flung places to diversify our food supply.

Poland is one.

The Ukraine is another.

The crisis is not over.

After months of lockdowns worldwide, global harvests and even livestock are threatened.

The world is facing an imminent food shortage.

This is NOT A JOKE.

Unlike Taiwan and New Zealand who can shut their borders and be food independent, we cannot.

Minister Chan and his team continue day and night to ensure Singaporeans don't starve.

You may think I am exaggerating.

I assure you I am not.

So instead of laughing at Minister Chan, these people should be thanking him, regardless of how much he is being paid.

And pray that he succeeds.

If he doesn't, we are all in trouble.

This wearable dongle is one means to quickly identify those people who come into contact with infectious people.

This will help MOH to quickly trace all these contacts and do the necessary actions to treat, isolate or quarantine.

The dongle is a mean to protect people, not to harm or intrude our privacy.

They use Facebook and Google because there is a benefit. For trace dongle they don't see benefit and don't trust the tech. It's also inconvenience to carry another device.

Every route a person take, shopping malls visited and any place are tagged and recorded with date and time stamp via GPS.

So if the public is worried about the dongle - it is nothing compare to the goggle map.
