1) Safe distancing
2) Contact tracing and;
3) Staying home after returning from overseas.

(1) As we see more and more unlink cases detected - 13, 14 and yesterday 9 cases, as well as double digit infected cases announced every day --- plus the huge number of infection worldwide ------ heightened sense of alerts are going on --- that some community spreading could be happening.
(2) Everyone can see that the Government is taking elevated measures - in social distancing that are happening in Singapore - taping tables, chairs, taping queues about 1 metres, discouraging non-essential congregations in mall etc.
(3) Will we go down fighting to stop the spread, or will we be able to fight with tenacity to come up on top of the virus?
(4) Let us see a chart from China infection, and S Korea infection.
Social distancing with surgical calibrated tightening up and down ---- can help to bring down the infection.
(5) In China, from the peack of 58,016 local infections down in 17 Feb to a low double digit infection in 22 Mar - shows that as long as "social distancing", Stay-Home-Notice, Quarantine, Contact tracing are done correctly and adhere to by the Community --- it is possible to defeat the covid-19 infection.
We also see lesser and lesser death cases in China as it progress from Feb 2020 to Mar 2020.
(6) Similarly in S Korea, at the peak of 10 Mar 2020 with 7,165 infection, proper "social distancing", Stay-Home-Notice, Quarantine, Contact tracing are done correctly and adhere to by the Community --- covid-19 infection can come down.
(7) So Singapore can take the cue from both China and S Korea - that as long as the Community, Individuals and the Government work hand-in-hand to practice "social distancing" ---- we can see a similar containment of the covid-19 infection local cluster transmission - and keep the numbers down as the virus will run its full course.
(8) Meanwhile, we see encouraging sign of treatment appearing --- as WHO announced a large global trial, called Solidarity - to run trials on the effectiveness of a drug called Remdesevir to treat Covid-19 patients - (Malaysia is participating).
"WHO is focusing on what it says are the four most promising therapies: an experimental antiviral compound called remdesivir; the malaria medications chloroquine and hydroxychloroquine; a combination of two HIV drugs, lopinavir and ritonavir; and that same combination plus interferon-beta, an immune system messenger that can help cripple viruses," Dr Noor Hisham posted.
(9) So let us hope the global trial on the treatment is successful.
It will certainly be a big relief -- if the treatment prove potent to defeat covid-19.
(10) At the same time, there are similar progress in the vaccine development - except that to start trial on healthy human or human with other conditions --- will take longer time than developing workable treatment (that will be used on covid-19 infected patients) - to ensure it is safe to used.
(11) So we hope that while the infection situation is getting grave --- we should not feel dejected and do down fighting.
As a Community should soldier on and fight with tenacity --- joining hand with the Global medical science community - to eventually to defeat covid-19.
(12) We can also feel the grief of the PM speech and the Cabinet Ministers, the frontline health workers and other frontline staff in contact tracing and other functions --- that the fight is draining everyone.
Other than protecting and saving lives, we also a mammoth task of protecting our industries, Economies and jobs ---- as the Globe lockdown.
(13) However, we feel that "at a long dark tunnel, we will be finally able to see light --- and eventually emerge from the long dark tunnel".
- Success in developing a standard treatment - is the light that we hope to see.
- Success in bringing down the number of infected cases and finally to zero - is another light.
- Success in developing vaccines to curb the virus --- is another light.
(14) So let us grit our teeth with "National Solidarity" and "Global Solidarity" --- while enduring the discomfort of "social distancning", "border control" and the temporary "Economic disruption" --- we must fight on with tenacity -- and one day we will emege to become the Winner and declare Victory over the covid-19.
(15) When that day comes - we can regroup and rebounce --- to work on the Economy and repair it.
(16) After note, China also touted the effectiveness of using TCM with Western drugs -- and we see good recovery in China for severe and mild cases --- wonder our medical team get any information on this --- as Singapore also use TCM quite pervasively like China and S Korea.

Deputy Prime Minister and Minister for Finance Heng Swee Keat delivered a ministerial statement on Thursday (Mar 26), announcing about S$48 billion in additional support measures from the Government in response to the COVID-19 pandemic.

(1) With the announcement of the Supplementary Budget 2020 - there are mixed double feeling :-
a. Firstly, a feeling of great relief as the budget provide cash to help individuals, help in the cashflow of businesses, help existing workers to keep their jobs and help new fresh graduates from IHL - Uni, Poly, ITE to find jobs through traineeships ---- in this crisis period of covid-19 pandemic
b. However, a subsequent downcast heavy heart feeling follows--- because for the 2nd time in history - we need to draw on our reserves (now $17 billion, 11% of our GDP).
- This means our reserves will be $17 billion lesser as it is drawn out from the Sovereign Fund that will help to generate more reserve income.
With lesser capital fund - it will be translated to earning lesser investment income as well as NIRC (Net Investment Return Contribution) - for next year and subsequent years --- that is used to finance our future Fiscal Budget.
- When this happen, in order to cover for the shortfall in NIRC ---- Singaporeans may have to pay more taxes in future to finance future fiscal Budget - to cover future Government spendings.
- By drawing on the reserves of the sum $17 billion to finance this supplementary budget - it means all the acuumulated $31 budget surplus plus the reserve income interest that we have earned all these years --- have all been used up - to come up with a total $48 billion supplementary budget.
(2) On hindsight, when this covid-19 pandemic finally subside and defeated --- the Government must conscientiously accumulate surplus and repay back the $17 billion we have drawn from the Soveregin Fund to fight this pandemic.
The reserve fund used - must be viewed as a temporary loan drawn from the Sovereign Fund --- a debt that is borrow by #SG United (Singapore) - and we all have the obligation to repay it back to the reserve when the pandemic is over --- and when we all must work hard to accumulate surplus to repay this loan.

They are digging into the reserve to tie over this difficult period. Not doing that, will make the situation worse.
When you dig into your personal saving in time of crisis, will you ensure that you return them back when things are normalised. No, you just save as usual, as how you have been saving for rainy day as before and let your saving accumulate at its own timing.
If it is a loan, then there will be a time factor involve.
Every loan will be and must be paid back by a certain time frame. That will be pressurising.
When the outbreak is under control. It will take quite sometime before the economy can return back to normal.

What I am saying is that, when we withdraw from the saving for necessities, it can't be a loan.
If it is a loan, then this deficit will be around for sometime. As any near future profit will be minus out and declared as deficit.
Hence our near future economy will not reflect the real situation. We might be enjoying better economy, but, our growth still reflect as negative, because we term this withdrawal as a loan.
If it is withdraw and not taken as a loan. Our annual report will reflect correctly, if it is a growth, then it will be reflected as one.
We go on saving and accumulating and through time, whatever we have taken out will be put back, like usual way of saving.

Remembering our founding leaders, Pioneer and Merdeka generations - they spent their lives lifting up Singapore and now we have to dip into their savings to save Singapore and Singaporeans. Please remember to emerge stronger and put back more than what we took

[1:08 pm, 27/03/2020] : What I suspect is NRIC dividends are from GIC and Temasek investments which are current surpluses, while Sovereign Wealth Funds which is not talked about may be locked in more capital secured investments, and these may be in deposits with huge financial and government institutions. While $17B is indicated to be earmarked for this Covid19 war, I suspect we will likely draw out less, and the drawdown over the years, will be repaid back as the economy is running well. We are fortunate to have a government who, having been in power since 1959, have been prudent in their spending, been vigorous in their savings, and fiercely strong in making sure corrupted hands dont touch the pie. I hope this attitude and behaviour continues in the next many generations to come as we have seen countries being bankrupted through incompetence, mismanagement and corruption.

cos of the mention of gst hike in the unity budget, i went to read up abit on how most other countries fund their expenditure
i think we really have something special
most govts in the world relies on taxation as a main source of revenue, and also licensing fees and other fees. and many borrow. then every year, part of their expenditures gotta be spent on interest/loan repayment, instead of social welfare, transfers, or investing for future and infrastucture
but here, our income taxes remain low (in fact half of sporeans don’t even pay tax), and our GST is really not that bad you know. those who have lived in or bought stuff in US or europe would u/std the pain

While $17B is indicated to be earmarked for this Covid19 war, I suspect we will likely draw out less, and the drawdown over the years, will be repaid back as the economy is running well. We are fortunate to have a government who, having been in power since 1959, have been prudent in their spending, been vigorous in their savings, and fiercely strong in making sure corrupted hands dont touch the pie. I hope this attitude and behaviour continues in the next many generations to come as we have seen countries being bankrupted through incompetence, mismanagement and corruption.

most govts in the world relies on taxation as a main source of revenue, and also licensing fees and other fees. and many borrow. then every year, part of their expenditures gotta be spent on interest/loan repayment, instead of social welfare, transfers, or investing for future and infrastucture
but here, our income taxes remain low (in fact half of sporeans don’t even pay tax), and our GST is really not that bad you know. those who have lived in or bought stuff in US or europe would u/std the pain

- Our calibrated surgical approach -- attempt to balance the tackling of the virus vis-a-vis ensuring the Economy continue to move along without a complete shutdown that will cripple the livelihood of all Singaporeans and Singapore Economy will be worst than the -2.2% GDP contraction.
- Lockdown the whole Singpaore will be tantamount to "Madness", "Doomsday approach" --- that is equivalent to committing "Economic suicide" ---- total Madness. Because if covid-19 go on for more than 1 year - are we going to lockdown for 1 year - and all die of hunger and all our finances all used up? It is not practical and totally absurd, totally paranoid to the extreme sense.
Just notice a quote from our former forefather Mr Lee Kuan Yew on SARs when he is a Senior Minister that mirror the current covid-19 situation we faced now:-

"Fear and panic just as deadly Lee also warned that it was not the disease that was to cause the worst impact, but the “fear and panic it arouses”."

i. Enhanced border measures --- to quarantine overseas returnees in dedicated quarantine centers like hotel etc without infecting family members and Community.
ii. Enhanced Community Spreading measures - like elaborate social distancing, split workforce, telecommuting work at home, reduce gathering to < 10, close entertainment centres and enrichment class for 1 month etc.

c. Those in self-lockdown can also work at home --- and business should help to facilitate such work-at-home for those self-imposed lockdown.
(2) This group can impose self-lockdown for assume 6 month to 1 year -- and Government, School and Business should help to ensure these group got the necessary support.
(3) By doing so, these vulnerable group can be protected with DORSCON red --- while the Nation can still operate with Dorscon Orange without the need to go on red --- when not required --- but still keep the Economy going.

Thus introducing and using trace together app hopes to ease issues however it is power draining .

(1) To reflect our overall National Strategies to tackle covid-19 virus epidemic are :-
a. Border Control (Now Enhanced Border Control)
b. Community Spreading Measures (Now Enhanced Community Spreading Measures )
c. Economic Measures to tackle Economic slowdown
(2) Now with both a. and b. --- elevated to Enhanced measures ---- Business, Economy and Jobs are taking a toll.
(3) I support all the Enhanced measures that are put forth by the Government --- as we need to protect Community lives --- as One infected - All are at risk (One-for-All, All-for-One).
(4) But can see many people also suffers as pay cut is increasingly being used to cut cost, some people also lose jobs and business are sufferings from drop in patronage.
(5) I also come across the newly announced Enhance mesaures of social distancing directly impact someone livelihood - where the whole family livelihood depends on :
a. The family is running a tuition centre. With enhanced measures just put in place, tuition centre need to be closed for one month -- and the family will lose income for one month.
Also tuition teachers who some are free-lancers will also lose their income.
Wonder how will the supplementary budget help these people who are affected?
b. Also come across another family run textile business who depends on neighbor country workers to produce ready made clothings.
Because of the enhanced measures, goods cannot be send across (by persons) --- as they will be subjected to 14 day SHN.
Also not many walk-in customers even in city --- and depends only on 熟客 to barely survive.
Wonder how will the supplementary budget help these people who are affected?
c. All the above are real examples of SMEs --- who are the most badly hit. Help must be ASAP --- for them to survive.

We can't recover at all from these... I Am really getting scared By hearing Words like ""Schools are safe... work places are safe... MRTs and Buses are safe.. we are taking extra Precautions.. live life normally.."" How sure are we to agree to these points.. if even 1% Not sure then don't take the Chance. Implement the Lock down... It's ok We must learn How to Live that kind of Life.. then We will treasure our Indepence more After we get Back to old normal..
Let me Conclude this Long post.
1. Asymptomatic Transmission is Real.
Even if it is less percent .. don't give it a chance
2. We must Learn Life is Not A Straight path.. we Must always adopt to the changes. Now it's time to use Technology as much as possible. Let's just do that
3. Whether we lockdown now or later... The time is matters.. and Economy will still get impact because this is a Global thing.. we won't be Spared just because we didn't lockdown our city

Some of you don’t understand why we didn’t take drastic measures from the start. Some ask why we keep changing. Some ask why we don’t go further. Some ask why go so far! 😳

From day one, we have been actively trying to keep the infection rates low so that we can treat the sick effectively. We put in place a series of measures to track, isolate, quarantine etc. We said that these measures will evolve with time as the situation develops. It has. We have been able to keep numbers of infection manageable so that our healthcare system is not overwhelmed. Because we have been able to do that, our doctors and nurses are able to help those who are seriously ill recover.
We didn’t use a blunt tool because it wasn’t necessary. We now can see how some of these more restrictive steps impact our daily lives, the economy and eventually our livelihoods. So it’s about managing risks and probabilities so that we can minimise infection, help heal the sick, and maintain what normalcy we can. We ratchet up our restrictions as and when needed.
We have been doing relatively well but now have a second wave of cases due to Singaporeans returning from abroad. We need to take them in because they are our Singaporeans and even if sick, we should look after them here. The numbers are building up, more may be coming home over the next few weeks and months, and we will definitely have more imported cases because of the chaotic state elsewhere. We needed to step up measures because of the surge in numbers involved and to quickly minimise the rapid spread into the community. Other countries lock down in a dramatic way because they have lost control. They failed to manage the initial spread. It has gone out into the community and the numbers are shooting up exponentially and with that, the overwhelming of their healthcare systems and subsequent increased mortality. This is what happened in China, Iran, Italy and next would be…? It will happen in these countries unless these drastic lock downs (some half-hearted?) dramatically slows the spread. I fear they may have missed the window…
We are still managing and are ‘not there’, like them...yet. We are not where they are because from day one, we have been doing what has been described above. Hong Kong, Taiwan and Korea have also shown us how they have been fighting this COVID-19 so well.
BUT we really need your help in this battle.
We all understand that Singaporeans studying and working abroad before this crisis happened should be welcomed home despite the risks.
But Singaporeans who wantonly leave and go abroad when advised not to, and are on non-essential trips, are guilty of endangering lives on their return. Similarly, those coming back and are supposed to be on SHN, and decide to flout it by going out, attending parties and the like, are also guilty of endangering lives. (1) Let us go back at ground 0 - to see whether we can achieve China Hubei / Wuhan feat - of achieving 0 infection rate :-
- Hubei / Wuhan - were in total lockdown - no one get in, no one get out --- until the virus epidemic run its full course - with treatment inside Hubei / Wuhan --- and finally Hubei / Wuhan got 0 infection rate after more than 60,000 over few thousand death.
- Can Singapore do similar feat like Hubei/Wuhan ?----
Ans :- we cannot do what Hubei/Wuhan are doing - because Hubei/Wuhan - are one province - while the rest of China and provinces continue to function (though step down a bit) --- but still functioning economically. Thus China as a whole - can still progress economically and finance Hubei/Wuhan.
Singapore cannot lockdown ourselves like Hubei/Wuhan -- economically, business-wise, financilly --- we will be economically crippled.
But Singapore can do what "Whole of China" do :-
- "lockdown" imported cases, quarantine confirmed cases, SHN suspected cases -(like in Hubei/Wuhan) -- while the rest of Singapore can continue to work, do business and go schooling.
- So how to achieve this ?
a. for those returnees from overseas - they are shuttle into hotel for 14 days - with no contact with family members and infected cases are hospitalised. This is the Enhanced Border Control we implement --- like people from other provinces cannot go into Hubei/Wuhan.
b. Those overseas returnees when confined cannot come out to infect others -- then like people in Hubei/Wuhan --- who are confined and cannot come out.
---- So we have achieved the goal of Enhanced Border Control ----- where now the majority of infection come from this source.
- But why the infection cases so high --- around 30 to 40 over cases -- as compare to when Hubei/Wuhan 1st infection wave hit?
- Because 1st infection wave come from only 1 source ---- China.
- Now 2nd infection wave come from all over the World --- thus the infection rate is 3 to 4 times higher ---- which is not suprising.
-- But as long as we conduct the Enhanced Border Control well ---- even with 3 to 4 times infection rate (we have 200,000 overseas returnee --- waiting to return) ---- we can still manage --- provided we regulate the 200,000 overseas returnee's return --- vis-a-vis our hotel capacity to house SHN, hospital capacity for infected cases.
--- If we continue to do Enhanced Border Control well ---- there is no danger of Community Spreading --- so the Community can be reassured.
-- This is Part A ---- Analysis of the likely outcome of Enhanced Border Control.
Why I choose China/Hubei/Wuhan --- as the "benchmark" for Singapore ?
Because it is a 100% success case --- from 81,000 over cases with as many few thousands death --- to 0 domestic cases.
(Of course, now China is facing imported cases --- like what Singapore is going through now).
--- Thus benchmarking Singapore against China/Hubei/Wuhan - make sense for us --- and it can be our KPI (Government, Community and Individual)'s KPI --- #SG United --- to achieve it.
(1) I will not address Part C - National Strategies yet --- which is the Government effort in keeping the Economy afloat while tackling the covid-19 --- as this will be address by DPM Heng Swee Keat in the coming Supplementary Budget.

a. Border Control (Now Enhanced Border Control)
b. Community Spreading Measures (Now Enhanced Community Spreading Measures )
c. Economic Measures to tackle Economic slowdown
(2) Now with both a. and b. --- elevated to Enhanced measures ---- Business, Economy and Jobs are taking a toll.
(3) I support all the Enhanced measures that are put forth by the Government --- as we need to protect Community lives --- as One infected - All are at risk (One-for-All, All-for-One).
(4) But can see many people also suffers as pay cut is increasingly being used to cut cost, some people also lose jobs and business are sufferings from drop in patronage.
(5) I also come across the newly announced Enhance mesaures of social distancing directly impact someone livelihood - where the whole family livelihood depends on :
a. The family is running a tuition centre. With enhanced measures just put in place, tuition centre need to be closed for one month -- and the family will lose income for one month.
Also tuition teachers who some are free-lancers will also lose their income.
Wonder how will the supplementary budget help these people who are affected?
b. Also come across another family run textile business who depends on neighbor country workers to produce ready made clothings.
Because of the enhanced measures, goods cannot be send across (by persons) --- as they will be subjected to 14 day SHN.
Also not many walk-in customers even in city --- and depends only on 熟客 to barely survive.
Wonder how will the supplementary budget help these people who are affected?
c. All the above are real examples of SMEs --- who are the most badly hit. Help must be ASAP --- for them to survive.

MRTs and Buses are safe.. we are taking extra Precautions.. live life normally.."" How sure are we to agree to these points.. if even 1% Not sure then don't take the Chance. Implement the Lock down... It's ok We must learn How to Live that kind of Life.. then We will treasure our Indepence more After we get Back to old normal..

Some of you don’t understand why we didn’t take drastic measures from the start. Some ask why we keep changing. Some ask why we don’t go further. Some ask why go so far! 😳

From day one, we have been actively trying to keep the infection rates low so that we can treat the sick effectively. We put in place a series of measures to track, isolate, quarantine etc. We said that these measures will evolve with time as the situation develops. It has. We have been able to keep numbers of infection manageable so that our healthcare system is not overwhelmed. Because we have been able to do that, our doctors and nurses are able to help those who are seriously ill recover.
We didn’t use a blunt tool because it wasn’t necessary. We now can see how some of these more restrictive steps impact our daily lives, the economy and eventually our livelihoods. So it’s about managing risks and probabilities so that we can minimise infection, help heal the sick, and maintain what normalcy we can. We ratchet up our restrictions as and when needed.
We have been doing relatively well but now have a second wave of cases due to Singaporeans returning from abroad. We need to take them in because they are our Singaporeans and even if sick, we should look after them here. The numbers are building up, more may be coming home over the next few weeks and months, and we will definitely have more imported cases because of the chaotic state elsewhere. We needed to step up measures because of the surge in numbers involved and to quickly minimise the rapid spread into the community. Other countries lock down in a dramatic way because they have lost control. They failed to manage the initial spread. It has gone out into the community and the numbers are shooting up exponentially and with that, the overwhelming of their healthcare systems and subsequent increased mortality. This is what happened in China, Iran, Italy and next would be…? It will happen in these countries unless these drastic lock downs (some half-hearted?) dramatically slows the spread. I fear they may have missed the window…
We are still managing and are ‘not there’, like them...yet. We are not where they are because from day one, we have been doing what has been described above. Hong Kong, Taiwan and Korea have also shown us how they have been fighting this COVID-19 so well.
BUT we really need your help in this battle.
We all understand that Singaporeans studying and working abroad before this crisis happened should be welcomed home despite the risks.
But Singaporeans who wantonly leave and go abroad when advised not to, and are on non-essential trips, are guilty of endangering lives on their return. Similarly, those coming back and are supposed to be on SHN, and decide to flout it by going out, attending parties and the like, are also guilty of endangering lives. (1) Let us go back at ground 0 - to see whether we can achieve China Hubei / Wuhan feat - of achieving 0 infection rate :-
- Hubei / Wuhan - were in total lockdown - no one get in, no one get out --- until the virus epidemic run its full course - with treatment inside Hubei / Wuhan --- and finally Hubei / Wuhan got 0 infection rate after more than 60,000 over few thousand death.
- Can Singapore do similar feat like Hubei/Wuhan ?----
Ans :- we cannot do what Hubei/Wuhan are doing - because Hubei/Wuhan - are one province - while the rest of China and provinces continue to function (though step down a bit) --- but still functioning economically. Thus China as a whole - can still progress economically and finance Hubei/Wuhan.
Singapore cannot lockdown ourselves like Hubei/Wuhan -- economically, business-wise, financilly --- we will be economically crippled.
But Singapore can do what "Whole of China" do :-
- "lockdown" imported cases, quarantine confirmed cases, SHN suspected cases -(like in Hubei/Wuhan) -- while the rest of Singapore can continue to work, do business and go schooling.
- So how to achieve this ?
a. for those returnees from overseas - they are shuttle into hotel for 14 days - with no contact with family members and infected cases are hospitalised. This is the Enhanced Border Control we implement --- like people from other provinces cannot go into Hubei/Wuhan.
b. Those overseas returnees when confined cannot come out to infect others -- then like people in Hubei/Wuhan --- who are confined and cannot come out.
---- So we have achieved the goal of Enhanced Border Control ----- where now the majority of infection come from this source.
- But why the infection cases so high --- around 30 to 40 over cases -- as compare to when Hubei/Wuhan 1st infection wave hit?
- Because 1st infection wave come from only 1 source ---- China.
- Now 2nd infection wave come from all over the World --- thus the infection rate is 3 to 4 times higher ---- which is not suprising.
-- But as long as we conduct the Enhanced Border Control well ---- even with 3 to 4 times infection rate (we have 200,000 overseas returnee --- waiting to return) ---- we can still manage --- provided we regulate the 200,000 overseas returnee's return --- vis-a-vis our hotel capacity to house SHN, hospital capacity for infected cases.
--- If we continue to do Enhanced Border Control well ---- there is no danger of Community Spreading --- so the Community can be reassured.

- If whole of Singapore do that --- we are not like Hubei/Wuhan (where only 1 provinces are in complete curfew) ---- but the rest of China continue to work, to school and do business --- to continue to spur their Economy and finance Hubei/Wuhan in lockdown.
- If Singapore go for complete curfew ---- business-wise, economy-wise, school-wise --- we will be financially and economically crippled.
- But we can do close to Hubei/Wuhan curfew and reduce or even achieve 0 infection if possible. How to do it ?
a. Contact tracing to all confirmed cases and infected cases -- must be thorough.
- Those who have installed Tracetogether mobile apps - can be traced.
- Those who have not installed the mobile apps but carry handphone --- can be tracked by 4G network with IMEI, handphone number, GPS extender, CCTV installed in HDB, shopping mall etc --- via what my close friend proposed concept of "crowd mapping using mobile signals".
- Personal contact tracing, interview etc
--- And all those identified will have to be SHN, Quarantine and/or undergo test kit tests --- to ensure they are free from covid-19 virus.
- These will have covered the "mild asymptomatic case".
b. Social diistancing --- attempt to reduce infection through close contact.
- Split workforce, supported by remote telecommuting.
- social distancing - eg. queue 1 metre apart, no shaking of hands etc.
- more hygiene cleaning by cleaners, personal hygiene etc.
- avoid big crowd congregation below 250 people for events, religious congregation etc.
- now enhanced community spreading measures eg. close pubs, party gatherings in karaoke etc for 1 month.
- school practise social distancing in schools, class, cut down CCAs etc.
- encourage people not to loiter in crowded places - but do their task quickly and avoid crowd.
- encourage people who are unwell to see doctor, put on mask, stay-at-home and if suspected covid-19 to call the correct hotline to NICD.
-- The only worried part is the congregation in transportation - at MRT and buses --- where social distancing of 1 meter is not possible. Then "thorough testing using test kit --- on even the slightesst suspected cases" ---- will be important.
-- Also the splitting of workforce, regulate different working hours etc --- will be one way to prevent crowd gathering at MRT or buses --- and achieve some sort of social distancing --- with less crowd in taking transport.
--- Analysing the above Enhanced Community Spreading Measures --- vis-a-vis Hubei/Wuhan total curfew --- how will we fare?
- Probably about 80 to 90% effective. (As statistics show that --- Community Spreading is not high --- there are about 13 unlinked cases yesterday, about 3 or 4 unlinked cases for the past few weeks).
- Analysis of the Outcome of our Enhanced Community Spreading Measures -- look quite promising.
-- Many Singapore infected case --- are known clusters and majority are imported cases (which are well taken care off by our Enhanced Border Control).
- The unlinked cases are few ---- and contact tracing are still underway ---- how the unlinked cases got infected.
(They are likely to come from "mild asyptomatic case" or "known clusters" or "imported cases" ---- except it can't be confirmed now --- while contact tracing are still in progress).
---- The above assessment --- point to the direction that --- there is no need to do a "nuclear option" yet ---- for a complete lockdown or worse a total curfew like Hubei/Wuhan ---- that will cripple Singapore ---- unless we see a sudden spike in Community Spreading cases.
(Note:- even if the number of imported cases spike --- there is no need for alarm --- as long as the infection curve is below our hospital capacity, private hospital capacity and hotel capacity to quarantine or SHN overseas returnees, confirmed cases or suspected cases).

- Those who have not installed the mobile apps but carry handphone --- can be tracked by 4G network with IMEI, handphone number, GPS extender, CCTV installed in HDB, shopping mall etc --- via what my close friend proposed concept of "crowd mapping using mobile signals".
- Personal contact tracing, interview etc
--- And all those identified will have to be SHN, Quarantine and/or undergo test kit tests --- to ensure they are free from covid-19 virus.
- These will have covered the "mild asymptomatic case".
b. Social diistancing --- attempt to reduce infection through close contact.
- Split workforce, supported by remote telecommuting.
- social distancing - eg. queue 1 metre apart, no shaking of hands etc.
- more hygiene cleaning by cleaners, personal hygiene etc.
- avoid big crowd congregation below 250 people for events, religious congregation etc.
- now enhanced community spreading measures eg. close pubs, party gatherings in karaoke etc for 1 month.
- school practise social distancing in schools, class, cut down CCAs etc.
- encourage people not to loiter in crowded places - but do their task quickly and avoid crowd.
- encourage people who are unwell to see doctor, put on mask, stay-at-home and if suspected covid-19 to call the correct hotline to NICD.
-- The only worried part is the congregation in transportation - at MRT and buses --- where social distancing of 1 meter is not possible. Then "thorough testing using test kit --- on even the slightesst suspected cases" ---- will be important.
-- Also the splitting of workforce, regulate different working hours etc --- will be one way to prevent crowd gathering at MRT or buses --- and achieve some sort of social distancing --- with less crowd in taking transport.
--- Analysing the above Enhanced Community Spreading Measures --- vis-a-vis Hubei/Wuhan total curfew --- how will we fare?
- Probably about 80 to 90% effective. (As statistics show that --- Community Spreading is not high --- there are about 13 unlinked cases yesterday, about 3 or 4 unlinked cases for the past few weeks).
- Analysis of the Outcome of our Enhanced Community Spreading Measures -- look quite promising.
-- Many Singapore infected case --- are known clusters and majority are imported cases (which are well taken care off by our Enhanced Border Control).
- The unlinked cases are few ---- and contact tracing are still underway ---- how the unlinked cases got infected.
(They are likely to come from "mild asyptomatic case" or "known clusters" or "imported cases" ---- except it can't be confirmed now --- while contact tracing are still in progress).
---- The above assessment --- point to the direction that --- there is no need to do a "nuclear option" yet ---- for a complete lockdown or worse a total curfew like Hubei/Wuhan ---- that will cripple Singapore ---- unless we see a sudden spike in Community Spreading cases.
(Note:- even if the number of imported cases spike --- there is no need for alarm --- as long as the infection curve is below our hospital capacity, private hospital capacity and hotel capacity to quarantine or SHN overseas returnees, confirmed cases or suspected cases).

Because it is a 100% success case --- from 81,000 over cases with as many few thousands death --- to 0 domestic cases.

--- Thus benchmarking Singapore against China/Hubei/Wuhan - make sense for us --- and it can be our KPI (Government, Community and Individual)'s KPI --- #SG United --- to achieve it.

c. Business Leaders, Business Federation, Civic Society, Religious Groups etc - reinforce messages of social distancing, adopt in business practice eg. taping queuing of crowd, sitting arrangement, dining spaces, split workforce, adopt telecommuting etc.
d. Social groups eg. PA, RC leaders, Social Civic leaders, Schools, etc - reinforce the importance of social distancing, practice social distancing etc.
e. Even private groups, extended family members -- keep reinforcing the importance of social distancing, meet to do a task and then avoid loitering for too long and avoid crowd.
(2) Through the "Divide and Conquer" approach --- by grouping people into hierarchical, modular groups -- to reinforce social distancing message -- the hieracchical and peer model approach ---- can help to ensure more "responsible behavior" - as your peer or your higher up is noticing what we do --- and say "ur ur this is not the right social behavior - as it transmit virus" --- and then more people will behave correctly.

1. Induce positive behaviour
2. Reduce negative behavior

4. Leverage on technology and media
5. Measure & Communicate success and failures
On point #1 :- Induce Positive Behavior
(1) Gov has prescribed some social distancing behaviors
e.g. Following the markings on the floor when we q?
What's the problem if I don't follow?
Why is this a solution?
I think we need to translate that to more graphic demonstration of physical contact, how viruses be transfered and contracted.
There are videos that are circulating,some are quite good and easy to understand for elderly and the young.
And it initiate even more tangible actions
e.g. In that case, even if there were no markings on the floor, it should still keep a safe distance.
I should avoid hand shaking, shower,wash hands more often etc etc

(c) More messaging and advertising needed on this.
- US media recently used a real patient.
- He never thought He would contract covid.
- Paint the emotional worst consequence that he thought he was going to die.

- Or how a younger person recovered but passed the covid to his grandmother who later died.
(d) Need stronger messages to move people to reduce negative behaviors

b. Media play a part in getting Mediacorp stars, reowned Health Officers etc to reinforce message of social distancing,
c. Business Leaders, Business Federation, Civic Society, Religious Groups etc - reinforce messages of social distancing, adopt in business practice eg. taping queuing of crowd, sitting arrangement, dining spaces, split workforce, adopt telecommuting etc.
d. Social groups eg. PA, RC leaders, Social Civic leaders, Schools, etc - reinforce the importance of social distancing, practice social distancing etc.
e. Even private groups, extended family members -- keep reinforcing the importance of social distancing, meet to do a task and then avoid loitering for too long and avoid crowd.
(2) Through the "Divide and Conquer" approach --- by grouping people into hierarchical, modular groups -- to reinforce social distancing message -- the hieracchical and peer model approach ---- can help to ensure more "responsible behavior" - as your peer or your higher up is noticing what we do --- and say "ur ur this is not the right social behavior - as it transmit virus" --- and then more people will behave correctly.

Whether is was about safe distancing or other measures to fight covid 19, here's a few principles to follow:
1. Induce positive behaviour
2. Reduce negative behavior
3. Communicating law-abiding behavior. What can or cannot be done. What's the consequence if you breach the law
4. Leverage on technology and media
5. Measure & Communicate success and failures
On point #1 :- Induce Positive Behavior
(1) Gov has prescribed some social distancing behaviors
e.g. Following the markings on the floor when we q?
What's the problem if I don't follow?
Why is this a solution?
I think we need to translate that to more graphic demonstration of physical contact, how viruses be transfered and contracted.
There are videos that are circulating,some are quite good and easy to understand for elderly and the young.
And it initiate even more tangible actions
e.g. In that case, even if there were no markings on the floor, it should still keep a safe distance.
I should avoid hand shaking, shower,wash hands more often etc etc

(c) More messaging and advertising needed on this.
- US media recently used a real patient.
- He never thought He would contract covid.
- Paint the emotional worst consequence that he thought he was going to die.
- He was very fit before he fell sick.
- Or how a younger person recovered but passed the covid to his grandmother who later died.
(d) Need stronger messages to move people to reduce negative behaviors

(d) Some people actually thought that people will come around and bring them 3 meals or they go to holiday chalet to stay.

(f) Then there are people who are secretly testing the system and break the rule.
(g) Make public the harsh penalty and again appeal to their consciences that they are potential carriers and might infect others.

- Put thoughts into consolidating them and shape the messages according to target audience.
(b) On the point on technology, people in HK who are quarantined have to wear a tracker wrist bands.
- I think for singapore we can seriously consider RFID wristbands. We are not alone to this. Imagine a shoplifter trying to bring unpaid items out of a department shall and the alarm will sound. People who are served with QO or SHN shall have RFID. Tracker installed outside of their home and they wear a rfid wristband. If a person in question tries to leAve his home, it will set off the alarm. Neighbours can help to report to the authorities.
- With a rfid wristband, he can be easily spotted and reported
(c) We should also have crowd mapping websites using mobile signals.
- Imagine all of us have mobile handsets.
- From crowd mapping, we can conscientiously choose to avoid crowded places.
- Better still if every mall can display the crowd density.
- We are a smart nation and aspire to be a leading smart nation.
- Should think of doing more to help ourselves and showcase to the world.

Also updated to the latest version of Android 9 just recently but that doesn't mean anyone is safe from anything. After all, technology is like cheese, a lot of lobang one 🧀🤭

(1) Noted that > 500,000 users have installed Tracetogether mobile apps - to facilitate contact tracing.
(2) I don't discourage people from using the mobile apps to help the Authorities in the fight for covid-19 to help in contact tracing.
(3) If there are people around me wanted to try, I can offer help to help them install if necessary.
(4) But I will not be installing myself because of the following reasons:-
a. the mobile apps itself is safe and non-intrusive in privacy.
b. but i still have issue with Bluetooth security - despite the assurance to upgrade to the latest OS will ensure security. Reasons :-
- Latest OS may have plug many OS securities loopholes that will have allow hackers to plant malware, take over the smartphone etc.
It is safe for the time being.
But like any OS eg. PC OS - continously securities update are required as hackers find new loopholes. Similarly, handphone OS will also need to be continuously updated - as hackers will keep looking for securities loopholes in the new OS.
So if lag behind - hackers can break through one day.
- As I am using my handphone to do eTransaction - I am not going to take this risk --- as the Bluetooth security IEEE specs - are inherently weak.
Also the new OS will not be able to withstand a bluetooth DOS attack.
4G can withstand a DOS attack.
(5). Unless the mobile apps come out with another version that uses 4G and GPS communication mode instead of Bluetooth, then I will consider using - as 4G network is more secured.
(6) Also i received feedback from my friend that when the Bluetooth is turn on, the handphone is very hot and drain the battery quite quickly for older handphone. If uses 4G and GPS that need to be always on to communicate - this problem will not arise.
(7) Authorities can still do contact tracing to track those who are not using bluetooth -- as 4G and GPS can still handphone users with IMEI and handphone number within the vicinity - with duration of stay and contact --- so will not compromise contact tracing.
I believe the Police are using this method to do contact tracing currently.

I am concern for citizens who are blur enough thru social engineering to be hacked thru Bluetooth. I have a friend who was hacked without knowing it until she rec'd her bank statements and she doesn't remember what happened, good that it was a visa card debit transaction, so visa guarantees payment.

That's why they use bluetooth technology. Bluetooth cannot be used to hack your phone, unless your phone has already been compromised by an app you have downloaded, and even then the hacker has to be within 10m.

(2) Believe this is where people "congregate" - as "social distancing" is very difficult when people need to go into a "confined" space - within a bus cabin or MRT cabin ---- a potential "weak link" --- if people are "asympotically mildly infected".
Thus my close friend has rightly pointed out that ---- active sniffing out all potential risk - a "surge or spike" effort to cover possible candidates - such as family members or close contact with those confirmed cases --- must also be tested with test kits.
Received news yesterday that 38,000 tests have been done on 25,000 people --- so it seems that the Government are trying to do a thorough job to sniff out potential "virus carrier". A relief to all Singaporeans and residents.
Only a thorough job will prevent "virus spreading" --- in crowded buses or MRT --- the "weak link" where people congregates.
(3) So I believe the schools will take all necessary precaution to do "social distancing" in schools, look out for "unwell students" --- to further minimise risk of community spreading.
(4) Thinking aloud, as many students who come back from overseas and have been served with Stay-Home-Notice or Quarantine --- remote learning will be the only way to ensure that students can continue to learn their lessons without losing out in their progress and learning lessons.
(5) Schools can customised their online learning packages for these students.
To complement the school effort, there are many free online learning materials that pre-schools, primary schools or secondary schools can tap on.
For eg. my close friends has sent me some useful education material links that are free-of-charge that can help many students to learn online.
My close friend message :-

The dangerous time is testing on those people with existing medical condition. You can estimate how long this will take. If not done properly, people can die. What is the possible side effects must be known before mass vaccination. So I won’t go for vaccination if come out too soon, maybe I will wait see what other effect before I do it.

As at 21 March, after registering 2 deaths, MOH reported 290 active cases: 238 patients are stable and 14 are still in critical care.

22 Sg Permanent Resident (SPR),

==> Of the 90 Foreigners: 43 hold Work Passes (WP), 21 hold Long Term Visit Pass (LTVP), 26 are short-term visitors.
LOCAL OR IMPORTED
Of these active 290 cases, 92 contracted the virus locally while 198 cases contracted the virus overseas.
Of the 92 LOCAL transmission: 72 are SC, 7 are SPR, 13 are foreigners (8 WP, 5 LTVP)
Of the 198 IMPORTED cases: 106 are SC, 15 are SPR, 77 are foreigners (35 WP, 16 LTVP, 26 short-term visitors)
From 17th to 21st March, in just 5 days, MOH registered 14 new cases who are short term visitors. 12 were registered between 8th and 16th March.

We all don't like it but there is a need to heighten social lock down.
Not affecting work and school but social lockdown."

Can we ask MOE to seriously consider against the petition pls.
We have around 300k-400k full-time students?
If we close schools what percentage of them will confine themselves at home?
If not, then where will they be hanging out? Fast-food restaurants, malls etc would that help to keep us safe from contracting more new cases?
Besides, it would also mean that parents have to take leave or scramble for childcare arrangements for the younger .students"
(1) While being mindful of the NCID capacity being more and more affected and taken up by many imported cases ---- we must be mindful not to stir 2 big hornets --- specifically the workers (that will have tremendous impact on the Economy) and school children (that will overwhelm parents and social space --- if they are not kept in school learning and studying --- but allow to roam free).
(2) Thus as long as we are confident that "Community Spreading" is not happening ---- there is no urgency to close schools and force all workers to stop work in a total lockdown.
(3) Our current measures of :-
a. testing all suspected cases --- 38,000 test from 25,000 people to sieve out even "mild asymptomatic case".
b. social distancing - in schools, workplace, splitting workforce, in retail and F&B to reduce infection risk.
c. enhanced border measures control and strict quarantine and stay-home-notice
---- are deemed sufficient at this current juncture --- until and unless we see cases going out of control.
