Asia culture is one that start slow, build trust, build confidence, start with something that seems small, a small step, do something that seems unimportant - and slowly move into something that is of interest to both parties.
This is unlike Western culture that go straight into the main topic and want immediate result - that is still cold, very sensitive and still unyielding - and if things don't happen as expected - try to use high-hand tactics. This will not work for Asia culture.
Hence, let S Korea Leaders lead the way in this - as they understand N Korea culture better than anyone do.

To determine where is the best place to host the US-N Korea summit talk, what is important is the outcome.
(1) To hold it in Singapore
(2) To hold it in other 3rd Countries
(3) To hold it in DMZ Peace House
If Singapore is the best place - as determined by US, N Korea, S Korea - that will bring the best outcome to be successful, then I think Singapore will not hesitate to held it here.

China just bulldozed its way to take over those islands against the sovereignty of other nations and against International Law and militarized them within a very very short time, lying and deceiving the world when it needed to. No time was wasted. This did not start slow, build trust, build confidence like what you mentioned. On the contrary, it build mistrust and tensions. It would be good if China go back to its mainland and remove all those military structures.

If nuclear is the technology that will wipe out mankind in World War 3.
The turning point of Capitalism will wipe out jobs globally - that mirror nuclear destruction of human mankind in World War 3.
In other words, United Nation need to solve this Capitalism Model (Market Economy Model) - how to create jobs to feed every citizens in each Country given the advent of disruptive technologies and robotics that destroy jobs.
How to redistribute wealth to all citizens in each Country.
A hint is that disruptive technologies and robotics - can be a slave to human mankind - to allocate a fixed subsistence sum of income to every human being for food, housing, medical, education, transport etc. - Planned Economy

In this analogy, 1000 boss produced everything but no one has income to buy - except the 1000 boss.
Do you think the Economy will die?
Do you think the 499,999,999,000 people will snatch everything the 1000 boss produce - or else go hungry?

That is, the concept above is how to transform Singapore Economy in 2016 - sector-by-sector (conceptualising the KPI for each sector) ---- and using targeted approach to transform each sector, each industry one by one.
Only then productivity in each sector, in each industry can be successfully transformed - supported by empirical, scientific measures.
Good that after 4 years --- the idea is taken up.

Citing initiatives like the Future Economy Council and SkillsFuture, Mr Iswaran said there’s a need to do more cross-ministry work as issues that Singapore faces become more complex.
“We are in a more complex environment, where it is not easy to categorise particular issues to particular ministers. Those days are fast disappearing … I think this is where there are opportunities for more interactions and joint assessments. I think relying on each other's judgment to form a holistic assessment is going to be part of evolution,” said Mr Iswaran.

This will harness the ideas of Singaporeans to jointly build Singapore - where we all belong.
Particularly like the idea of "leadership must be developed in all parts of our society" ---- as situational leadership must come in - when it is politically not possible or appropriate for political leaders to comment, intervene ---- but is required to do so ---- to make our Nation safer, our interest safeguarded and the World safer, the World interest safeguarded ---- in this era of "social media proliferation" --- whereby comments, fake news, opinion etc can come out online, in realtime --- and spread to every parts of the World quickly -- that may have immediate ramnifications - if not respond to effectively and efficiently.

There are 4 types of leaderships - which will be relevant to different stages of national development.
(1) Autocratic leadership - usually happen in the formation of a Nation - to respond to a crisis, where people are less educated and need a strong visionary leader.
This is where people will have very little say - as most decisions are make by the leader.
(2) Participative leadership - when the Country is growing - leadership will involve more stakeholders to participate in decision making and the leader will make final decision.
(3) Strategic leadership - when the Country reach the peak of economic growth and reaches economic maturity - there is a need to transform the Economy through strategic leadership and transforming the economy.
(4) Team leadership - when the Country has been over the peak and transform into a new Economy, with new and unfamiliar territories in all sector - Team leadership to tap all sectors of the Society become necessary.

If at various stage of national development - use wrong leadership style - will spell trouble.
Eg. if now an autocratic leadership to dictate all sectors of Economies - where all sectors are new, unfamiliar, unchartered - where the whole World are still prodding, finding their ways ---- you think it will work?
Now imagine everyone want an autocratic who is a knowers of all sector :-
(1) in banking sector - he need to know fintech - and don't know what else when disruptive tech comes.
(2) in retail - need to know online cloud retail and payment
(3) in manufacturing - need to know 3D printing and other advanced precision manufactuing
(4) in energy sector - need to know fuel, now LNG, solar, don't know what else
(5) in transport - need to know rail, road, planes - now need to know flying taxi, hyperbole don't know what, need to know grab, uber, ryde, go jek etc don't know what
(6) in IT - need to know cloud, drone, IoT, cybersecurity, mobile apps, big data, meta data etc in future don't know what
etc etc etc ----- now can an autocrat leadership know everything in the era of disruptive tech?
If not team leadership --- then what leadership is more suitable?
You think an autocratic leader will be able to know all these "don't know what under the sun" - and make decision without team decision making?

Minister Heng by taking care of ITM (Industry Transformation Map) and the Future Economy --- seems to understand this implication and understand that team leadership at all sectors, hobby groups, interest groups ---- etc --- in this era of disruptive tech ---- is the way to go.
That is why, i say this is a good speech.
